SECURITY AND FACILITIES MEETING
November 2, 2012

The meeting, conducted in person and via Zoom, was called to order by Chair Nate
Dreckman. Notice of the meeting was posted in the Grant County Administration
Building, Grant County Courthouse, and Grant County website.
Motion by Gary Ranum, seconded by Judge Day, to approve the Agenda as posted.
Motion carried without negative vote.
Motion by Judge Day, seconded by Robert Keeney, to approve the Meeting Minutes of
October 5, 2021. Motion carried without negative vote.
Meeting Dates for 2022
Kristin confirmed meeting dates for 2022: February 1, April 5, June 7, August 2, October
4, and December 6 at 8:00 a.m. Meetings will be held in the Grant County Board Room
and offered via Zoom until further notice.
Update on next TAD Grant Cycle
Kristin informed the Council of the grant award - $119,572, which is what the award has
been the last five years. Kristin further informed the Council of the funding situation –
shortfall of approximately $70,000. She explained what was stated in the award letter.
She informed the Council that the DOJ has suggested that there may be an additional
$2.5 million for next year’s budget that counties may apply for. The DOJ only gave the
counties one week to make the modifications and refile. Kristin and Judge Day have
discussed, and they both agree that the best approach is to modify the budget for 2022
to what was budgeted for in 2021 and ask the county for the additional funds. Kristin
explained the budget differences: one being the increase in salary and benefits of about
$3,324 and pointed out that Unified had a significant increase of about $60,000. Kristin

noted that there is no way the grant can cover Unified’s increase. Kristin stated that she
does have about $6,682 left in county funding for this year that could go towards the
2022 budget.
Judge Day commented that the real frustration in all this is we had our
numbers/application ready for submission by mid to late summer, and we didn’t hear
from the DOJ until yesterday. They then give us a week to make the modifications. Our
goal is to put something together provisionally to mirror this year’s budget and limp
through and see what another year brings.
Sheriff Dreckman asked about the yearly shortfall. Kristin explained why the shortfall
and why it will continue to increase. Judge Day noted that Jeff Lockhart is not here and
noted the impact with Unified’s budget in all this. Council discussed. Sheriff suggested
that Kristin go to the Executive Committee and ask that the carry-over be used to help
off-set the additional funds.
Gary Ranum asked for clarification of Unified’s funding. Kristin explained. Gary is
hopeful that Jeff can get involved in this discussion soon.
Gary Ranum asked Kristin to meet with Amanda prior to the Executive Committee
meeting to see if she has any thoughts. Robert Keeney noted that he didn’t think
Amanda would be at the meeting. Kristin replied that she will reach out to her and set up
a meeting prior to Tuesday.
Judge Day commented that we need to think more purposefully for what we really need
and want to do. Judge Day stated we knew this day would be coming, and we need to
make decisions about what we want to do in absence of grant funding. He suggest ed
that the CJCC have this discussion at some point.
Kristin asked the Council for approval to go before the Executive Committee. Sheriff
Dreckman asked the Council for a motion. Gary Ranum made a motion, seconded by
Robert Keeney to have Kristin go in front of the Executive Committee with the changes
and request to amend the treatment court budget and ask the County for the additional
funding. All were in favor. Motion passed.
Criminal Justice Survey
Kristin and Judge Day presented the proposed Grant County Criminal Justice Survey
and Subcommittee’s Proposal for distribution. Sheriff Dreckman noted that the Public
Defender is not listed. Kristin will add Public Defender to the survey. Judge Day
explained that after breaking it down there are three basic areas that we need to think
about: who is it being distributed to; what components of the system are we surveying;
and what are the survey inquiries? Judge Day noted that he thinks the survey covers
those three areas. In regards to distribution, Judge Day explained that the
subcommittee thought we could get a voting list from the County Clerk of 300 random
citizens to tap into regular citizens.
Gary Ranum complimented Judge Day and Kristin on putting this together and asked
the Council if anyone has any questions. Sheriff Dreckman commented that he thinks
the survey is going to give us a very nice, high level view of what individuals think
throughout the system.
Gary Ranum asked Kristin what is the plan to execute this? Kristin replied that as soon
as the CJCC approves the survey and all agencies are in agreement with the
distribution, it will be ready to be distributed. However, there hasn’t been any
discussions yet with Clerk of Court, Victim Witness and County Clerk. Kristin suggested
having the survey and distribution process finalized at the next meeting and move
forward in the spring.
Kristin also brought up the cost of mailing – noting the mailing of 300 surveys to random
citizens as there is no budget for the CJCC. Gary Ranum wondered if the departments
would be able to absorb the cost of the hard copies. Kristin remarked that she thought
the departments would be able to absorb the cost.
Gary stated that he is prepared to make a motion to accept this as presented and as
modified by the Sheriff’s comment that we institute and task Kristin to come up with a
plan of action for the February meeting and present it at the next meeting. Sheriff
Dreckman also asked that Kristin add in the cost.
Robert Keeney asked what is the distribution list – who are we trying to hit and how do
we arrive at that distribution list? Gary Ranum and Sheriff Dreckman noted the handout
with the distribution proposal. Judge Day remarked that the only cost is the 300 surveys
that will be mailed out by the CJCC Coordinator; he believed the rest of the cost could
be absorbed into the existing departments’ budgets. Judge Day stated that we are
therefore looking at roughly $150 for postage.
Robert Keeney asked who are the 300 random citizens? Judge Day explained that they
are totally random citizens of those that voted in the last election, and that Kristin would
get that list from the County Clerk.
Gary Ranum noted that he has made a motion. Sheriff Dreckman suggested that we
accept the survey and institute it and have Kristin come up with a plan of action for the
next meeting and figure out the cost.
Judge Day noted that the first paragraph may be too lengthy, and it should be modified
to have a bit more punch; Sheriff Dreckman agreed. Judge Day will make modifications
to the first paragraph.
Judge Day seconded the motion. Sheriff Dreckman asked if there was any further
discussion. Clerk Thelemann asked if we were going to get input from other individuals
other than ones that have voted. Judge Day explained that the surveys are also going
out to those in the system and how they will be distributed to those in the system. Judge
Day also noted that the subcommittee thought it would be interesting to see what the
general public’s view of it is and whether they differ.
Lisa McDougal suggested that there by an option for “No opinion.” Council agreed , and
Kristin will make that change to the survey.
Sheriff noted that everyone is in agreement with that addition. There was no further
discussion. Vote was taken on the motion. All were in favor. Motion passed.
Discussion of meth involved parents, CHIPS, treatment and the legal system
Fred Naatz noted that this discussion was tabled to today to get input from Jeff Lockhart
as to the treatment side of things. However, Jeff was unable to attend the meeting
today. Fred explained that we are getting more and more parents addicted to meth.
These parents are not engaged – they are not involved – they do not show up. Clark
Thelemann added that methamphetamine parents ma y disappear for weeks at a time.
Clark asked if other systems have success in attendance as it has been a real
challenge for them.
Judge Day commented that after reflecting on this further there are two successful ways
that he has seen: keep them in jail and drug court. He noted that participants show up
for drug court and their appointments. Those in regular, non-treatment court do not
show up. The Council discussed.
Gary Ranum discussed the Methamphetamine Use in the Great Lakes Region handout.
The handout pointed out that these individuals are not engaged in society. He asked,
how do we get these folks engaged?
Kristin discussed how drug court is able to get participants to show up for court and
treatment, and how important it is to get them to show up early in the program. Gary
Ranum stated that we need to figure out a way to get them engaged in society, and that
is what drug court is doing – forcing engagement.
Fred Naatz noted that the other variable is that with meth addicted parents their brains
are hi-jacked, and meth becomes the number one thing in their lives. So, he asked, how
do we help these folks - this is a big challenge. Fred informed the Council that there is a
Southwest Wisconsin Meth Usage Crisis work group. Dennis Randolph, prevention
specialist for DHS, was going to do research on some programs in WI and nationwide
on how to engage those folks. Fred noted that he will follow-up with Dennis and bring it
back to the next meeting.
Lance Wetter discussed the spiritual side of getting addicted parents/individuals
engaged in a congregation and/or community. He asked if there is there a way to nudge
these folks? He explained that he reached out to other congregations to see if they
would be willing to help and open their doors, and he received good responses. He
informed the Council of some Christian-based residential treatment centers in the State.
He stated that churches may be able to absorb some of those costs if those individuals
were members of those congregations.
Judge Day commented that getting the addicted population engaged within the
communities or a congregation is a big deal. However, courts cannot compel
defendants to attend religious events. Judge Day thought it is a good idea, but there
are a few hurdles.
Deb Reukauf also noted that if we can get defendants/parents involved within a
congregation she can see the benefit as most of these individuals have never been to
church or involved in a community.
Travis Klaas explained what programming the jail already offers. He noted, however,
that as soon as the offenders get out of jail, they stop attending. Travis noted the jail
already offers church services, and it goes over very well. If Lance could connect at
that point and with the follow-up care, he could see this being useful. Lance stated that
he would like to bridge that gap. Lance Wetter asked if offenders are allowed to be
released from jail on Huber to attend a church service? The Council discussed. Gary
Ranum stated that he would endorse the idea to allow church attendance through
Huber to establish new relationships while they are incarcerated and be able to carry
them over after they get out – this is a big multiplier for success. Council discussed.
Ashley Dickman agreed that if Lance becomes known in the jail and made readily
available at the jail and brings his services to treatment court, then the offenders will get
to know Lance better which may encourage them to reach out to him.
Lance will continue to work on a list or flyer and present his ideas at the next meeting.
