SECURITY AND FACILITIES MEETING
November 2, 2012

The meeting, conducted in person and via Zoom, was called to order by Chair Nathan
Dreckman. Notice of the meeting was posted in the Grant County Administration
Building, Grant County Courthouse, and Grant County website.
Motioned by Jeff Kindrai, seconded by Gary Ranum, to approve the Agenda as posted.
Motion carried without negative vote.
Motioned by Robert Keeney, seconded by Craig Reukauf, to approve the Meeting
Minutes of August 2, 2022. Motion carried without negative vote.
Kristin Schier introduced Jeff Erickson to the CJCC. Kristin noted that he is replacing
Lisa McDougal, who was appointed to the Richland County Circuit Court. Jeff
introduced himself the Council. Robert Keeney will request the formal appointment to
the County Board at its meeting October 4.
TAD Grant
Kristin Schier informed the Council that there were no updates to the 2023 TAD Grant
application. She stated that the application announcement has not been published. She
further stated that she received an email on September 21 and forwarded it to the
judges, Sheriff Dreckman and Robert Keeney. She anticipates they will post the
application guidance by October 5, with final applications being due November 2.
Jeff Kindrai asked if this would include an increase. Kristin responded that the process
was to submit the pre-application with a request to increase the baseline funding.

Update on Congregation Involvement in the Criminal Justice System
Lance Wetter opened the discussion by asking if he could have two individuals who
have overcome meth addiction attend a CJCC meeting to observe and tell their
perspective of being in and out of the jail system. Judge Day stated that it is a public
meeting, and they are welcome to attend.
Lance asked if Wisconsin has looked into a Parent Partners program – a program in the
State of Iowa that supports parents involved in child welfare cases where a child or
children have been removed from the home. Lance further went on to discuss how a
woman he spoke to was a meth addict and lost two of her children. She is now seven
years clean and works with the State of Iowa DHS by going into homes and offering
support. Lance noted that it seems to be a good program. Clark Thelemann stated that
they just set aside some “safe and stable money” to start a similar mentor program to
help people in the child welfare program. They discussed further.
Lance mentioned that he has six to seven churches that are interested in working with
him and providing some resources. Lance also stated that he is working towards
opening a Christian facility in Grant and Crawford Counties. He does not think it would
be a secure facility, but it would be an opportunity for those that may need it.
Jeff Lockhart connected what Lance discussed to the upcoming State Opioid Response
Grant, which allows counties to treat meth-related issues. He mentioned how we may
want to request funding to provide our own peer support training. He explained that
currently we only have two half-time peer supports. He explained that peer support
training is only offered a couple times a year.
Jeff Erickson asked why we do not have a full-time peer support in Grant County. Jeff
Lockhart responded that we do not because so few people have been through the
training, and that is what we are trying to expand.
Mental Healthcare Availability Predicts Jail Population Size
Jeff Lockhart opened the discussion in regards to the I.M. JusticeBH research article on
“The Relationship Between Community Public Health, Behavioral Health Service
Accessibility, and Mass Incarceration”, which was sent to the council. Jeff highlighted
what he found of significance, and the Council discussed.
Gary Ranum asked Jeff Lockhart if we are having difficulty identifying who needs
treatment versus who needs incarceration. Jeff used an example in response. Jeff
further noted jail may not be the appropriate place, so then we have a gap – where do
we put and treat these kinds of individuals that have extremes on both ends of behavior:
crime and mental illness? The Council discussed. Sheriff Dreckman commented that he
believes this issue will only progressively get worse because we are seeing the current
drug crisis infiltrate our communities, which is creating mental health issues very
quickly.
Jeff Kindrai mentioned there is a lot of funding for mental health at the moment. He
asked if it is realistic to think that if we are successful in getting additional funding and
staffing healthcare professionals, we can avoid some of these placements, or is that just
the nature of how things are: some people end up in jail at a higher rate than we would
like to see? Jeff Lockhart noted there are ways to divert people towards mental health
treatment rather than jail, similar to what we are doing in treatment court. He also
mentioned how mental illness and substance abuse is driving crime that we do not
currently have a response to.
Clark Thelemann noted how grants on the child welfare side are only one to two years,
which isn’t sustainable. He mentioned how hard it is to provide data regarding
prevention because we have never been able to track what doesn’t happen. Clark
stated further while he appreciates grants from the State, one to two year grants are just
not feasible; he would prefer five or ten year grants.
Dr. Hiatt discussed needing help in medications and medication management within the
jail. Dr. Hiatt further explained the issues he and staff are dealing with. Jeff Lockhart
mentioned how in the past few months they are doing an assessment and a follow-up
appointment over Zoom for inmates being released within 30 days, with the hope that
those individuals go directly into treatment with a provider they have already made a
relationship with.
Jeff Kindrai asked if there is a way to contract for more PRN’s, even if individuals are
not getting released in 30 days. Jeff Lockhart mentioned it comes down to funding and
capacity. Judge Day asked if we could deliver some medical services to the individuals
while they are in jail pre-conviction. The Council discussed. Craig Reukauf mentioned
how most inmates are on some kind of medication, but the downside is that when the
inmates become upset or unhappy, they refuse the medication. Dr. Hiatt noted that they
are limited to oral medications.
Kristin Schier asked if the Council would like this subject on the agenda for the next
meeting for further discussion. Dr. Hiatt shared his appreciation of the topic. It was
agreed to place on the agenda for the next mee ting: Psychiatric Services in the Jail.
Open Discussion
Judge Day noted an article he was reading in the Jefferson Daily Union Newspaper
about their CJCC. He read that their CJCC coordinates a driver’s license restoration
program. He mentioned that he did not know all the details, but he could discover them.
Sheriff Dreckman commented it would be a great idea because driver’s licenses tend to
be the most common questions on not only restoring them, but also obtaining them. The
Council discussed. Kristin to put this on the agenda for the next meeting.
Judge Day asked if there is a unified list of programming for people to help them better
gain access to resources and opportunities within the county. Miranda Addison was
invited to explain her program. Council discussed. Kristin stated that she could work
with the agencies and compile/create a list or resource guide for reference. Jeff Kindrai
mentioned the Grant County Directory of Services. Kristin noted that she will work on
this for the next meeting.
Motioned by Jeff Kindrai, seconded by Judge Day, to adjourn. Motion carried.
