SECURITY AND FACILITIES MEETING
November 2, 2012

The meeting, conducted in person and via Zoom, was called to order by Chair Nathan
Dreckman. Notice of the meeting was posted in the Grant County Administration
Building, Grant County Courthouse, and Grant County website.
Motion by Gary Ranum, seconded by Judge Day, to approve the Agenda as posted.
Motion carried without negative vote.
Motion by Craig Reukauf, seconded by Lisa Riniker, to approve the Meeting Minutes of
December 6, 2022. Motion carried without negative vote.
Sheriff Dreckman welcomed Holly Knapp to the CJCC. Holly replaced Jeff Lockhart.
Election of Officers
Sheriff Dreckman opened nominations for Chair. Robert Keeney nominated Sheriff
Dreckman. Gary Ranum seconded the motion. There were no other nominations. Judge
Day made a motion to close nominations. Jeff Kindrai seconded the motion. All council
members were in favor of Sheriff Dreckman as Chair, third term.
Sheriff Dreckman opened nominations for Vice-chair. Robert Keeney nominated Gary
Ranum. Judge Day seconded the motion. There were no other nominations. Jeff Kindrai
made a motion to close nominations. Lisa Riniker seconded the motion. All council
members were in favor of Gary Ranum as Vice-chair.
CJCC MEETING
Minutes
April 4, 2023
Appointments
Kristin Schier informed the Council that School Administrator Aaron Olson’s term
expired 2/1/23 – 2nd term. According to the Bylaws, he may serve one more term.
Motion by Sheriff Dreckman, seconded by Jeff Kindrai, to reappoint Aaron Olson for
another year. Sheriff Dreckman asked for a vote on the reappointment. All council
members were in favor of re-appointing Aaron Olson for another year.
Motion carried without negative vote.
Treatment Court Annual Reports
Kristin reviewed the treatment court annual reports and asked for any questions. Gary
Ranum asked if there is a way to report drug court re-offenses. Kristin explained the
challenges and would need direction from the council. Council discussed. Kristin will
reach out to officials at the state level for direction and report back to the council.
Driver’s License Restoration Program
Judge Day reviewed where the council left off in the discussion on the driver’s license
restoration program. The council discussed.
Based on the discussion the following agencies would be interested in the training:
Clerk of Court – Yes
Department of Social Services – Yes
Unified Community Services – Yes
Jail – Maybe
Department of Corrections – Maybe
Public Defender – Yes
Southwest WI Workforce Development – Yes
Judge Day and Kristin will contact LIFT and follow-up with the interested agencies.
Judge Day noted updates will be provided to the council.
Update on Congregation Involvement in the Criminal Justice System
No updates.
Operation Cost of the Jail – data / figures
Craig Reukauf opened the discussion by reviewing the Operational Costs of the Jail. He
mentioned that the operational costs that were provided are from 2022. Craig explained
the data is broken down into a list of different expenses, and those are broken down
individually. Craig noted that Gary had asked about the individual cost per inmate; he
explained that it would be hard to determine. Craig explained that those numbers would
most likely be seen in the food contract, medical, and jail staffing. He stated that the
general cost is the expenses they have no matter the population, but where the
numbers may differ would be cost in medical, jail supplies, and food contract. Craig
asked if anyone had any specific questions about the report.
Gary Ranum appreciated how Craig broke down the expenses. Gary reported that he
had done the calculations in figuring out the cost per day for each of the expenses. He
figured that about $11 per day went to the food contract; variable costs, such as jail
supplies, medical, mental health, etc., were around $30 per day. Also, Gary determined
that the fixed cost, including staffing, adds up to around $60 per day, for a total of $90
per day. Gary pointed out that this doesn’t count paying off the bond. The bond payment
is around $1.7 million dollars a year. Based on the discussion he had with Amanda, the
cost per day is $170 per inmate.
Based on these numbers, Gary asked if the current rate for housing out of county
inmates is too low – true to market? Craig replied that the inmate housing rate was
reviewed either late last year or early this year, as Iowa County raised their rate. After
discussion with the Sheriff and the Chief Deputy, it was decided to leave the rate as is.
Gary brought up a concern about not spending enough per day for mental health
resources within the jail. Gary said that he would like to see more attention brought to
this issue. The council discussed. Sheriff Dreckman noted that about 60% of the jail
population comes in with some kind of substance use or mental health disorder. He
agreed that the jail is probably not doing enough. Council discussed further.
Sheriff Dreckman noted that one of the questions the council had was: does counting
saved jail days save the county money, or is it more of trying to help these individuals
by keeping them out of jail and doing it that way? Council discussed. Based on the
calculations, Gary noted that the jail is only saving $30 a day – a third of what the costs
are.
Gary asked, how many out of county inmates are we averaging? Sheriff Dreckman
responded that it fluctuates. Craig noted that it is up and down - the average is between
eight to 12 inmates. Robert Keeney remarked that the revenue from housing out of
county inmates is not factored into this report. He noted that last year it brought in about
$300,000 in revenue.
Judge Day asked how fixed the jail staffing is – is it flexible? Craig responded yes, but
often times they are short staffed, and it also depends on what they have going on that
may need additional staffing, such as a suicide watch. Craig mentioned they also have
a staffing agreement with the County, and they try to have four people on at a time, but
after 10:30 p.m., it’s usually three.
Open Discussion
Sheriff Dreckman opened up the discussion.
Sheriff Dreckman mentioned the CJCC National Standards and noted full discussion on
the Standards will be on the agenda for the June 6 meeting.
Kristin noted that she will be attending a Zoom Regional CJCC Coordinator meeting
April 10.
Jeff Kindrai informed the council that all nurses are carrying Narcan.
Sheriff Dreckman stated that his agency now has access to a TruNarc Narcotics
Analyzer. Lafayette County has one and has given Grant County access to it.
Motioned by Jeff Kindrai, seconded by Clark Thelemann, to adjourn. Motion carried.
Next meeting: June 6, 2023 at 8:00 a.m. Grant County Board Room, Administration
Building.
