HomeMy WebLinkAbout08.01.23 meeting minutes M I N U T E S SECURITY AND FACILITIES MEETING November 2, 2012 MEMBERS PRESENT IN PERSON: Chair: Nate Dreckman, Vice-Chair: Gary Ranum, Judge Craig Day, Jeff Kindrai, Robert Keeney, Holly Knapp, Jeff Erickson, Ian Mickelson MEMBERS PRESENT VIA ZOOM: Brittany Guthrie MEMBERS ABSENT: Dr. Hiatt (excused), Ben Wood (excused), Darla Adams (excused), Clark Thelemann (excused), Teresa Burton (excused), Debra Reukauf, Aaron Olson, Lance Wetter OTHERS PRESENT: Kristin Schier, David Jolly OTHERS PRESENT VIA ZOOM: Miranda Addison The meeting, conducted in person and via Zoom, was called to order by Chair Sheriff Dreckman. Notice of the meeting was posted in the Grant County Administration Building, Grant County Courthouse, and Grant County website. Motion by Gary Ranum, seconded by Judge Day, to approve the Agenda as posted. Motion carried without negative vote. Motion by Jeff Kindrai, seconded by Craig Reukauf, to approve the Meeting Minutes of June 6, 2023. Motion carried without negative vote. 2024 TAD Grant Funds / Application Kristin Schier reviewed and discussed the 2024 TAD Grant application. She explained that the pre-application is due August 31, and year 2024 will be year three of the five- year grant. She anticipates no significant changes with the application and budget. OWI Court Recommendation: Add program / documents to the Grant County website Kristin explained that based on the Grant County Site Visit Recommendations discussed at the last meeting, the Department of Justice recommended that Grant County add program documents to the Grant County website. Sheriff Dreckman noted that it is a pretty simple process and to discuss with Shane. Robert Keeney agreed and noted the question is placement on the website, so it is visible. Council discussed. CJCC MEETING Minutes August 1, 2023 Jeff Kindrai questioned if a county website update is in the budget for 2024. Robert responded, and council discussed. Sheriff Dreckman noted that placement on the Quick Links, right side of the website would be the more appropriate placement for the programs, and this was a good recommendation to move forward on. Update to be given at the next meeting – October 3, 2023. Driver’s License Restoration Program Judge Day updated the council on the training that was held June 13. The plan was to have a meeting with those that attended to obtain feedback; however, Judge Day explained that it’s been busy with the judicial transition, and a meeting has yet to be scheduled. Kristin attended the training and noted that it was valuable and helpful. She explained that the training is set up for one on one training and was user-friendly. She noted that she could see this being useful to county agencies. Jeff Kindrai noted that he has hired two nurses, and his department would like to be included moving forward. Kristin noted who was in attendance, and Holly Knapp suggested a possible second training. Judge Day stated he will move forward on this and give a report at the next meeting – October 3, 2023. CJCC National Standards Sheriff Dreckman opened up the discussion. Gary Ranum reviewed and discussed the CJCC National Standards webinar. He noted there is a list (Preface) that provides a good checklist to determine whether or not we are complying with the standards. The first standard is having a vision statement and a mission statement, which we do not. Gary discussed the possibility of having a facilitator give us direction – like with the county strategic planning. Gary further discussed moving forward with a vision statement and mission statement and review how that matches with our Bylaws; this would provide the CJCC with good founding documents. Jeff Kindrai offered information for Catchafire that provides various services, pro-bono. He explained the services they offer. If there is an interest, we could sub mit a proposal. Judge Day volunteered to create a rough draft of a vision statement and mission statement. Council discussed. Craig Reukauf explained how data fits into the standards and his view of the webinar and moving forward. Sheriff Dreckman remarked that we are complying with quite a few of the standards, and he agreed a vision statement and mission statement are crucial, and this would be a good starting point. To be further discussed at the next meeting – October 3, 2023. Opioid Settlement Discussion Robert Keeney reviewed and discussed the Opioid Settlement. He noted that the committee met July 18, and the next meeting is August 15. Robert explained that the committee plans to focus on three areas: review what Iowa County is doing to see if we can improve on their ideas; Southwest Cap is looking to inventory some buildings in Grant County for the possibility of sober housing; and expand and fill some gaps in education and treatment opportunities. Sheriff Dreckman noted that the biggest part of the discussion was to create something that is long-term and sustainable. Holly Knapp noted Richland County reached out and wanted to know what we were doing, and that they would be willing to join any of our efforts. She stated that we have a really good group, having great conversations, and being very smart with the funds. Update to be provided at the next meeting – October 3, 2023. Open Discussion Sheriff Dreckman opened up the discussion. Jeff Kindrai noted that one of his new nurses received a scholarship to attend the state conference in September; he also got funding through the State Tobacco Coalition. Jeff explained that there are some things that he wants to look at doing that his departme nt had started before the pandemic, and he is hopeful to bring back some good information. Sheriff Dreckman had a question in regards to CJCC membership: in comparison with other counties, is 19 members typical? Kristin explained – yes, most, if not all, members are recommended by statute, and we have one of the most active and strong CJCCs in our area. Jeff Erickson agreed – we are the most active. Judge Day noted the progress and success we have seen in Drug Court recently, and he is hopeful that it is a sign of what we are doing. Robert Keeney noted that he thinks it is. Robert commented that he gets asked at WCA meetings, what we are doing in Grant County to have success, and he responds that we have a full time coordinator, meet regularly, etc. Council discussed further. Sheriff Dreckman remarked that we may want to revisit membership, as we do not have a member of a local civic organization or a non-involved citizen. Robert Keeney explained why that is. Motioned by Judge Day seconded by Craig Reukauf to adjourn. Motion carried. Meeting adjourned at 8:43 a.m. Next meeting: October 3, 2023 at 8:00 a.m. Grant County Board Room, Administration Building.
