HomeMy WebLinkAboutAg & Ext Minutes March 17 2014AGRICULTURE AND EXTENSION EDUCATION/FAIR COMMITTEE MEETING Monday, March 17, 2014 9:00 a.m. UWEX Conference Room Lancaster, WI The meeting was called to order by Chairman John Patcle. Present, in addition to Chairman Patcle was Bob Keeney, Vince Loeffelholz, Pat Schroeder, Grant Loy, Roger Guthrie, Larry Wolf, Bev Doll, Amy Olson, Dave Wachter, Sarah Hopkins, Stewart Swenson, Mary McQuillan, Nate Dreckman, Larry Wagner, Brenda Halverson and Herb Cody. The meeting notice was posted at the Administration Building, Extension Office, Youth & Ag Center and media by Jenny Dixon. Motion by Vince Loeffelholz, seconded by Grant Loy, to approve the agenda, moving to items to accommodate those on the agenda who are in attendance. Motion carried. Motion by Bob Keeney, seconded by Pat Schroeder to approve the minutes of the Ag & Extension Education Committee Meeting held February 17, 2014 with correction of Argall Dairy spelling. Stewart Swenson, Argall Dairy, was present to update the committee on the on milking equipment from the Dairy Expo that BouMatic is donating to the fairgrounds. Motion by Pat Schroeder, seconded by Bob Keeney to accept the donation of six stalls from Argall Dairy. Motion carried. Nate Dreckman attended the meeting on behalf of D.A.R.E. requesting to hold a dance along with other activities on May 11, 2014 in the Youth & Ag Center. Motion by Pat Schroeder, seconded by Grant Loy to approve waiving the fee for the D.A.R.E. dance. Motion carried. Mary McQuillan, Grant County Deputy Association, was present to request use of the North Room on May 10, 2014 for a run/walk event. Motion by Roger Guthire, seconded by Vince Loeffelholz to waive the fee for the Grant County Deputy Association run/walk event. Motion carried. Larry Wagner, Lancaster Fire Department, requested use of the Eckstein Exhibit Hall for the firemen’s dance. Motion by Pat Schroeder, seconded by Roger Guthrie, to waive the fee for use of the Eckstein Exhibit Hall for the Lancaster Firemen’s Dance on May 9, 2014. Motion carried. Brenda Halverson, on behalf of the Potosi Saddle Club, requested use of the Eckstein Exhibit Hall for a cancer benefit. Motion by Bob Keeney, seconded by Vince Loeffelholz to waive the fee for the April 6, 2014 cancer benefit being sponsored by the Potosi Saddle Club. A donation will be accepted. Motion carried. Lonna Kwallek inquired about a rate for using the Eckstein Exhibit Hall for a wedding reception on Friday until 12:00 noon on Saturday. Motion by Pat Schroeder, seconded by Bob Keeney, to charge Lonna Kwallek $300 for use of the Eckstein Exhibit Hall on Friday, August 22 until 12:00 noon on Saturday, August 23, 2014. Motion carried. Amy Olson gave the grounds and maintenance report. Amy informed the committee that she will have a summer custodial LTE worker again this summer that will work under 30 hours per week. Amy informed the committee of a water problem in the barn that Brian and Brenda took care of. Motion by Bob Keeney, seconded by Grant Loy to approve Youth & Ag Center vouchers. Motion carried. Bev Doll presented Grant County Extension and Youth & Ag Center business. Discussion was held as to where the money comes from for the initial study to be done by IIW on handicap accessible restrooms for the Youth and Ag Center. Motion by Roger Guthrie, seconded by Bob Keeney to send on to the Public Property Committee the matter of whether to proceed forward with the study for handicap restrooms in the Youth & Ag Center and to see how it will be paid for. Motion carried. One no vote. Further discussion was held on whether the matter should be sent to the Executive Committee or Public Property. Motion by Vince Loeffelholz, seconded by Roger Guthire, to approve Extension vouchers. Motion carried. Bev Doll informed the committee that agent performance reviews will be held March 24 at 9:00 a.m. Amy Olson presented Fair and Fairgrounds business. The spring District 3 meeting will be held in La Crosse on April 3. The Rodeo wants to set up their arena right in front of the grandstand. Amy will be working with libraries in Grant County on a Read-Win program for the 2014 year. Children who read for 40 hours in 2 months will receive a free soda and nachos at the foodstand under the grandstand. Summer Festival was discussed. Alternative Recycling is the main sponsor with additional sponsorship being obtained by Amy Olson and Amy Kwallek. Amy Olson will be making contacts to get suggestions for classes for the races. Pit passes for the 2014 fair was discussed. Motion by Pat Schroeder, seconded by Roger Guthrie to raise the pit pass cost for one year from $10 to $15 and charge $5 for age 8 and under at the 2014 fair. Motion carried. Herb Cody from WGLR was present to discuss Friday night entertainment at the 2014 fair. Herb agrees with the committee that it is not a good use of funds for entertainment because of two competing events, high school football games and the fair. Herb and Amy will meet this week to discuss Friday night entertainment in the Wisconsin Bank & Trust Entertainment tent. The Texaco Country Showdown will be on Sunday of the 2014 fair. Amy received the donation of $30,000 from the Ray & Kay Eckstein Charitable Fund towards payment of the Eckstein Exhibit Hall. Amy is working on information for signs on the pole barns to give advertising rites that can be renewed to businesses. Motion by Roger Guthrie, seconded by Bob Keeney to move to closed session pursuant to per state statute 19.85 (1) (c) considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility as it relates to the performance evaluation of the Fair Manager. Roll call vote unanimous. Motion carried. Motion by Roger Guthrie, seconded by Vince Loeffelholz, to return to open session. Motion carried. Sarah Hopkins and Dave Wachter shared information on the swine id for the 2014 fair. Sarah shared that the Livestock Auction Committee made a motion to pass on to the Fair Board in favor of using RFID tags for the identification process. They would like the exhibitors to take a picture of the tag in the pig’s ear when they ID it. The swine need to be identified by May 15. If exhibitors are purchasing their swine from another party, they would like that party to tag the swine. It is encouraged that each family buy their own taggers. Motion by Pat Schroeder, seconded by Bob Keeney to go with the Livestock Auction Committee recommendation to use the RFID tagging system and have the cost of tags be the responsibility of the exhibitor. Motion carried. Motion by Bob Keeney, seconded by Roger Guthire, to approve Fair and Fairgrounds vouchers. Motion carried. The Livestock Auction Committee wants more sheep panels and gates and will pay for them. Motion by Vince Loeffelholz, seconded by Grant Loy, to approve sending the livestock claim from Lancaster Veterinary Clinic in the amount of $210 to be paid in full on to the full county board. Motion carried. The Livestock Auction Committee would like to set up their own checking account. Motion by Pat Schroeder, seconded by Roger Guthrie, to adjourn until April 21, 2014. Motion carried.
