EDUCATION/FAIR COMMITTEE MEETING
Monday, January 20, 2014
9:00 a.m.
UWEX Conference Room
Lancaster, WI
The meeting was called to order by Chairman John Patcle. Present, in addition to Chairman
Patcle were Bob Keeney, Vince Loeffelholz, Pat Schroeder, Grant Loy, Roger Guthrie, Larry
Wolf, Bev Doll, Ted Bay, Amy Olson, Herb Cody, Kelsey Fink, Sarah Hopkins and Todd
Johnson.
The meeting notice was posted at the Administration Building, Extension Office, Youth & Ag
Center and media by Jenny Dixon.
Motion by Grant Loy, seconded by Roger Guthrie, to approve the agenda. Motion carried.
Motion by Pat Schroeder, seconded by Roger Guthrie to approve the minutes of the Ag &
Extension Education Committee meeting November 4, Ag & Extension/Fair Committee meeting
December 16, 2013 and minutes of Fair meetings held January 6, 7, 8, 2014. Pat rescinded his
motion because Vince was not at the January Fair meetings.
Motion by Pat Schroeder, seconded by Vince Loeffelholz to approve the minutes of the Ag &
Extension Education meeting November 4 and Ag & Extension/Fair Committee meeting held
December 16, 2013. Motion carried.
Motion by Roger Guthrie, seconded by Grant Loy to approve the minutes of the Fair Committee
meetings held January 6, 7 and 8, 2014. Motion carried.
Amy Olson gave the grounds and maintenance report.
The pipe freezing issue in the Eckstein Exhibit Hall is solved.
Motion by Bob Keeney, seconded by Roger Guthrie to approve Youth & Ag Center vouchers.
Motion carried.
Bev Doll presented Grant County Extension and Youth & Ag Center business.
Ted Bay shared information on financial and support requirements for hosting Farm Tech Days.
Todd Johnson asked permission to establish expense and revenue accounts for a project he is
working on. No funds from Grant County will be used.
Motion by Pat Schroeder, seconded by Bob Keeney to set up revenue and expense accounts for
the Community Design Team Program project Todd Johnson is working on. Motion carried.
Agent evaluations will be held March 24.
Motion by Vince Loeffelholz, seconded by Grant Loy to approve Extension vouchers. Motion
carried.
Amy Olson presented Fair and Fairgrounds business.
Kelsey ink, from BouMatic, was present to see if there was interest in the Grant County
Fairgrounds receiving equipment that is being replaced at Dairy Expo Center.
Motion by Bob Keeney, seconded by Pat Schroeder, to have a BouMatic dealer come look at the
Grant County Fairgrounds Livestock Facility to see if the equipment would work.
A meeting should be set up with the Livestock Trust regarding the equipment from BouMatic.
Herb Cody, new marketing manager for Queen B, was present to meet the committee.
Discussion was held on groups interested in working the grandstand food stand.
Motion by Pat Schroeder, seconded by Grant Loy, to offer Westview Methodist Church,
Platteville, and St. Clement School, Lancaster, the opportunity to work at the grandstand food
stand at the 2014 Fair. Motion carried.
Motion by Roger Guthrie, seconded by Vince Loeffelholz to approve Fair and Fairgrounds
vouchers. Motion carried.
Discussion was held on Summer Festival events.
Amy will let Badger State Truck and Tractor Pullers know the committee decided on different
entertainment for Summer Festival.
Sarah Hopkins was present to review fair book changes.
Motion by Bob Keeney, seconded by Pat Schroeder, to grant fair book changes with Sarah's and
Amy's recommendations, with the exception of swine show time change. Motion carried.
Sponsorship of the fair was discussed.
Livingston State Bank would like their sponsorship to go toward something specific if possible.
Amy will attend the County Board meeting to ask for permission to apply for a grant through the
Dubuque Racing Association for defibrillators and first aid kits for the Livestock Facility and the
Eckstein Exhibit Hall.
Entertainment for the 2014 Fair was discussed.
Motion by Bob Keeney, seconded by Roger Guthrie, to hire Nick's Kid Show for two days,
Friday and Saturday, August 15 and 16 of the 2014 Fair. Motion carried.
Contracts were signed with Dairyland Antique Tractor Club and Kindschi Pedal Pulls for the
2014 Fair.
Pat Schroeder will donate a power scooter for use during the fair.
Discussion was held on a theme for the 2014 Fair. Amy will decide on the fair theme.
Carnival wristband prices for the 2014 Fair will be $40 for the Mega Pass ($35 in 2013) and daily
wristbands $20 (same as 2013). These prices are determined by the carnival.
Exhibitor fee to enter projects in the fair were discussed. The current costs are $2.00 for Junior
Class, $5.00 for Open Class and $2.00 for Senior Class. The current rates for Open and Senior
Classes have been in place for 16 years and Junior Class for 10 years.
Motion by Pat Schroeder, seconded by Bob Keeney to change exhibit entry prices as follows:
$3.00 for Junior Class, $6.00 for Open Class, and $3.00 for Senior Citizens. Motion carried.
The Fairest of the Fair Auction package at State Convention was purchased by some members of
the Fair Board and Majestic View Dairy.
The Shrine Circus would like to use the fairgrounds.
Motion by Pat Schroeder, seconded by Grant Loy, to allow the Shrine Circus to use the
Fairgrounds on Friday, July 25, 2014, at a cost of $400 plus utilities. Motion carried.
Amy informed the committee that Krueger Pyrotechnics will be using the Fairgrounds on April
26 for training and test run of fireworks.
Amy shared information regarding engineering costs to get plans for updating the restrooms at
the Youth and Agriculture Center.
Additional information needs to be gathered and Amy will present it at the next committee
meeting.
Amy shared information on the Governor's Conference on Tourism.
Motion by Pat Schroeder, seconded by Roger Guthrie, to have Amy attend the Governor's
Conference on Tourism. Motion carried.
Motion by Vince Loeffelholz, seconded by Pat Schroeder, to approve sending the livestock claim
from Lancaster Veterinary Clinic in the amount of $288.00 to be paid in full, on to the full county
board. Motion carried.
Motion by Vince Loeffelholz, seconded by Roger Guthrie, to adjourn until February 17, 2014
