EDUCATION/FAIR COMMITTEE MEETING
Tuesday, September 2, 2014
1:00 p.m.
The meeting was called to order by Chairman John Patcle. Present, in addition to Patcle were Grant
Loy, Pat Schroeder, Roger Guthrie, Mark Stead, Dan Timmerman, Bob Keeney, Bev Doll, Ted Bay,
Amy Olson, Lori Vesperman, Jack Johnson, John Hauth, Deanna Gleason, Amy Bell Kwallek, Kent
Cohen and Jim Hying.
The meeting notice was posted at the Administration Building, Extension Office, Youth & Ag
Center and media by Jenny Dixon.
Motion by Pat Schroeder, seconded by Mark Stead, to approve the amended agenda. Motion carried.
Motion by Pat Schroeder, seconded by Mark Stead, to approve the minutes of the meetings held July
31, August 4, 14, 15, 16, 17 and 19, 2014 with correction to the August 17 minutes that Dan
Timmerman was absent. Motion carried.
Amy Olson gave the grounds and maintenance report.
The 2015 Public Property requests for the Youth & Ag Center were approved by the Public Property
Committee.
Motion by Roger Guthrie, seconded by Grant Loy to approve Youth & Ag Center vouchers. Motion
carried.
Amy Olson presented the 2015 Youth & Ag Center Budget.
Motion by Pat Schroeder, seconded by Mark Stead to accept the budget as presented ($137,059).
Motion carried.
Bev Doll presented Grant County Extension and Youth & Ag Center business.
Lafayette County UW-Extension Office budget needs to go to their finance committee on
September 9.
Bev Doll presented the 2015 Extension Office budget. Motion by Pat Schroeder, seconded by Roger
Guthrie to pass the budget as presented ($447,377 with a base of $406,751 that includes an
insurance change of $8386). Roll call vote. Voting yes – Grant Loy, Pat Schroeder, Roger Guthrie
and John Patcle; voting no –Dan Timmerman and Mark Stead. Motion carried.
Ted Bay gave his agent report.
Motion by Pat Schroeder, seconded by Dan Timmerman, to approve UW-Extension vouchers.
Motion carried.
Amy Olson presented Fair and Fairgrounds business.
John Hauth, Director of Public Works from the City of Lancaster, discussed sewer overflow on the
grounds at fair time and suggested the problem be fixed. He also informed the board the city has a
layout of all hydrants and sewer lines. The city would like to keep an agreement to help maintain
these as long as the county understands any maintenance expense is the county’s responsibility if
something needs to be repaired or replaced.
Motion by Pat Schroeder, seconded by Grant Loy, to fix the manhole problem by the hog building.
Motion carried.
Amy will call Wepkings to discuss replacement of a manhole.
Deanna Gleason was present to discuss local bands and talent performing in the entertainment tent
for the 2015 fair. The committee informed Deanna to plan on performances Saturday of the fair
from noon until midnight.
Jim Hying, representing the American Legion was present. Discussion was held on designating
some gate entrances specifically for workers, walk-ins, livestock, delivery and the general public.
He stated signs on the opposite of the street would be helpful.
Kent Cohen was present to discuss Lancaster Sluggers parent group working the beer tent at the
rescheduled tractor pull. Lancaster Sluggers will clean the grandstands.
Amy Bell Kwallek was present to discuss Summer Festival. She stated the Lancaster Chamber of
Commerce chooses not to participate in the Summer Festival in future years.
Motion by Roger Guthrie, seconded by Pat Schroeder, to approve Fair and Fairgrounds vouchers.
Motion carried.
Public Property Committee approved $3,000 toward the purchase of a truck. In addition, any
carryover from the fair can be put toward the purchase.
Ron Russell, judge for the carcass shows, was paid 35¢ per mile and is requesting 51¢ per mile.
Motion by Roger Guthrie, seconded by Dan Timmerman, to pay future fair judges 45¢ per mile.
Motion carried.
There are no state rules on consecutive years of judging.
Jack Johnson reported on wages for the 2015 fair.
Motion by Roger Guthrie, seconded by Dan Timmerman, to pay the $20 rate for deputy fees in
2015. Motion carried.
Discussion was held on stock car racing. Amy Olson is meeting with Charger Raceway Park in
Beaver Dam on Wednesday, September 3.
Discussion was held on nominations for awards for the Wisconsin Association of Fairs Convention.
Details for the rescheduled tractor pull were discussed.
Amy Olson presented the 2015 Fair and Fairgrounds budget.
Motion by Grant Loy, seconded by Roger, to accept the budget as presented to send on ($319,057).
Motion carried.
A party is interested in renting the stage.
Motion by Pat Schroeder, seconded by Dan Timmerman to have parties renting the stage give a
recommended donation of $100 and return it in the same condition as received. Motion carried.
A 21 gun salute will be part of the Salute to Vietnam Era Veterans being held at the Youth & Ag
Center on October 5. Grant County Corporation Counsel suggested the event host send a letter to
the schools.
Motion by Mark Stead, seconded by Roger Guthrie, to adjourn until October 6, 2014. Motion
carried.
