JOINT MEETING WITH LAFAYETTE COUNTY
Monday, October 12, 2015
1:00 p.m.

Present: Leon Wolfe, John Bartels, Larry Ludlum, Carol Korn, John Patcle, Grant Loy, Mark
Stead, Pat Schroeder, Roger Guthrie, Bob Keeney, Bev Doll, Ted Bay, Kory Stalsberg, Lori
Berget, Mary Knellwolf and Matt Hanson.
The meeting was called to order at 1:00 p.m.
The meeting notice was posted at the Administration Building, Extension Office, Youth & Ag
Center, and media by Jenny Dixon.
Motion by Mark Stead, seconded by Grant Loy, to approve the agenda. Motion carried.
Leon Wolfe started discussion on the Memorandum of Understanding (MOU), stating that
Lafayette County was willing to approve two days for the Dairy & Livestock Agent position, in
addition to leaving the Crops & Farm Management Agent position the same (at two days).
Motion by John Patcle, seconded by Mark Stead, to accept Lafayette County’s approval of two
days for the Dairy & Livestock Agent, in addition to leaving the Crops & Farm Management
Agent the same (at two days) for 2016. Motion carried.
A brief discussion was held concerning mileage. Lafayette County pays 45¢ per mile to county
employees, whereas Grant County pays the federal rate which is currently 57.5¢ per mile. Leon
Wolfe asked if it would be acceptable to the Crops & Farm Management and Dairy & Livestock
Agents to receive the 45¢ per mile as other Lafayette County employees do, and pay the Dairy &
Livestock Agent for his mileage from the Grant County Office to the Lafayette County Office
two days per week. The Crop & Farm Management Agent is currently being paid mileage from
office to office. Stead discussed the possibility of Grant County paying the difference in the
mileage to the Agriculture Agents so that they were receiving the same as other Grant County
employees.
Motion by Mark Stead, seconded by John Patcle, to have Grant County pay the Agriculture
Agents the difference between the IRS rate and Lafayette County’s mileage rate for 2016. Motion
carried.
Matt Hanson asked if Grant County wanted to keep both Agriculture Agents as 100% Grant
County employees or make the change on the 133 contract for the Dairy & Livestock Agent.
Discussion followed with Kory Stalsberg, Dairy & Livestock Agent, deciding to remain a 100%
Grant County Employee, contracted out to Lafayette County.
Kory asked if the second day in Lafayette County needed to be a scheduled day or if it could be a
floating day. The Lafayette County Committee agreed that it could be a floating day.
The following changes need to be made to the MOU: 2b – add “December 31, 2016”; 3b – add
“at Lafayette County mileage rate.” Grant County will make the changes, sign the MOU and send
to Lafayette County to be signed.
The next joint meeting is scheduled for October 17, 2016, at 1:00 p.m. at UW Platteville College
Farm.
Motion by Carol Korn, seconded by Leon Wolfe, to adjourn. Motion carried.
