HomeMy WebLinkAboutAg & Ext Minutes June 28 2016AGRICULTURE AND EXTENSION EDUCATION/FAIR COMMITTEE MEETING Monday, June 28, 2016 9:00 a.m. The meeting was called to order by Committee Vice Chairman John Patcle. Present, in addition to Patcle were Grant Loy, Mark Stead, Dan Timmerman, Mike Lieurance, Bob Keeney, Bev Doll, Amy Olson, Lori Vesperman, Ted Bay, Kory Stalsberg, Charisse Orth, Donna Peterson, Linda Hahn and Pat Klug. Roger Guthrie was excused. The meeting notice was posted at the UW- Extension Office, Youth & Ag Center and mailed to media, Administration Building and the county website by Jenny Dixon. Motion by Mark Stead, seconded by Grant Loy, to approve the amended agenda. Motion carried. Motion by Mike Lieurance, seconded by Mark Stead, to approve the minutes of the meetings held May 16, 2016 and May 25, 2016. Motion carried. Bev Doll presented Grant County UW-Extension and Youth & Ag Center business. Agents presented results of the needs assessment survey performed to determine the needs for future program planning. Bev shared information on the WACEC Conference and asked for input on priorities for the CRD interim position. The snowmobile resolution was presented to the committee. Motion by Dan Timmerman, seconded by Grant Loy, to send the snowmobile resolution authorizing participation in public funding for snowmobile trails for the 2016-2017 snowmobile year, on to the full county for approval. Motion carried. The Resource Budget for 2017 was reviewed. Motion by Mark Stead, seconded by Dan Timmerman to propose the following budget item changes: Tourism Grants - $10,000; Grant County Tourism Council $5,100; Committee per diems $2,160. Motion carried. Bev gave an update on the nEXT Generation. Motion by Grant Loy, seconded by Mike Lieurance to approve UW-Extension vouchers. Motion carried. Amy Olson gave the grounds and maintenance and Youth & Ag Center report. Linda Hahn was present to request a reduced rate for Avery’s Race SMA fundraiser using the Eckstein Exhibit Hall July 14-17, 2016 with the event being held July 16. Last year Katy Pitzen gave a $150 donation. Linda also requested a reduced rate for the Cancer Coalition fund raiser to be held in the Youth & Ag Center on September 17, 2016. Motion by Mark Stead, seconded by Mike Lieurance, to waive the fee for use of the Eckstein Exhibit Hall for Avery’s Race fundraising event in July, 2016. Motion carried. Motion by Dan Timmerman, seconded by Mark Stead, to waive the fee for use of the Youth & Ag Center for the Cancer Coalition fundraising event in September, 2016. Motion carried. The hydrant at the horse arena was damaged during the Little Britches Rodeo. The West Grant Saddle Club will take care of all costs to get it fixed. The wash rack between the swine barn and dairy barn will need to be repaired next year. Amy will allocate money in the 2017 budget. The guard rail in front of the grandstand was repaired by the maintenance staff. The rails were straightened and poles replaced. Seal coating was completed. John Patcle suggested crack sealing on the pavement be done in the future as recommended by Scott Construction. Motion by Dan Timmerman, seconded by Mike Lieurance, to approve grounds and maintenance vouchers. Motion carried. Amy Olson presented Fair and Fairgrounds business. Pat Klug would like to commemorate Mary Brandemuehl and others with a memorial plaque in the Livestock Facility. Motion by Grant Loy, seconded by Mike Lieurance, to allow the Livestock Trust to place a memorial plaque in the Livestock Facility recognizing past members. Motion carried. Pat also asked to add a sandwich to the menu during the fair. Motion by John Patcle, seconded by Grant Loy, to let the Livestock Trust add some type of chicken sandwich to their lunch stand menu in the Livestock Facility. Motion carried. Events for the 2016 Fair were discussed. Grandstand events were discussed. Due to the Fair Labor Standards Act, as of December 1, 2016, Amy will no longer be eligible to be exempt from overtime. Amy will include overtime in the 2017 budget for the Grant County Fairgrounds Operations Director for fair week. Motion by Mark Stead, seconded by Dan Timmerman, to sign band contracts with Mr. Obvious, 2nd Generation and Basin Street Boys. Motion carried. Motion by Dan Timmerman, seconded by Grant Loy, to sign beer stand contracts with Knights of Columbus and Bloomington Fire Department and a food stand contract with Bloomington Sportsman Club. Motion carried. Motion by Dan Timmerman, seconded by Mark Stead, to sign the contract with QueenB for the WGLR Newline Real Estate Country Showdown 2016. Motion carried. Board members will monitor buildings during the 2016 Fair. John Patcle - Crops Building and Eckstein Exhibit Hall, Mark Stead - Youth & Ag Center and Kids Tent, Bob Keeney - Livestock Area (Dairy & Beef), Grant Loy - Grandstand Area, Mike Lieurance - Swine Barn. The evening closing schedule for committee members is as follows: Wednesday – John Patcle, Thursday – Mark Stead, Friday – Bob Keeney, Saturday – Grant Loy and Sunday – Mike Lieurance. Amy shared drafts of 2016 Emergency Plans for the Grant County Fair and events on the grounds. Outstanding fair persons were selected. Motion by Dan Timmerman, seconded by Mark Stead, to select the following people as Outstanding Fair Persons for 2016: Mike Holzer, Virginia Peake and John Reding. Motion carried. Mound View RV will donate the use of an RV for Thursday night of the fair for the bands in the Wisconsin Bank & Trust Entertainment Tent. Scheduling of fair workers was discussed. The Superintendents’ meeting will be held August 4. Motion by Dan Timmerman, seconded by Mike Lieurance, to approve Fair and Fairgrounds vouchers. Motion carried. Motion by Mike Lieurance, seconded by Grant Loy to pay the livestock claim in the amount of $177.00 and send on to the full county board. Two no votes. Motion carried. Amy Olson informed the committee she would like to attend the IAFE Convention this year. Motion by Mark Stead, seconded by Dan Timmerman, to adjourn. Motion carried.
