EDUCATION/FAIR COMMITTEE MEETING
Monday, November 14, 2016
1:00 p.m.
The meeting was called to order by Committee Chairman Roger Guthrie. Present, in addition to Guthrie
were John Patcle, Mark Stead, Grant Loy, Dan Timmerman, Mike Lieurance, Bob Keeney, Bev Doll,
Amy Olson, Lori Vesperman, Kory Stalsberg, Charisse Orth, Kari Ruff, Matt Crist, Bill Lowling, Brad
Sturmer and Chuck Rasmussen.
The meeting notice was posted at the UW-Extension Office, Youth & Agriculture Center and mailed to
media and Administration Building by Jenny Dixon and posted on the website by the Grant County
Clerk’s Office.
Motion by Dan Timmerman, seconded by John Patcle, to approve the agenda. Motion carried.
Motion by Mark Stead, seconded by Dan Timmerman, to approve minutes of the meetings held
October 17 at 9:00 a.m. and October 17 at 1:00 p.m. Motion carried.
Bev Doll presented Grant County UW-Extension and Youth & Agriculture Center business.
Kory Stalsberg, Bev Doll and Charisse Orth gave agent reports.
The UW-Extension Agent contract, 133-PRJ89UB for July 1, 2016-June 30, 2017, was presented for
signatures again due to a correction.
Motion by Mike Lieurance, seconded by Grant Loy, to allow the office to get an additional $100 petty
cash. Motion carried.
Motion by Dan Timmerman, seconded by Grant Loy, to split the tourism grant money evenly between
2017A and 2017B cycles.
Motion by Mike Lieurance, seconded by Grant Loy to approve UW-Extension vouchers. Motion carried.
Interviews for the CRD Interim Agent position will be held on November 17 at 1:00 p.m.
Amy Olson gave the grounds and maintenance and Youth & Agriculture Center report.
Speaker equipment for audio upgrades in the Eckstein Hall, Open Arena and Livestock Facility was
received and installation will be completed in the spring. Gutters on the Eckstein Exhibit Hall were
calked and repaired by Hendrix Construction. Maintenance staff is winterizing buildings and grounds
and winter storage is starting to come in.
Extra tables are needed for use in the Youth and Ag Center and Eckstein Exhibit Hall. There is enough
in the budget to purchase 10 tables.
Motion by Mark Stead, seconded by Mike Lieurance, to purchase new tables and do a rotation as Amy
requested. Motion carried.
Motion by John Patcle, seconded by Dan Timmerman, to approve grounds and maintenance vouchers.
Motion carried.
Amy Olson presented Fair and Fairgrounds business.
Amy gave a final report of the 2016 Fair.
Amy Olson, Roger Guthrie, Bob Keeney and Kory Stalsberg will work together on plans for improving
the swine barn. Amy will make contact to get quotes by the next meeting for a preliminary study on
improvements.
Matt Crist and Kari Ruff from Lafayette County Speedway shared that they still plan to do races on
June 24 and the fair race on August 16, 2017. Discussion was held on possibly having another race in
2017.
Brad Sturmer and Chuck Rasmussen attended the meeting to ask if the Lancaster Middle School
wrestling program could use the Auditorium for practices from January 2 until the end of February in
2017. The building they leased in the past is no longer available. They are willing to make a donation for
use of the building.
Motion by Mark Stead, seconded by John Patcle, to allow Lancaster Middle School wrestling to use the
Auditorium of the Youth & Ag Center in January and February, 2017, for practices, and to accept a
donation. Motion carried.
Bill Lowling, Scout Master for Troop 88 was present to request use of the Fairgrounds and restroom
facilities for an event celebrating 88 years. Other troops and the public will be invited. The Boy Scouts
will be camping and having a campfire.
Motion by Mike Lieurance, seconded by Dan Timmerman to allow the Boy Scouts use of the
Fairgrounds and Crops Building on September 23 and 24, 2017, at no cost. Motion carried.
Events for the 2017 Fair were discussed. Wednesday - Races; Thursday - Rodeo (with Muttin’ Bustin’);
Friday - Local tractor pull with antique pullers; Saturday - Demolition Derby at 12:00 noon and Night of
Destruction at 6:00 p.m.; Sunday - ATV/UTV pulls at 11:00 a.m. with tractor pull at 4:00 p.m.; Newline
Real Estate Country Showdown at 2:00, possibly moving time to 12:00 noon. A time for the fireworks
display will be decided.
Fairbook changes were discussed. It was suggested that the barrow weight classes go from 220#-300# to
200#-315#. It was also suggested the Livestock Auction Consignment sheet must be turned in with the
exhibitor’s fair entry.
Motion by Mark Stead, seconded by Grant Loy, to accept the suggested fairbook changes. Motion
carried.
Motion by Dan Timmerman, seconded by John Patcle, to approve Fair and Fairgrounds vouchers.
Motion carried.
Amy checked into purchasing skid steer tires. If purchased from Pink’s Automotive the tires will cost
$1,118.24. The cost will be split between Barn, Fairgrounds and Youth & Ag Center accounts since it is
used for all areas.
Motion by Mark Stead, seconded by Mike Lieurance, to purchase skid steer tires and distribute cost
between the three accounts. Motion carried.
Motion by Mike Lieurance, seconded by John Patcle, to reimburse the Sheriff’s Department for the cost
of two dogs taken to the Dubuque Regional Humane Society. One no vote. Motion carried.
Amy received a $1,000 donation from Avery’s Race for the Eckstein Exhibit Hall.
The vice president of Classy Chassis contacted Mark Stead to let him know they will not be coming back
to the Grant County Fair. They will hold their event at A & W. Amy was also contacted by Joel Ames to
let her know they will not be returning.
Motion by Mark Stead, seconded by John Patcle, to adjourn. Motion carried.
The next scheduled meeting is December 19, 2016, at 9:00 a.m.
