HomeMy WebLinkAbout12 Minutes December 18 2017AGRICULTURE AND EXTENSION EDUCATION/FAIR COMMITTEE MEETING Monday, December 18, 2017 9:00 a.m. The meeting was called to order by Committee Chairman Roger Guthrie. Present, in addition to Guthrie were John Patcle, Grant Loy, Mark Stead, Dan Timmerman, Mike Lieurance, Bob Keeney, Amy Olson, Lori Vesperman, Paul Ohlrogge, James Schneider, Donna Peterson, Charisse Orth, Ron Brisbois, Mark Hoehne, Matt Christ, Jack Johnson and Cari Schaffer. The meeting notice was posted at the UW-Extension Office, Youth & Agriculture Center and mailed to media and Administration Building by Lori Vesperman and posted on the website by the Grant County Clerk’s Office. Motion by Dan Timmerman, seconded by Grant Loy, to approve the agenda. Motion carried. Motion by Dan Timmerman, seconded by Mike Lieurance, to approve minutes of the meeting held November 9, 2017. Motion carried. Grant County UW-Extension and Youth & Agriculture Center business was presented. Ron Brisbois, Grant County Economic Development Director, presented the Revolving Loan Application for First Contact. The loan is for $35,000 at a rate of 4.0% for a term of 7 years. The loan use is to purchase new production equipment. The business currently employs two people and an additional position and will be created. Motion by Mark Stead, seconded by Dan Timmerman, to send the First Contact Loan application to the full County Board recommending passage of this loan. Motion carried. Mark Hoehne, Presbyterian Church, was present to discuss holding their Pancake Supper in the Youth & Ag Center on February 19, 2018, and a fundraiser in the Eckstein Hall in October, 2018. Motion by Mike Lieurance, seconded by Mark Stead, to approve the Presbyterian Church using the Youth & Ag Center on Sunday, February 18, to set up for their Pancake Supper on February 19 without an additional cost. Motion carried. Motion by Mike Lieurance, seconded by Mark Stead, to approve the Presbyterian Church paying half the regular cost of using the Eckstein Exhibit Hall for their fundraiser in October, 2018. Motion carried. Agent reports were given by Donna Peterson, James Schneider and Charisse Orth. James recommended doing one round for the Grant County Tourism Grants in February, allocating the total amount of $10,000. Motion by Grant Loy, seconded by Mike Lieurance, to have one round for Tourism Grants in February, allocating $10,000 at that time. Motion carried. James proposed updating the Comprehensive Outdoor Recreation Plan with organizations having input. Motion by Mike Lieurance, seconded by Dan Timmerman, to have James Schneider work on updating the Comprehensive Outdoor Recreation Plan and complete it by June 1. Motion carried. Paul Ohlrogge discussed the Grant County Agriculture Education position description with the committee. The plan is for the position to be advertised in January, 2018. Contracts for current agents will be modified and presented at the January meeting. Motion by Dan Timmerman, seconded by Mike Lieurance, to approve UW-Extension vouchers. Motion carried. Amy Olson gave the grounds and maintenance and Youth & Agriculture Center report. Maintenance staff is working on winter projects and on sound boards for better acoustics in the Eckstein Exhibit Hall. Amy Olson presented Fair and Fairgrounds business. Matt Christ, Lafayette County Speedway, was present to plan for 2018 races. Grandstand events were discussed. ATV/UTV Garden Tractor pullers will pull Saturday night alongside the local pull. Fireworks will be held after the Rodeo. Contests for the Fair were discussed. Motion by John Patcle, seconded by Mike Lieurance, to hold the poster contest, the Read and Win Contest and the Promote the Fair Contest. Motion carried. Admission prices were discussed. Motion by Mark Stead, seconded by Mike Lieurance, to keep all pricing the same except for the All Event Ticket, which will increase $5.00 and the Grandstand admittance charge will start at 8 years old instead of 12 years old. Motion carried. Cari Schaffer was present to discuss the contract between the Grant County Humane Society and Grant County. Motion by Mike Lieurance, seconded by Grant Loy, to send the contract on to the full County Board. Two no votes. Motion carried. Amy gave an update on internet service at the Fairgrounds. Jacob and Josh have been working in the building. Brian and Brenda have been working on wiring and making and mounting brackets for antennas. Discussion was held on the swine barn. Motion by Mike Lieurance, seconded by Dan Timmerman to move forward with building a 42’ x 224’ swine building with open sides. Motion carried. Discussion was held on the ECI Pullers contract. Amy is going to request it be revised and sent back to her for signing. Motion John Patcle, seconded by Dan Timmerman, to sign a contract with Bungart Motorsports, LLC for the sled for tractor pulls. Motion carried. Motion by Mike Lieurance, seconded by John Patcle, to sign a contract with ATV/UTV Garden Tractor Pullers. Discussion was held on storage in the Grandstand area for the Life Program. It was determined not to be feasible to use the Grandstand for a storage area. Amy handed out schedules and agendas for the Wisconsin Association of Fairs Convention. Motion by Dan Timmerman, seconded by Grant Loy, to approve vouchers. Motion carried. Motion by Mike Lieurance, seconded by Roger Guthrie, to approve the livestock claim in the amount of $1,215 to the Grant County Humane Society and send on to the full county board for approval. One no vote. Motion carried. A job description is being worked on for a LTE position working 8-20 hours a week. Mark Stead shared an article on Amy Olson, commending her on her work. The next regular scheduled meeting is set for January 22, 2018, at 9:00 a.m. Motion by Mark Stead, seconded by Dan Timmerman, to adjourn until the WAF Convention. Motion carried.
