EDUCATION/FAIR COMMITTEE MEETING
Monday, February 17, 2020
9:00 a.m.
The meeting was called to order by Committee Chairman Roger Guthrie. Present in addition to
Guthrie were John Patcle, Mark Stead, Gary Northouse, Bob Keeney, Amy Olson, Lori
Vesperman, Paul Ohlrogge, Joe Bonnell, Amanda Cauffman, Charisse Orth, Todd Kielley, Kim
Schmelz, Erik Flesch, Judy Hazen, Brandi Riechers, Robin Baumeister and Tom Keene. Mike
Lieurance was excused.
The meeting notice was posted at the Extension Office, Youth & Agriculture Center and mailed
to media and Administration Building by Lori Vesperman and posted on the website by the Grant
County Clerkâs Office.
Motion by John Patcle, seconded by Gary Northouse, to approve the amended agenda. Motion
carried.
Motion by Mark Stead, seconded by Gary Northouse, to approve minutes of the meeting held
January 20, 2020. Motion carried.
Grant County Extension and Youth & Agriculture Center business was presented.
Agent reports were given by Charisse Orth and Amanda Cauffman.
Paul Ohlrogee gave the Area Director update. Preliminary interviews for the Lafayette/Green
County Health and Well Being Educator position will be held Thursday, February 20. Meetings
for Extension have been held regarding risk management topics. Educator reviews are being
scheduled in the four counties. Paul introduced Joe Bonnell, who was hired as the Regional
Water Quality Specialist. Joe gave the committee a brief background of himself.
Fifteen Grant County Tourism Grant applications requesting $21,475 were received. A total of
$10,000 was available for awards, $3,000 allotted for Social Media Category and $7,000 allotted
for New Project Development Category, with the option to apply the amount not awarded in
Social Media to New Project Development. Representatives from organizations were invited, but
not required to attend the meeting. The committee discussed, scored and ranked applications at
the end of the meeting. It was decided three grants totaling $1,000 be awarded in the Social
Media Category and five grants totaling $9,000 be awarded in the New Project Development
Category.
Motion by Mark Stead, seconded by Gary Northouse, to approve three social media application
requests totaling $1,000 and to allocate the remaining $2,000 from the Social Media category to
the Event/Project Category. Motion carried.
Motion by Mark Stead, seconded by John Patcle, to approve the top five Event/Project
applications awarding a total of $9,000. Motion carried.

Motion by Gary Northouse, seconded by John Patcle, to approve Extension vouchers. Motion
carried.
Amy Olson gave the grounds and maintenance and Youth & Agriculture Center report.
Amy Olson presented Fair and Fairgrounds business.
Discussion was held on the June 13 event. ATV/UTV drag racing will be first with a demolition
derby following.
Motion by Mark Stead, seconded by John Patcle, to sign contracts with Hooked on Motor Sports
and Hard Hit Promotions for the June 13 event. Motion carried.

Drug testing at the 2020 Grant County Fair was discussed for wording in the fairbook.
Motion by Mark Stead, seconded by Gary Northouse, to accept fairbook changes for horses and
goats at the recommendation of the Fair Director, 4-H Coordinator and Livestock Educator as
long as they comply with DATCP. Motion carried.
Motion by Mark Stead, seconded by Gary Northouse, to sign contracts with ATV/Garden Tractor
Pullers for $350 and Lafayette County Speedway for $14,500, for the 2020 Fair. Motion carried.
Todd Kielley, representing West Grant Saddle Club, was present to discuss water runoff by the
horse arena.
Racetrack lighting was discussed. Amy will put a public notice in the paper for installation and
labor quotes. Equipment will be purchased by the fairgrounds.
Rental rate changes for the Eckstein Exhibit Hall were presented to the committee.
Motion by Roger Guthrie, seconded by John Patcle to approve rate changes for the Eckstein
Exhibit Hall as suggested by staff. Motion carried.
A reception for Vietnam Veterans is being planned for March 29. There will be no cost to use the
building.
Motion by John Patcle, seconded by Mark Stead, to approve fairgrounds vouchers. Motion
carried.
Motion by Roger Guthrie, seconded by John Patcle, to approve the livestock claim in the amount
of $600 to the Grant County Humane Society and send on to the full county board for approval.
Motion carried.
Motion by Mark Stead, seconded by John Patcle, to adjourn. The next regular scheduled meeting
will be March 16, 2020.
