HomeMy WebLinkAbout09 Minutes September 20 2021AGRICULTURE AND EXTENSION EDUCATION/ FAIR COMMITTEE MEETING Monday, September 20, 2021 9:00 a.m. The September 20 meeting was held in the South Room of the Youth & Agriculture Center and by Zoom. The meeting was called to order by Chairman Pat Schroeder. Present in person were Chairman Schroeder, Roger Guthrie, Mark Stead, John Patcle, Mike Lieurance, Gary Northouse, Bob Keeney, Amy Olson, Lori Vesperman, Shane Drinkwater, Lynn Perkins, James Schneider, Amanda Cauffman, Charisse Orth, Bev Doll, Donna Peterson, Arin Crooks, Jeff Bahl, Andrea Bahl, Andrew Crubel. Present by Zoom were Heather Moore, Amanda Degenhardt and Carol Beals. The meeting notice was posted at the Extension Office, Youth & Agriculture Center, Administration Building, on the Grant County website and emailed to media. Motion by Roger Guthrie, seconded by Mike Lieurance, to approve the amended agenda. Motion carried. Motion by Gary Northouse, seconded by Roger Guthrie, to approve minutes of the meetings held August 3, 5, 19, 20, 21 & 22, 2021. Motion carried. Grant County Extension and Youth & Agriculture Center business was presented. Educator reports were given by Bev Doll, Charisse Orth, Amanda Cauffman, Donna Peterson and James Schneider. Lynn Perkins shared Joe Bonnell’s report. James Schneider presented the snowmobile resolution to the committee. Motion by Gary Northouse, seconded by Mark Stead, to send the snowmobile resolution authorizing participation in public funding for snowmobile trails for the 2021-2022 snowmobile year, on to the full County Board for approval. The amount of grant funding is $116,220. Motion carried. James Schneider presented the Conservation Aids Grant resolution to the committee. He will work with Jon Knautz, Grant County Highway Department. Motion by Mike Lieurance, seconded by John Patcle, to submit the DNR County Conservation Aids Resolution to the County Board for approval to allow application for the grant for approximately $3,000. Motion carried. Lynn Perkins, AED Director, introduced herself and gave her report. The FoodWise Program Coordinator/Educator position has been posted. Motion by Roger Guthrie, seconded by John Patcle, to approve Extension vouchers. Motion carried. Amy Olson gave the grounds and maintenance and Youth & Agriculture Center report. General and fair cleanup continues. Amy is working on getting 6 trees in the amount of $75- $100 each with the grant from Alliant Energy. Storage of vehicles will start October 4. Amy Olson presented Fair and Fairgrounds Business. Discussion was held on steer weighins for the 2022 fair. Fair suggestion comments were reviewed. There will be a meeting held directly with livestock superintendents after the regular 2022 superintendent meeting. The Fair received $158.56 for the extra pig entered by Jack Kaiser. Amy shared the 2021 Fair financial report which will not be complete until all expenses are in. The District Fair meeting will be held October 5 in Poynette. The committee will be unable to attend due to the County Board Meeting being held at the same time. Amy is Vice President of Wisconsin Association of Fairs for the year 2022. She has been asked to be chair of the County Chairs Committee for IAFE for 2023, with planning starting in 2022. Cost of carnival insurance was discussed. The committee requested to ask Vince Heiman to attend the October committee meeting in person. The American Red Cross out of Dubuque is requesting to use the Youth & Agriculture Center and Eckstein Exhibit Hall in case of an emergency. Motion by Mark Stead, seconded by Roger Guthrie, to accept the Red Cross Facility Use Agreement upon approval of Grant County Corporation Counsel. Motion carried. Arin Crooks, UW Lancaster Ag Research Station, presented the Continue of Operations Plan for the station that includes temporarily using space at the Youth & Agriculture Center if the need arises. The plan is renewed every three years. Motion by Roger Guthrie, seconded by John Patcle, to allow the Research Station to use space at the Youth & Agriculture Center under the plan. Motion carried. Heather Moore, Dementia Specialist of Grant County, requested the fee be waived for the use of the Auditorium in the Youth & Ag Center on September 24 & 25, 2021, for the annual Alzheimers Walk. Motion by Mark Stead, seconded by Mike Lieurance, to waive the fee for the Alzheimers Walk. Motion carried. Jeff Bahl, Andrea Bahl and Andrew Crubel were present to discuss holding a Full Throttle Event in 2022. They would like to hold the event either Friday, July 8, or Saturday, July 9. A date will be decided late November or early December, depending on others scheduled. Motion by Gary Northouse, seconded by Mark Stead, to have Full Throttle hold their event either July 8 or 9, in 2022. Motion carried. Jeff Bahl also suggested a cement pad be poured near the track for use during tractor pulls, and offered to donate it. Motion by Roger Guthrie, seconded by Mike Lieurance, to accept the cement pad donation from Full Throttle and have them work with Fairgrounds maintenance staff for placement. Motion carried. A class reunion would like to use the area under the Grandstand. Motion by Roger Guthrie, seconded by Mike Lieurance, to set the rental rate at $250, the same as the Eckstein Exhibit Hall. Motion carried. Discussion was held on having citizens on the Ag & Extension Education/Fair Committee. The consensus of the Committee was not to have citizens on the Committee. Amy received a preliminary bid in the amount of $7,900 from Sloan Implement for a John Deere Gator 4 x 2. Amy will be able to cover the expense from the 2021 budget without needing to request money from the general fund. Motion by Roger Guthrie, seconded by Mike Lieurance, to have Amy order the John Deere Gator. Motion carried. The 2022 Fair was discussed. Amy was contacted regarding interest in bringing a semi show to the Fair. Logistics could present a problem. The Fair Convention will be held at the Chula Vista in Wisconsin Dells January 9-12, 2022. Motion by Mike Lieurance, seconded by Gary Northouse, to approve Fairgrounds vouchers. Motion carried. Motion by Roger Guthrie, seconded by Mark Stead, to pay livestock claims in the amount of $310 to the Grant County Humane Society. Motion carried.
