FAIR COMMITTEE MEETING
Monday, September 26, 2022
9:00 a.m.
The September 26 meeting was held in the South Room of the Youth & Agriculture Center and
by Zoom. The meeting was called to order by Chairman Pat Schroeder. Present in person were
Chairman Schroeder, Roger Guthrie, Gary Northouse, Joe Mumm, Kathy Kopp, Porter Wagner,
Bob Keeney, Amy Olson, Lori Vesperman, Lynn Perkins, Shane Drinkwater, James Schneider,
Amanda Cauffman, Charisse Orth, Bev Doll, Kathy Lange and Garry Pluemer. Present by Zoom
were Tonya White, Bobbi Jo Riedl, Sarah Blume, David Timmerman and Joyce Roling.
The meeting notice was posted at the Extension Office, Youth & Agriculture Center,
Administration Building, on the Grant County website and emailed to media.
Motion by Kathy Kopp, seconded by Joe Mumm, to approve the agenda. Motion carried.
Motion by Roger Guthrie, seconded by Gary Northouse, to approve minutes of the meetings held
August 18, 19, 20, 21 and September 6, 2022. Motion carried.
Grant County Extension and Youth & Agriculture Center business was presented.
Educator updates were given by Bev Doll, Amanda Cauffman, Charisse Orth, James Schneider
and Kathy Lange.
Lynn Perkins gave the AED update. The 2023 draft contract for educators was reviewed. Lynn
will have educator fee information next month. The FoodWIse coordinator position for Area 17
will be posted this week and will be posted for three weeks. The hope is to have the position
filled in November. Hailee Kamerude was hired as the Lafayette County 4-H Youth
Development Educator. Pesticide Applicator Training manuals will now be sold online or from
the PAT Office in Madison if someone prefers to pay by check. State staff will be doing the in-
person trainings with testing. Plans are to hold a session in Grant County.
The modified 2023 Extension budget was presented. Motion by Gary Northouse, seconded by
Porter Wagner to approve and pass on the budget as presented. Motion carried.
Motion by Roger Guthrie, seconded by Porter Wagner, to approve Extension vouchers. Motion
carried.
Amy Olson gave the grounds and maintenance and Youth & Agriculture Center report.
Maintenance staff is finalizing fair cleanup, winterizing buildings and prepping for storage. Amy
reached out to Grantland Growers regarding where to plant trees purchased with funds received
from the Lancaster Community Foundation and 4-H Adult Leaders.
Payment of overtime to Youth & Ag maintenance staff for hours worked during the 2022 fair
was approved by the Executive Committee. Money was budgeted for overtime hours. Amy does
not plan to request overtime pay for maintenance staff in the future since county policy is to have
comp time instead of overtime pay.
The modified 2023 budgets for the Youth & Ag Center and Fairgrounds budget was presented.
Motion by Porter Wagner, seconded by Kathy Kopp to approve and pass on the budget as
presented. Motion carried.
Summary was given on the September 6 meeting held regarding the Appeal Review Process of
the Grant County Fair Code of Conduct. Discussion was then held with the committee and Sarah
Blume. Motion by Porter Wagner, seconded by Joe Mumm, to agree on the following: After
consideration, Mike and Sarah Blume should be placed on indefinite probation. If there are any
incidents violating the IAFE Code of Show Ring Ethics, Grant County Fair Code of Conduct or
Addendum, or any other unacceptable behavior, it will result in immediate removal from the
Grant County Fairgrounds and banned from further participation. One no vote. Motion carried.
Amy recapped the 2022 Fair with the end of the year report, excluding expenses from the
Extension Office. The Livestock Auction was a successful sale.
Discussion was held on ID tagging of fair animals. It was suggested to RFID tag all market
animals. At this time swine are the only species tagged with RFID tags. Sale animals will still
need to be tagged with sale tags at fair weighin.
Discussion was held on compensating Bob Stader for removing manure from the grounds. Amy
will give him gas cards to help offset costs.
Christmas 4 Kids would like to use the fairgrounds for a drive through event. They will not be
using any buildings. The committee agreed with Amy that there should not be a charge.
The District 3 Fair meeting will be held in Sauk County on October 18 with registration due
October 10. The IAFE Convention will be held in Indianapolis November 27-December 1.
Fair comments from 2022 were reviewed.
Discussion was held on planning for the 2023 fair.
Amy gave the Fair Director’s report.
Motion by Porter Wagner, seconded by Kathy Kopp, to approve fairgrounds vouchers. Motion
carried.
Motion by Roger Guthrie, seconded by Gary Northouse, to pay livestock claims in the amount of
$2,240 to the Grant County Humane Society. Motion carried
Motion by Roger Guthrie, seconded by Gary Northouse, to adjourn until October 17.
