HomeMy WebLinkAbout09 Minutes September 16AGRICULTURE AND EXTENSION EDUCATION/ FAIR COMMITTEE MEETING Monday, September 16, 2024 9:00 a.m. The September meeting was held in the Extension Office Conference Room at the Youth & Agriculture Center and by Zoom. The meeting was called to order by Chairman Roger Guthrie. Present in person were Chairman Guthrie, Joe Mumm, Pat Schroeder, Gary Northouse, Kathy Kopp, Mark Vosberg, Bob Keeney, Amy Olson, Lori Vesperman, James Schneider, Charisse Orth, Kim Kester, Lynn Perkins, Nate Dreckman, Ben Mick and Matt Adams. Present by Zoom were Shane Drinkwater, Tonya White, Herald Independent and Chelsey Ihm. The meeting notice was posted at the Extension Office, Youth & Agriculture Center, Administration Building, on the Grant County website and emailed to media. Motion by Gary Northouse, seconded by Pat Schroeder, to approve the agenda moving Grant County Humane Society. Motion carried. Motion by Joe Mumm, seconded by Kathy Kopp, to approve the minutes of the meetings held July 15, August 1, 15, 16, 17, and 18, 2024. Motion carried. Educator reports were given by James Schneider, Charisse Orth and Kim Kester. Lynn Perkins shared Bev Doll’s report. Bev Doll is receiving a Distinguished Service Award. Lynn also shared Maggie Milcarek’s report. Lynn Perkins gave the AED update. The FoodWIse Educator position for the four counties in Area 17 was filled, but the employee then accepted a different position, so it is now vacant again. Another search was completed with screening being done today. The Green/Lafayette County Human Development and Relationship Educator position is vacant. Lynn shared information on the upcoming Civil Rights Review. The 2025 Extension budget was reviewed. Motion by Pat Schroeder to send the budget on for approval. After further discussion it was decided to take action after the closed session. Motion by Gary Northouse, seconded by Kathy Kopp, to approve the Extension vouchers. Motion carried. Motion by Joe Mumm, seconded by Pat Schroeder to move to closed session per state statute 19.85 (1) (c) considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility as it relates to the Community Development Educator. Roll call unanimous. Motion carried. Motion by Pat Schroeder, seconded by Joe Mumm to return to open session. Motion carried. Motion by Joe Mumm, seconded by Gary Northouse, to choose Option 2, Community Development Educator position 1.0 FTE for 2025, and send the Extension on for approval with the position. Motion carried. Amy Olson gave the grounds and maintenance and Youth & Agriculture Center report. Clean up after Fair is being completed. Maintenance shut off water that goes under the midway due to a leak showing up in that area. Damage was done to poles during the fair race. Amy reached out to Tonya to check on insurance coverage. There was not enough damage for insurance coverage so Brian will repair the raceway poles. The 2025 Youth & Ag Center budget was reviewed by the committee. Motion by Pat Schroeder, seconded by Mark Vosberg to send the budget on for approval. Motion carried. Fair and Fairgrounds Business. Geri Bryhan, with the Grant County Humane Society, requested to use the Eckstein Exhibit Hall November 20-23, 2024, for a garage sale fundraiser. Motion by Pat Schroeder, seconded by Mark Vosberg, to waive fees for use of the building. Motion carried. Chelsey Ihm, with the non-profit pediatric cancer organization, Chasing Rainbows, is holding a Trucking for Cancer event on the fairgrounds and also using the Eckstein Hall on September 28. She requested a reduced rate. Motion by Joe Mumm, seconded by Gary Northouse, to waive the fee for use of the facilities. Motion carried. Ben Mick attended the meeting to discuss his son’s pig being sent to market due to do not being correctly identified according to requirements, with the Fair receiving the proceeds according to Department 3, Rule #7. He requested to receive the market amount. Motion by Pat Schroeder, seconded by Mark Vosberg, to deny returning market payment and leave the rule as is. Motion carried. Discussion was held on Fair contests and competitions. The 2024 Fair was recapped. Amy shared the financial reports. Superintendent comments from the 2024 Fair were reviewed. Motion by Gary Northouse, seconded by Kathy Kopp to accept changes but table clothing, foods, swine, plant and soil science. Motion carried. Amy handed out comments from the Comment Box to be reviewed at the October meeting along with comments from Committee Night being held September 19. The Livestock Auction Committee will meet October 16. Amy ordered RFID tags for livestock identification. Kuusakoski Recycling is interested in possibly holding another recycling event this fall. The 2025 Fairgrounds budget was reviewed. Motion by Pat Schroeder, seconded by Mark Vosberg, to send the budget on for approval. Motion by Pat Schroeder, seconded by Mark Vosberg to send Fairgrounds budget requests on for capital improvements including $1,200 for a printer, 3842.37 for a light pole, and trading the skid loader for a new one from Scott Implement for $32,600. The District Meeting will be held in Wisconsin Dells on October 19. Motion by Gary Northouse, seconded by Kathy Kopp, to approve the vouchers. Motion carried. Motion by Pat Schroeder, seconded by Joe Mumm, to accept the livestock claims in the amount of $160 and pass on to the County Board. Motion carried.
