Aging & Disability Resource Center-Grant County Board Meeting
Wednesday, March 16, 2011
The meeting was called to order by Chair, Mary Yager at 9:00 a.m. in the Conference Room of the
ADRC in Lancaster, Wisconsin.

Others Present: Gayle Mason, Fred Naatz, Jeff Kindrai, John Patcle
Kostrau/Fritz: Motion that the meeting was published via online, via our website, radio, newspaper
and posted at the Grant County Administration Building. Motion carried.
Beinborn/Killian: Additions – Motion to approve Agenda. Motion carried.
Resolution to both Dale Schultz and Travis Tranel for voting no on the budget bill
April meeting location change
Bell/Adrian: Motion to approve the minutes as presented. Motion carried.
Public Comments:
Report from Fred Naatz – DSS Director – Fred Naatz, DSS Director reviewed possible
changes in DSS Departmental Staff. He expressed concern over the possible relocation of
Economic Support functions to the state office. He also stated Milwaukee County has
attempted to contract out ES functions with limited success. He stated concerns over errors in
completing applications. Estimated process will eliminate 250 positions state wide. The state
expects to hire 1200 additional ES/IM staff. Fred also stated other states who have
implemented this process have high error rates on Medical Assistance Applications.
Fred assigned staff to develop solutions and suggestions for the Department of Health
Services.
Fred stated his hope that Governor Walker and DHS Dennis Smith would re-consider this
action.
Fred also stated that Governor Scott Walker has been invited to WHA.
The ADRC Board asked Jeff Kindrai how the state budget would impact his department. Jeff
shared that the impact has not yet been evaluated and he felt the budget would harm one
program.

ADRC/OAA Programs impacted by the proposed State Budget:
County Shared Revenue – a list of programs with County Levy includes:
Congregate and Home Delivered Meals, National Family Caregiver Support
Program, ADRC Board, Nutrition Council and Advisory, Elderly and Disabled
Transportation (Bus, Taxi, TRIPS), Preventive Health Programs.
Advocacy – Gayle encouraged the ADRC Board to contact Dale Schultz and Travis Tranel and
to advocate for the proposed cuts in shared revenue.

Gayle also reviewed the Elder Abuse MOU – Gayle/Ruth
National Family Caregiver Support Program Policy – Gayle/Ruth
Gayle also discussed Medical Assistance Transportation – DHS has awarded Logisticare a
contract for the coordination of Medical Assistance Transportation(MA). Letters will be sent to
all MA recipients by June 1st. The new system is expected to by operational by July 1, 2011.
Fred and Gayle expressed concern over current MA recipients and the volunteer drivers.
Gayle, Rita and Ruth will attend regional informational meetings sponsored by Logisticare.
ADRC Board drafted and reviewed a Resolution to both Dale Schultz and Travis Tranel for
voting no on the Governor’s Budget.
“Resolution: Whereas, Governor Scott Walker introduced his budget repair bill
that had many negative ramifications including collective bargaining rights,
budget cuts for many human service programs and in education and jeopardizes
federal transit funding; Whereas, the Senate Democrats left the State of
Wisconsin to allow the public to be heard for three weeks while protesters rallied
the Capital; and Whereas, this body considers that the budget repair bill will have
negative impact on the lives of all the residents in Grant County, especially the
elderly and the disabled. Now, therefore, be it resolved that the Aging and
Disability Resource Center of Southwest Wisconsin South – Grant County, Board
does hereby commend and thank Senator Dale Schultz and Assemblyman
Travis Tranel for voting their conscious and not on party lines. We strongly
encourage you to vote on behalf of the residents of the 17th and 49th Districts, for
the welfare of the people you serve.
Gayle discussed relocating the April Board meeting to the Youth and Ag Building. The move
would allow the ADRC Board to attend the Volunteer Banquet.
Yager/Beals: Motion to relocate the April 20th Board meeting to the Youth and Ag
building: Motion Carried
Action Items

Approval of the Resolution- Voting against the Budget Repair Bill

Bausch/Bell: Motion Carried
NFCSP – Policy to provide case management for Family Caregivers

Fritz/Kostrau: Motion to approve the vouchers as presented. Motion carried.
Beinborn/Adrian: There being no further business the meeting was adjourned at 11:02 a.m.
