HomeMy WebLinkAboutADRC March 19 2014 minutesAging & Disability Resource Center of Grant County Board Minutes March 19, 2014 The meeting was called to order by Chair Mary Yager at 9:00 a.m. at the ADRC Large Conference Room, 8820 Hwy 35/61 South, Lancaster, Wisconsin. Attendance: Dale Hood, Mary Yager, Mary Lou Bausch, Carrie Bell, Shirley Pink, Carol Beals, Steve Wetter Excused: Jan Lintvedt, Linda Adrian Others Present: Lori Reid, Larry Wolf Compliance with Open Meeting Law: It was noted the meeting is in compliance with the open meeting act. (Published via website, radio, newspaper and posted at the Grant County Administration Building). Agenda Approval: Hood/Wetter: Motion to approve the agenda. Motion carried. Approval of Minutes – February 19, 2014: Bausch/Bell: Motion to approve February 19, 2014 minutes. Motion carried. Public Comment/Communication: Reid stated that the ADRC transportation program had received request from Sinsinawa Villa to transport residents to Cherry Lanes in Dubuque for bowling and lunch. Cherry Lanes is located at the casino and we have not transported to the casino in the past. Board members felt as long as residents were not participating in gambling activities and we were covered by insurance it would be fine to transport. Steve Wetter commented that people do not know what ADRC stands for. Reid stated that a new marketing and outreach plan has been developed by the state and locally. Reid stated that Yager and Hood would be leaving the board. Beals stated that she believed her term was also up. Reid thanked the board members for their support and dedication to the ADRC. Wolf explained that the county board approved 3 firms to act as temporary corporation counsel for the county. The firm of Kinney, Urban and Kussmaul has been hired to handle child support cases. McNamara, Reinicke, Vogelsberg and Helmke will be legal counsel on mental health, guardianships and protective placement cases. Phillips/Borowski will give legal advice to the county on all other county government issues and actions. Advocacy Reports or Activities: Report from ADRC Regional Governing Board Members – Hood, Benish and Zweifel’s terms are all ending on regional board. Hood reported that the GWAAR board is looking for people to serve on GWAAR board. State has worked with marketing firm to produce several ADRC commercials that will be airing sometime in April. Approval of Vouchers: Beals/Wetter: Motion to approve February vouchers as presented. Motion carried. Financial Report: Beals/Bausch: Motion to accept February financial report as presented. Motion carried. Title VI Plan for WI DOT: Reid stated that WI DOT is requiring a Title VI Plan (civil rights plan) to be sent in with board approval. Hood/Pink: Motion to approve Title VI Plan. Motion carried. Board member recruitment: Reid stated that a press release had been put in local papers recruiting a citizen board member to replace Yager. Board members suggested some possible people to contact if needed. Open I&A Specialist Position/Restructuring: Reid stated that she had met with Mary Mezera and did not feel a need to fill the open position at this time. Reid stated that she and Mezera agreed that it was a good time to examine all agency positions and responsibilities for efficiency and effectiveness. April Board meeting: Reid stated that she had spoken with Larry Wolf about rescheduling or canceling April Board meeting. The County Board of Supervisors meeting is April 15 and Wolf felt there would not be enough time to get new members on board since the ADRC meeting is scheduled April 16. Bausch/Pink: Motion to cancel April Board meeting. Motion carried. Director’s Report: Reid handed out Director’s report and program report to board members. Highlights included: Mary Miller, Platteville Meal Site Manager, retired after 21 years of service to the county. Nutrition Council meeting was held. Approved joining Meals on Wheels. Approved use of congregate funds for home delivered meal program. Meal site manager meeting was held to discuss policies and procedures, outreach, meal cost, high risk meals and participant eligibility. Adjourn: Wetter/Hood: Motion to Adjourn. Motion carried.
