HomeMy WebLinkAboutBoard Meeting Minutes-September 2018-ADRCAging & Disability Resource Center of Grant County Board Minutes September 19, 2018 The meeting was called to order by Chair Dave Janney at 9:00 a.m. at the ADRC Large Conference Room, 8820 HWY 35/61 South, Lancaster, Wisconsin. Attendance: Dave Janney, Arnold Rawson, Lori Reid, Lester Jantzen, Dale Hood, JoAnne Blume, Pam Hendrick, Carolyn VanDeWiel Others Present: Courtney Brookhart, Shane Drinkwater Compliance with Open Meeting Law: It was noted the meeting is in compliance with the open meeting act. (Published via website, radio, newspaper and posted at the Grant County Administration Building). Introduce New ADRC Board Members: Reid introduced the two new board members. Current members introduced themselves. Agenda Approval: Jantzen/Blume: Motion to approve the amended agenda. Motion carried. Approval of Minutes: July 30, 2018 Rawson/Hood: Motion to approve July 30, 2018 minutes. Motion carried. Public Comment/Communication:  Building Update: Reid gave updates on what the County Board Supervisors approved the night before. The building will be named ‘Grant County Community Services Building’.  Public Hearing for Aging Plan: Reid stated she will send more information when the hearing is scheduled. Advocacy Reports or Activities:  ADRC Regional Board Meeting Report: Janney discussed some of the handouts from the meeting. The next regional meeting is September 27 at Darlington.  Elderfest – October 26, 2018: Reid discussed the upcoming event. There will be a Medication Management Workshop and coordination with the Sheriff’s department to include a Drug Take Back event the same day. Approximately forty vendors have already registered. Meal Site Costs/2019 Service  Options: Reid discussed a report showing meal site costs by location. Some meal site managers are grandfathered in with benefits, adding to the cost of some sites. Ruth Rotramel, Aging Coordinator, discussed some of the reasons for cost variations at different sites.  Grant Application: Reid discussed the option of possibly applying for the Eckstein Grant in the future to assist with the Cassville meal site expenses. Taxi – Children under 18 years of age Reid stated that each year there is a request for preschool age children to be transported to preschool without a guardian. Reid has spoken to Corporation Counsel and Tricor about liability issues and discussed their concerns with the board. VanDeWiel/Hood: Motion to suspend transportation to children under 17 years of age. Motion carried. Bus Driver Vacancy/Bus Options Reid state that the bus driver had resigned. Discussion was held on whether this position should require a CDL and if it would be beneficial to keep the position as full-time with benefits, or consideration for hiring a couple part-time bus drivers. Jantzen/Blume: Motion to post the bus driver position as part-time. Motion carried. Aging Plan Comments Reid stated there were a couple comments on revising two goals. Hood/Rawson: Motion to accept the Aging Plan with revisions. Motion carried. 2019 Budget Reid stated that the insurance rates for 2019 came in lower than anticipated which will decrease the budget slightly. Hood/Jantzen: Motion to approve the budget. Motion carried. SW WI Locally Developed Coordinated Transit Plan Reid reviewed the goals for the next five year plan. Blume/Rawson: Motion to approve plan goals. Motion carried. Approval of Vouchers: Hood/Blume: Motion to approve the vouchers. Motion carried. Financial Report: Jantzen/Rawson: Motion to approve the financial reports. Motion carried. Reports ADRC Grant County Director’s Report  Christian Bremmer, the new Disability Benefit Specialist, started this week.  Elderfest preparations have begun and many registrations have already been received.  A Dementia Friendly Community Initiative kick-off event is being planned for Boscobel. Martin Schrieber will be attending as a speaker. ADRC – Program Reports  A new format of the program report was disbursed that shows year-to-date figures. Jantzen/Hood: Motion to adjourn.
