Board Minutes
March 17, 2021
The meeting was called to order by Chair Carolyn VanDeWiel at 9:00 a.m. via a Zoom meeting.
Attendance: Dale Hood, Lester Jantzen, Gary Kjos, Pat Reynolds, Rob Bell, Arnold Rawson, Robert
Keeney, Lori Reid, Carolyn VanDeWiel
Others Present: Courtney Brookhart, Garry Pluemer, Shirley Schiffman
Compliance with Open Meeting Law:
It was noted the meeting is in compliance with the open meeting act. (Published via website, radio,
newspaper and posted at the Grant County Administration Building).
Agenda Approval:
Hood/Rawson: Motion to approve the agenda. Motion carried.
Approval of Minutes: February 17, 2021
Rawson/Kjos: Motion to approve February 17, 2021 minutes. Motion carried.
Public Comment/Communication:
Building Update – Facility Storage: Reid stated that they are still meeting with the engineer
about plans for a storage facility.
Hood noted that there will be road construction on Highway 61/81 this spring/summer.
VanDeWiel stated that representatives Marklein and Novak will be having budget listening
sessions on March 19 and 29.
Advocacy Reports or Activities:
ADRC Regional Board Meeting Report – VanDeWiel discussed that some county offices are
starting to reopen and that the next meeting is April 22.
Disability Advocacy Day of Action – Zoom - March 23, 2021 10-2 pm – Reid stated that she will
be attending.
Aging Advocacy Day – Reid is still waiting for final details on the event. It will be held virtually on
May 11 or possibly May 12.
Annual Report 2020
Reid reviewed the Annual Report; members received the report with their packets. Reid noted that
contacts were comparable to 2019 and approximately 1,000 more meals were served than the year
before.
Aging Survey
Reid has attended four vaccine clinics to handout the short surveys. The feedback from the surveys will
be used for upcoming Aging Plan. Reid is planning to have an outdoor outreach event on May 14 to
disburse more surveys, offer refreshments, a Senior Guide, and prizes for those that participate. The
long surveys were distributed to board members to ask them to fill one out and ask 1-2 other people to
fill out.
Food Provider Request for Bids
Brookhart stated that the food provider request for bids was to be done last year, but due to Covid-19
providers agreed to a 1-year extension. Brookhart and Reid have been working on the bid request
process and forms to have bid packets ready to go out at the end of the week. Reid stated bids will be
due May 14 and will be opened at the board meeting on May 19. Contracts would be signed by the end
of May as the contracts start July 1, 2021.
Approval of Vouchers
Bell/Reynolds: Motion to approve vouchers. Motion carried.
Financial Report:
Reid stated that not all of the DOT funds have come in yet, there is a delay due to a staff change in their
office.
Rawson/Reynolds: Motion to approve financial report. Motion carried.
Reports
ADRC Grant County Director’s Report
Reid stated that new Dementia Care Specialist has been hired and she will start mid-April.
A webinar regarding identity theft and scams will be provided in May by Jeff Kersten from
the Bureau for Consumer Protection on May 13 from 2-3 p.m.
Reid has started to plan Elderfest. The event will probably be an outdoor event again this
year.
