Board Minutes
September 15, 2021
The meeting was called to order by Chair Dale Hood at 9:00 a.m. via a Zoom meeting.
Attendance: Robert Keeney, Lori Reid, Lester Jantzen, Dale Hood, Rob Bell, Pat Reynolds, Gary Kjos,
Arnold Rawson
Others Present: Courtney Brookhart, Joyce Roling, Shane Drinkwater, Garry Pluemer, Tonya White,
Renae Stiers
Compliance with Open Meeting Law:
It was noted the meeting is in compliance with the open meeting act. (Published via website, radio,
newspaper and posted at the Grant County Administration Building).
Agenda Approval:
Reynolds/Kjos: Motion to approve the agenda. Motion carried.
Approval of Minutes: August 18, 2021
Reynolds/Kjos: Motion to approve the August 18, 2021 minutes. Motion carried.
Public Comment/Communication:
There was no public comment or communication.
Advocacy Reports or Activities:
ADRC Regional Board Meeting Report – Reid stated that no action was taken at the last
meeting. Elections were held and there was discussion on the second quarter region calls.
Drive Through Elderfest – October 22, 2021 – Elderfest will be from 10 a.m. to noon at the
Grant County Fairgrounds again this year. The Health Department is offering Covid, flu,
pneumonia, and tetanus shots. ADRC will be providing apple cider donuts from Vesperman Farm
and resources bags with information and giveaways from other vendors as well as some door
prizes.
Public Hearing for Aging Plan – tentatively October 15, Lancaster & Boscobel – Reid stated this
will be a public hearing for the Aging Plan and Transportation (85.21). More information will be
sent when the date(s) are finalized.
Board Appointments – Reid indicated that there is an opening for the regional board after
VanDeWiel’s resignation. Reid spoke with Mary Mezera and Rob Bell and Bell has agreed to sit
on the regional board. Reid stated that the committee’s recommendation would be taken to the
full County Board for appointment.
Jantzen/Rawson: Motion to recommend Rob Bell be appointed to the ADRC Regional Board.
Motion carried.
Reid stated that a former ADRC committee member was interested in sitting on the committee
again, Vicki Hirsch. Reid indicated that this recommendation would also be taken to the full
County Board for appointment.
Rawson/Bell: Motion to recommend Vicki Hirsch be appointed to the ADRC Committee. Motion
carried.
Draft Aging Plan
Reid discussed the timeline and process of the Aging Plan and reviewed the goals. The draft has been
sent to GWAAR and she is waiting to hear back from them. Reid asked that the committee tentatively
approve the draft to move forward with holding a public hearing.
Bell/Kjos: Motion to approve the Aging Plan. Motion carried.
Budget 2022 – Nutrition Program, AFCSP
Reid stated the current budget includes a 1% cost of living increase for January 1 and July 1. Reid
reviewed the budget showing that there is current deficit of $289,069 which would be requested from
the county. Reid reiterated that the budget does not include the Dickeyville meal site or any additional
sites.
Bell/Kjos: Motion to approve the 2022 budget as presented. Motion carried.
ADRC Confidentiality Policy
Reid reviewed the policy and will send signature pages.
ADRC Conflict of Interest Policy
Reid reviewed the policy and asked members to sign the signature page.
Approval of Vouchers:
Bell/Reynolds: Motion to approve the vouchers. Motion carried.
Financial Report:
Reynolds/Kjos: Motion to approve financial report. Motion carried.

ADRC Grant County Director’s Report
Reid has been working on the budget
Congregate dining sites are closed again, the taxi is running and masks are required, there is
no bus service at this time
Courtney held a ServSafe class for the meal site managers
Reid has been working with the auditors this week
The storage facility foundation is planned to be poured this fall yet
