Board Minutes
July 20, 2022
The meeting was called to order by Committee Chair Gary Kjos at 9:00 a.m.
Attendance: Lori Reid, Gary Kjos, Arnold Rawson, Rob Bell, Kathy Kopp, Robert Keeney, Diane Nelson,
Pat Reynolds, Vicki Hirsch
Others Present: Courtney Brookhart, Shane Drinkwater, Miriah Glasbrenner
Compliance with Open Meeting Law:
It was noted the meeting is in compliance with the open meeting act. (Published via website, radio,
newspaper and posted at the Grant County Administration Building and CSB).
Agenda Approval:
Nelson/Bell: Motion to approve the agenda. Motion carried.
Approval of Minutes: June 15, 2022
Bell/Nelson: Motion to approve the June 15, 2022 minutes. Motion carried.
Public Comment/Communication:
• Miriah – Transportation Program: Miriah Glasbrenner discussed the transportation services
offered by the ADRC. The bus service is provided three days a week, generally picking up in
smaller communities to take riders to a larger community with more shopping spots. The bus
fare is $3. The Trips program is a volunteer driver program. Drivers take consumers to medical
appointments and drivers are reimbursed mileage. The Grant County Taxi runs 4 days a week:
two days in Lancaster and two half days in the Boscobel and Fennimore Communities. Taxi fares
are $2 for a one-way trip, $4 for a round trip, and additional stops are $.50. ADRC provides a
wheelchair van service as well. This service is primarily used to help consumers reach life events
such as weddings, funerals, reunions, etc. The cost of the wheelchair van service includes an
hourly rate and mileage.
• Public Hearing – July 28, 5 p.m. CSB Lobby Board Room – Social Services, Unified Community
Services, ADRC: Reid shared information on the upcoming public hearing. ADRC is not mandated
to hold the hearing but Reid usually attends as there may be comments pertaining to ADRC’s
consumer population and services.
Advocacy Reports or Activities:
• ADRC Regional Board Meeting Report – Bell & Nelson attended the June meeting; the budget
funding and process was reviewed.
2023 Budget
Reid disbursed and discussed 2022 and 2023 budget comparisons. There are a lot of budgeting factors
up in the air yet. Nutrition costs are higher and revenue is not increasing. Wages and insurance increases
will impact the budget as well.
Marketing Events – Fair, Elderfest
Reid is planning to go back to an in-person Elderfest this year. Reid consulted with Jeff Kindrai, Public
Health Director, before making the decision. Maintenance staff will be able to help set up the event.
Reid has talked with the IT department so they can provide a table to assist consumers with some smart
phone or device questions and the Health Department will be offering a vaccine clinic. Reid plans to
have refreshments and has scheduled to have a local musician playing during the event.
Senior Day at the Grant County Fair is Friday, August 19. ADRC will have a tent/booth set up again this
year with some giveaways and resources. Seniors can attend the fair free of charge from 8 a.m. to 4 p.m.
DOT Drug & Alcohol Policy Revision
Reid discussed the revisions. There were no major changes. The Board asked to receive the policy with
revisions to review and bring back to the next meeting.
DOT 5311 Grant
Reid will bring back this grant with the 85.21 grant next month. Reid does not plan to apply for the 5310
grant as those funds are usually used to purchase vehicles and Reid feels there is enough funding in the
DOT trust fund for a vehicle purchase(s).
Approval of Vouchers
Rawson/Bell: Motion to approve the vouchers. Motion carried.
Financial Report:
Reid stated that the budget is looking to be about on track.
Bell/Hirsch: Motion to approve financial report. Motion carried.
Reports
ADRC Grant County Director’s Report
• Catherine Rosch has started as the Office Assistant.
• Reid has been working on budgets.
• Brookhart has been busy spending more time at meal sites due to shortages of volunteers
and meal site manager subs.
ADRC – Program Reports
Reid reviewed: almost all programs have an increase in cases/contacts.
Nelson/Kopp: Motion to adjourn. Motion carried.
