Board Minutes
February 15, 2023
The meeting was called to order by Committee Chair Gary Kjos at 9:00 a.m.
Attendance: Robert Keeney, Kathy Kopp, Vicki Hirsch, Gary Kjos, Arnold Rawson, Lori Reid, Diane
Nelson, Pat Reynolds
Others Present: Courtney Brookhart, Shane Drinkwater, Allyssa Shanahan, Jill Goffinet, Tonya White
Compliance with Open Meeting Law:
It was noted the meeting is in compliance with the open meeting act. (Published via website, radio,
newspaper and posted at the Grant County Administration Building and CSB).
Agenda Approval:
Rawson/Hirsch: Motion to approve the agenda. Motion carried.
Approval of Minutes: January 18, 2023
Brookhart noted the wrong date was listed on the minutes; it should be January 18, 2023.
Reynolds/Kopp: Motion to approve the amended January 18, 2023 minutes. Motion carried.
Public Comment/ADRC Communication:
ADRC Regional Board Meeting Report: no report.
Disability Advocacy Day – Thursday, March 23, 2023, In-person 10 a.m.-3 p.m. – Reid shared
information on the upcoming event.
Alzheimer Advocacy Day – Tuesday, March 7, 9 a.m.-3 p.m. – Reid shared information on the
upcoming event.
Aging Advocacy Day – Tuesday, May 9, 2023 – Reid usually attends this event and shares
information with legislators.
Regional Coordinated Transp. Plan Public Hearing – Tuesday, April 18, 11: 30 a.m.-1:30 p.m.,
CSB – This will be held in the Training Room at the CSB. Comments and attendees are welcome.
Wheelchair Van - Sell
Reid shared that the wheelchair van is beyond repair.
Hirsch/Kopp: Motion to approve that the wheelchair van can be sold. Motion passed.
Purchase 2 Used Vehicles for Nutrition
Reid stated that the nutrition program could use a couple more vehicles. After the Platteville site moves,
there will be a need of a vehicle to assist with home delivered meals. The Bagley and Boscobel vans are
not in the best of shape and may need replaced soon. Reid has budgeted $18,000 in both the
Congregate and Home Delivered programs for the purchase of vehicles. Reid hopes to find two vehicles
off the lot with low mileage to fulfill the nutrition vehicle needs.
Purchase Wheelchair Vans from Trust/Grant
Reid discussed the need for a wheelchair van(s). Reid has spoken to DOT and it is a difficult time to
receive a van through the Grant process. Reid may look at purchasing vans from the lot after the annual
report is complete, stating the Trust fund balance.
Rawson/Hirsch: Motion to approve the purchase of up to two vans, if sufficient funds are available.
Motion approved.
Platteville Meal Site Update
Reid and Brookhart met with Josh Kuepers and Chris Richards at the Platteville Armory. The kitchen
space is well-equipped and will work fine for packaging home-delivered meals. There is not a great a
space for Congregate dining, but it is doable in the gym area if needed. Kuepers quoted Reid with $450 a
month on a one-year lease. Reid noted this rent was not budgeted in 2023 but should be manageable.
Kopp/Rawson: Motion to approve a one-year lease of $450 a month, per approval of Corp. Counsel.
Motion approved.
Approval of Vouchers
Rawson asked a question about the $1,200 payment to the Platteville Senior Center. Payment was for
the use of their vehicle to deliver meals.
Rawson/Reynolds: Motion to approve vouchers. Motion carried.
Financial Report:
Hirsch/Kopp: Motion to approve financial report. Motion carried.

ADRC Grant County Director’s Report
Reid discussed 2022 final budget projections.
AARP has started tax appointments.
Brookhart attended the Grant County Hazard Mitigation Planning Meeting.
IT is working on training employees to prevent staff from clicking on malicious links.
Reid reviewed regional ADRC Specialists contacts.
ADRC – Program Reports
Reid reviewed report.
