Board Minutes
September 20, 2023
The meeting was called to order by Committee Chair Gary Kjos at 9:00 a.m.
Attendance: Robert Keeney, Diane Nelson, Kathy Kopp, Vicki Hirsch, Gary Kjos, Mark Stead, Lori Reid,
Pat Reynolds(z)
Others Present: Courtney Brookhart, Tonya White(z)
Excused: Rob Bell
Compliance with Open Meeting Law:
It was noted the meeting is in compliance with the open meeting act. (Published via website, radio,
newspaper and posted at the Grant County Administration Building and CSB).
Agenda Approval:
Kopp/Reynolds: Motion to approve the agenda. Motion carried.
Approval of Minutes: August 16, 2023
Nelson/Kopp: Motion to approve the August 16, 2023 minutes. Motion carried.
Public Comment/Communication:
• None.
Elect New Vice Chair
Reid stated that Arnold Rawson was the vice chair and a new one would need to be elected. Kjos
opened nominations for Vice Chair. Kopp nominated Stead. No other nominations were cast.
Kopp/Nelson: Motion to close nominations and cast a unanimous ballot for Stead as Vice Chair. Motion
carried.
Advocacy Reports or Activities
• Nutrition Program Legislation: Reid did not have any updates. She met with Molly Bohn
legislative aide for Derrik Van Orden and discussed issues with the nutrition program and being
able to serve the rural population.
• Orchard Manor Car Show: Dan attended with the bus.
• Susan Marshall – Chardonnay & Cheetos – October 9, 4:30 p.m. at Platteville Library: Marshall
is the author of ‘Chardonnay & Cheetos’ which is about caregiving. The presentation is put on by
the Dementia Care program.
• Advancing the Science at Any Given Moment: The Latest in Alzheimer’s & Dementia Research,
October 26, 2:30 – 4:00 p.m. Virtual
• Elderfest – October 27, 9:00 – 11:30 a.m.
• Noggin Knowledge – October 27, Eckstein Building, 11:00 a.m. – Noon: The Dementia Care
Specialists will present Noggin Knowledge, discussing ways to keep your brain healthy.
• ADRC Regional Board Mtg. Report: Nelson stated that it was normal business with a funding
update.
• Eat Smart, Move More, Weigh Less – Starts in October: Reid shared that this is a virtual
evidence-based prevention program through the University of North Carolina. Reid purchased
five spots to attend the class and one spot is filled.
2024 Budget
Reid reviewed the newest budget proposal. There was some transportation levy amounts missing but
Reid will correct.
Hirsch/Stead: Motion to approve the 2024 budget. Motion carried.
Fill Office Assistant Vacancy
Reid stated that the current office assistant has accepted a position with the Health Department.
Nelson/Kopp: Motion to approve to fill the office assistant vacancy. Motion carried.
85.21 Transportation Resolution
Reid discussed the 85.21 transportation resolution.
Kopp/Hirsch: Motion to approve the 85.21 Transportation Resolution. Motion carried.
5311/85.20 Transportation Resolution
Reid discussed the 5311/85.20 transportation resolution.
Stead/Nelson: Motion to approve the 5311/85.20 Transportation Resolution. Motion carried.
Nutrition Program Update – Platteville, Bagley, Prioritization, Wait List
Reid shared that flyers have been sent out to Platteville organizations that we are in need for a dining
space for the nutrition program. Reid and Brookhart will continue to pursue leads.
Brookhart has been in contact with the restaurant in Bagley. Brookhart is waiting to hear from GWAAR
the door/ramp requirements so that the restaurant can ask for bids.
Reid discussed the probability of having to utilize prioritization or a waiting list in the future.
Approval of Vouchers
Brookhart noted the error of purchased meals being charged to staff meals. There will be a journal entry
to correct the error.
Reynolds/Nelson: Motion to approve vouchers. Motion carried.
Financial Report:
Hirsch/Reynolds: Motion to approve financial report. Motion carried.
Reports
ADRC - Grant County Director’s Report
• Reid has been working on the 2025 budget.
• We are partnering with the Health Department and SWCAP to offer vaccine incentives at
Elderfest. Gift cards are being purchased through a grant SWCAP has received.
• The Sheriff’s Department is conducting a presentation on de-escalation techniques for staff.
• The office is preparing for Part D season. Most appointments will be done over the phone or
through email or mail.
• All of the Farmer’s Market Vouchers for 2023 have been disbursed.
• ADRC staff enjoyed a regional training and team building experience in Monroe.
