Board Minutes
October 18, 2023
The meeting was called to order by Committee Chair Gary Kjos at 9:00 a.m.
Attendance: Robert Keeney, Diane Nelson(z), Kathy Kopp, Vicki Hirsch(z), Gary Kjos, Mark Stead, Lori
Reid, Pat Reynolds(z)
Others Present: Courtney Brookhart, Tonya White(z), Shane Drinkwater(z)
Excused: Rob Bell
Compliance with Open Meeting Law:
It was noted the meeting is in compliance with the open meeting act. (Published via website, radio,
newspaper and posted at the Grant County Administration Building and CSB).
Agenda Approval:
Kopp/Stead: Motion to approve the agenda. Motion carried.
Approval of Minutes: September 20, 2023
Kopp noted that the election of vice chair was not included. Stead stated that zoom participants should
be clarified in the minutes.
Kopp/Reynolds: Motion to approve the amended September 20, 2023 minutes. Motion carried.
Public Comment/Communication:
None.
Advocacy Reports or Activities
Nutrition Program Legislation: Reid shared updates. Molly Bohn, legislative aide for Derrik Van
Orden, reached out and will be riding along a Lancaster home-delivered meal route.
Elderfest – Oct. 27, 9:00 a.m. – 11:30 a.m.: Staff are preparing for the event.
Noggin Knowledge – October 27, Eckstein Building, 11:00 a.m. – Noon: The Dementia Care
Specialists will present Noggin Knowledge, discussing ways to keep your brain healthy.
ADRC Regional Board Mtg. Report: Reid and Nelson gave updates.
Eat Smart, Move More, Weigh Less – Starts in October: Four spots are filled, leaving one spot
open yet.
Caregiver Renewal Event – Nov. 9, 2023, Dodgeville WI: Reid stated this is an annual shared
event with Iowa and Lafayette counties.
Prioritization, Wait List Policy
Reid discussed the status of the home-delivered meal program, specifically in Platteville. GWAAR held a
webinar on prioritization and wait lists that Reid and Brookhart attended. Reid would like to have a wait
list policy in place for when the time comes that sites reach the capacity of volunteers and/or routes.
Brookhart discussed the prioritization process and has asked to be a part of the State’s pilot program.
Kopp/Stead: Motion to approve the wait list policy. Motion carried.
ARPA NFCSP – Keep or de-obligate?
Reid explained the additional funding that was allocated to NFCSP. There are concerns about the match
and using all of the funds. The Committee asked for more information and to discuss at the next
meeting.
Approval of Vouchers
Keeney asked a question about the CenturyLink/Lumen entry. Keeney will look into it.
Hirsch/Kopp: Motion to approve vouchers. Motion carried.
Financial Report:
Kopp/Nelson: Motion to approve financial report. Motion carried.
Reports
ADRC - Grant County Director’s Report
• Elderfest preparations are in full-swing.
• Reid has been working on 2023 budget projections and the 2024 budget.
• Part D season is starting.
• Brookhart and meal site managers attended a mandatory regional training earlier this
month.
ADRC – Program Report
Reid and Brookhart reviewed reports.
Stead/Hirsch: Motion to adjourn. Motion carried.
