HomeMy WebLinkAbout11 Board Meeting Minutes November-2023-ApprovedAging & Disability Resource Center of Grant County Board Minutes November 15, 2023 The meeting was called to order by Committee Chair Gary Kjos at 9:00 a.m. Attendance: Robert Keeney, Diane Nelson, Vicki Hirsch, Gary Kjos, Mark Stead, Lori Reid, Pat Reynolds(z), Rob Bell Others Present: Excused: Kathy Kopp Compliance with Open Meeting Law: It was noted the meeting is in compliance with the open meeting act. (Published via website, radio, newspaper and posted at the Grant County Administration Building and CSB). Agenda Approval: Bell/Nelson: Motion to approve the agenda. Motion carried. *Note: Reid indicated under Public comments that the Public Hearing was actually published as 10:00 a.m. not 11:00 a.m. Approval of Minutes: September 20, 2023, October 18, 2023 Reid noted that the Meal Cost had been left off the September minutes so it would need approval again. Reynolds/Bell: Motion to approve the amended September 20, 2023 minutes and October 18, 2023 minutes. Motion carried. Public Comment/Communication: None Advocacy Reports or Activities  No advocacy report.  ADRC Regional Board Report: Nelson reported that the Regional Board discussed the funding formula for ADRC funding and that regional incentives would no longer be included in the formula. GWAAR is looking for representation on their Aging Board. Senate Committee bill proposes making changes to Nursing Home rules regarding notification of relocation from 30 days to 90 days.  Public Hearing for 85.21 grant: Reid noted time on published notice was 10:00 a.m. not 11:00 a.m. Elderfest Recap: Reid reported that 432 bags were handed out and we collected 35 different zip codes. 111 flu shots, 80 Covid shots and 3 pneumonia shots were given. Noggin Knowledge had 10 participants. Stead wondered if we could rearrange set-up to accommodate getting people inside faster. Reid stated that she had already sketched something out and requested facility measurements from Amy Olson. Reid also stated that part of the issue is that a large majority of people arrive before the doors even open. Request Funds from Eckstein for Nutrition Vehicles – Reid reminded the board that they had approved submitting a grant for nutrition vehicles and stated that she was ready to do so. Board did not see a need for another approval. ARPA NFCSP – Keep or de-obligate? Reid stated that the additional funding that was allocated to NFCSP from ARPA funds was $21,378. If we keep this funding, the local match for the county would be $7126. Reid stated that it has been difficult to spend the regular NFCSP grant due to a shortage of direct care workers to provide respite. Stead/Hirsch: Motion to de-obligate NFCSP ARPA funding. Motion carried. Approval of Vouchers Bell/Reynolds: Motion to approve vouchers. Motion carried. Financial Report: Reynolds/Nelson: Motion to approve financial report. Motion carried. Reports ADRC - Grant County Director’s Report – items discussed included: • Elderfest attendance -432 • Caregiver Renewal Day – GC had 2 participants for the Humor and Caregiving workshop • Grant County Board passed 2024 budget with market rate study wage recommendations • AFCSP grant was submitted • Wait list policy implemented in Platteville • Karen Geisler was hired as the ADRC Office Assistant ADRC – Program Report  Reid reviewed reports.
