HomeMy WebLinkAboutlawinforminutes05-14-12GRANT COUNTY LAW ENFORCEMENT COMMITTEE MEETING GRANT COUNTY LAW ENFORCEMENT CENTER Lancaster WI 53813 May 14, 2012 The Grant County Law Enforcement Committee was called to order May 14, 2012 at 10:40 a.m. by the Grant County Board Chairman. Vincent Loeffelholz and Pat Schroeder asked to be excused from the meeting. The following members and personnel were present: LAW ENFORCEMENT COMMITTEE: Lester Jantzen, John Patcle, John Beinborn and Bob Scallon. GUESTS: Sheriff Keith Govier, Chief Deputy Jack Johnson, Sergeant Nate Dreckman, Steve Braun, Emergency Management, Coroner Ron Sturmer and Kelly Bird, Recording Secretary. -------------------------------------------------------------------------------------------------------------------------------------------- Kelly Bird verified the agenda had been posted at the County Clerk’s office and Courthouse by Linda Gebhard . Kelly posted the agenda in the Sheriff’s Department lobby. The bills for the Coroner were approved in motions by John Beinborn and seconded by Lester. The bills for the Sheriff’s Department were approved in motions by John Patcle and seconded by Lester. All above motions carried. Under Election of Officers John Beinborn nominated Bob Scallon for Chairman. It was motioned by Leste r to close the nominations and seconded by Larry with Bob Scallon unanimously being voted the Law Enforcement Committee Chairman. Motion carried. Lester nominated John Beinborn for Vice-Chairman. It was motioned by Larry and seconded by Lester to close the nominations with John Beinborn unanimously being voted the Law Enforcement Committee Vice -Chairman. Motion carried. Lester nominated Vincent Loeffelholz as Secretary. It was motioned by John Beinborn and seconded by Larry that Vincent Loeffelholz unanimously being voted Secretary. Motion Carried. There is no Coroner’s Report for this month. Under Sheriff’s Briefing, Sheriff Govier stated that there has been a fatality since the last meeting. This was a one vehicle accident involving a motorcycle. The accident occurred in a construction zone. The jail population is at 54 as of this morning. The count has been a little higher this month with no overcrowding. Under Training, Sheriff Govier along with three Deputies will be attending the National Sheriff’s Conference July 16 thru July 20. Under Grants, Chief Deputy Jack Johnson updated the committee on the Hwy 151 Clicket or Ticket Grant. Grant County Sheriff’s Department will be the Fiscal Agency for the grant with Sgt. Bierman being the Project Coordinator. There is a $1,875.00 cash match. Sgt. Bierman’s wages incurred for being the Project Coordinator will be written off and used for the match. This was previously discussed at the Full County Board Meeting. Under New Business Sheriff Keith Govier submitted a letter of resignation to the Law Enforcement Committee. Sheriff Govier has been the Grant County Sheriff for the past 15 ½ years. The Governor will appoint the new Sheriff which will likely be from within the department. Deputy Doug Vesperman will be retiring at the end of May. Sheriff Govier would like to start an eligibility list of potential deputies to be kept on file for six months. There are possibly two additional deputies that may have employment opportunities in other agencies. Sheriff Govier notified the committee of the need for an EMAC Budget. This would include the cost of staff, emergency equipment, and training as well as other expensed incurred in the event an emergency situation would occur. It was motioned by Lester and seconded by Larry to have someone work with the Finance Director on a resolution for this. Motion carried. Under Old Business, Chief Deputy Jack Johnson notified the committee that the Overtime Policy for Jailers and Dispatchers has been approved by the Transition Committee. The Transition Committee also approved 6 hours of Holiday Pay for News Years Eve. There is no Public Forum to discuss at this time. Under Old Business, Chief Deputy Johnson updated new committee member John Beinborn on the propane conversion of squad cars that has been discussed at previous meetings. Jack will also speak to the Highway Department about this option and come back next month with a full inventory of vehicles for both departments. It was motioned by Lester and seconded by John Beinborn to have Amerigas and Les Mack come and speak at a meeting in the future. Motion carried. Chairman Bob Scallon asked to have the committee take a tour of the jail and also to have the Dive Team make a presentation. The Grant County Law Enforcement Memorial will be held on Wednesday May 16 and 11:30 am. There will be a reception at the Youth and Ag Building following the ceremony. Committee members are encouraged to attend. There are no Maintenance issues to discuss at this time. It was motioned by Lester and second by John Beinborn to adjourn to June 11, 2012 at 10:00 am following The Grant County Emergency/Disaster Service Committee Meeting. Motion carried.
