HomeMy WebLinkAboutLECminutes10-13-14GRANT COUNTY LAW ENFORCEMENT COMMITTEE MEETING GRANT COUNTY LAW ENFORCEMENT CENTER Lancaster, WI 53813 October 13, 2014 The Grant County Law Enforcement Committee was called to order at 10:15 a.m. by Chairman Pat Schroeder. The following members and personnel were present: LAW ENFORCEMENT COMMITTEE: Larry Wolf, Bob Scallon, Gary Ranum, Lester Jantzen and John Patcle. GUESTS: Sheriff Nate Dreckman, Chief Deputy Jack Johnson, Personnel Director Joyce Roling and Kelly Bird, Recording Secretary. Kelly Bird verified the agenda had been posted at the County Clerk’s office and Courthouse. Kelly posted the agenda in the Sheriff’s Department lobby. John second by Bob S. approved the amended agenda as mailed. Larry second by Gary approved the minutes from the previous meeting. The bills for the Sheriff’s Office were approved in motions by John and seconded by Lester. All above motions carried. The Coroner’s Report and bills for the month were approved in motions by John and seconded by Lester. Motion carried. Under Sheriff’s Briefing, Sheriff Dreckman passed out the activity report for discussion. The jail count was 48 this morning with no inmates being housed out of county and one on the Electronic Monitoring Program. There has been one fatality since the last meeting. The fatality scene was very traumatic and Sheriff Dreckman would like to commend everyone who was involved with the accident for a job well done. Under Training, Deputy Jerry Vesperman has completed Humane Officer Training. There are no grants to be discussed at this time. Under Maintenance, Chief Deputy Jack Johnson received an estimate to paint the jail from Mound City Painting. The job would take between 6 and 8 weeks with the estimated cost being $41,895.00. This was noted on the Annual Jail Inspection. Under New Business, Sheriff Dreckman discussed the new wage schedule that was implemented in August to employees that were previously represented by a union. There is an employee at the Sheriff’s Office that will lose a significant amount of money due to his placement on the new wage schedule along with years in the position. The cost to the Sheriff’s Office to move this employee up 1 step for 2014 would be $545.00 and $725.00 for 2015. The Sheriff’s Office does have this money available in their budget. Personnel Director Joyce Roling was present to confirm the need for the step increase. It was motioned by Bob S. and seconded by Lester to recommend a ste p increase from the 6 month step to the 1 year step and send this to the Executive Committee. Motion carried. Chief Deputy Johnson discussed a wage increase for one of the Sergeants. It is policy that the Sergeants need to be paid 5% above the Deputie s they supervise. Due to the pay increase the Deputies received, some of the Sergeants that have not been in their position very long also received an increase in wages. This will eventually result in a higher wage for Sergeants with less seniority. The increase in wages will cost $350.00 in 2014 and $1,302.00 in 2015 which the Sheriff’s Office has in their budget. It was motioned by Gary and seconded by John to move the Sergeant who is affected by this up 1 step and send it on to the Executive Committe e. Motion carried. Under Old Business, Helmuth Krause was present to speak again about some property he owns that is involved in an easement dispute. Sheriff Dreckman has contacted the District Attorney and Corporation Counsel in regards to this issue. The District Attorney will not take the case. Corporation Counsel states there is no more that can be done with this due to the District Attorney’s decision. The Highway Department has agreed to purchase the old generator for $4.000.00 to go towards the sealcoating of the parking lot. Chief Deputy Johnson asked that $3,100.00 be carried over from Public Property to pay for the rest of the sealcoating next year. It was motioned by Gary and seconded by Lester to sell the generator to the Highway Departme nt for $4,000.00. Motion carried. It was motioned by John and seconded by Bob S. to carryover $3,100.00 from Public Property to 2015 to pay for the rest of the sealcoating project. Motion carried. It was motioned by Lester and seconded by John P. to adjourn to November 10, 2014 at 10:00 a.m. following the Grant County Emergency/Disaster Service Committee Meeting. Motion carried.
