MEMBERS PRESENT: Judy Friar, Mel Masters, Dwight Nelson, Mark Stead (Chair), Charles Stenner
(Vice Chair), and Mary Ellen Tredinnick (Sec.).
MEMBERS EXCUSED: Julee Albers, Dave Bauer, John Beinborn, Mike Tiber and Ryan Walmer due to
dense fog.
OTHERS PRESENT: Neal Blackburn, Cheryl Knapp, and Nancy Schmitz
1. CALL TO ORDER/ROLL CALL: 7:00 p.m.; quorum present.
2. COMPLIANCE and MINUTES: Mel Masters moved to report meeting in compliance with open
meetings law, approval of agenda and approval of the minutes of January 19, 2011, Board meeting.
Motion seconded by Dwight Nelson and passed.
3. BILLS: Mary Ellen Tredinnick moved approval for payment of the bills for January, 2011 as
reviewed. Motion seconded by Charles Stenner and passed.
4. REPORTS: No Financial reports given. No Family Support purchases were presented. Personnel
report for January, 2011 given by Cheryl Knapp. Chairman’s report: None. Neal Blackburn presented
the Director's report as follows:
1. Crisis Diversion bed in Dodgeville has not yet been utilized since it’s opening on February 1st.
2. Staff restructuring, may take up to six months to figure out work loads. Becky Manning, PMHNP
was supervising the CSP program, but is now transitioning out of this and doing medication
management. Myranda Culver has been promoted to CSP Supervisor. We will wait on hiring a
CSP nurse case manager until after Governor Walker’s budget report.
3. Dan Kubal has retired after 38 ½ years. Currently advertising for a psychotherapist position.
4. Budget Adjustment Bill. Joint Finance Committee met to propose addendums to the budget bill.
5. Article from the Wheeler Report regarding Deficit Bill details distributed.
6. Neal will be on vacation in April and will not be able to attend the Board meeting.
Dwight Nelson moved to accept reports and place on file. Motion seconded by Charles Stenner
and passed.
5. INTRODUCTIONS: None.
6. ADJOURNMENT: Dwight Nelson moved to adjourn at 7:26 p.m. Motion seconded by John Beinborn
and passed. Next meeting will be March 16, 2011.
