MEMBERS PRESENT: Julee Albers, Dave Bauer, Judy Friar, Robert Keeney, Mel Masters, Dwight
Nelson, Mark Stead, Charles Stenner (Chair), Mike Tiber, Mary Ellen Tredinnick and Ryan Walmer.
OTHERS PRESENT: Neal Blackburn, Cheryl Knapp, and Nancy Schmitz.
1. CALL TO ORDER/ROLL CALL: 7:00 p.m.; quorum present.
2. COMPLIANCE and MINUTES: Mark Stead moved to report meeting in compliance with open
meetings law, approval of agenda and approval of the minutes of April 17, 2013 Board meeting.
Motion seconded by Dwight Nelson and passed.
3. BILLS: Mary Ellen Tredinnick moved approval for payment of the bills for April, 2013 as reviewed.
Motion seconded by Dave Bauer and passed.
4. REPORTS: Financial report for April, 2013 given by Neal Blackburn. Personnel report for April,
2013 given by Cheryl Knapp. Chairman’s report: None. Neal Blackburn presented the Director's
report as follows:
1. Article from the Boscobel Dial distributed. Mike Fernette, AODA Counselor, spoke at a
Boscobel High School assembly regarding substance abuse.
2. We held interviews today for the Finance Director position. Quality of applicants was very good.
3. Nothing determined yet at the Capitol in regards to budget.
4. Neal was interviewed by the Milwaukee Journal Sentinel on the commitment process.
5. Neal is currently serving on the Wisconsin Counties Association steering committee and is
looking forward to reappointment.
Mike Tiber moved to accept reports and place on file. Motion seconded by Dave Bauer and
passed.
5. INTRODUCTIONS: None.
6. CLOSED SESSION: Mel Masters moved to convene in closed session pursuant to Sec. 19.85 (1) (c),
and(e) Wisconsin Statutes, considering matters related to employment, promotion, compensation or
performance evaluation data of employees and current negotiations. Motion seconded by Julee
Albers. A roll call vote was taken with results as follows: Julee Albers: yes; Dave Bauer: yes; Judy
Friar: yes; Robert Keeney: yes; Mel Masters: yes; Dwight Nelson: yes; Mark Stead: yes; Charles
Stenner: yes; Mike Tiber: yes; Mary Ellen Tredinnick: yes; and Ryan Walmer: yes. Motion passed.
7. CONVENE TO OPEN: Meeting reconvened in open session. 7:19 p.m.
8. APPROVAL OF TENTATIVE AGREEMENT: Robert Keeney moved to approve 2013 labor
agreement between Unified Community Services and Teamsters Union Local No. 695. Motion
seconded by Judy Friar and passed with Mark Stead voting “no”.

9. ADJOURNMENT: Mark Stead moved to adjourn at 7:21 p.m. Motion seconded by Julee Albers and
passed.
