MEMBERS PRESENT: Julee Albers, David Bauer, Judy Friar, Robert Keeney, Mel Masters, Mark
Stead, Charles Stenner (Chair.) Mike Tiber and Mary Ellen Tredinnick.
MEMBERS EXCUSED: Dwight Nelson, and Ryan Walmer.
OTHERS PRESENT: Neal Blackburn, Kathy Rink, Nancy Schmitz, Claire Holland and Kathy McCants.
1. CALL TO ORDER/ROLL CALL: 7:00 p.m.; quorum present.
2. COMPLIANCE and MINUTES: Mark Stead moved to report meeting in compliance with open
meetings law, approval of agenda and approval of the minutes of June 19, 2013 Board meeting. Motion
seconded by Mary Ellen Tredinnick and passed.
3. BILLS: Mel Masters moved approval for payment of the bills for June, 2013 as reviewed. Motion
seconded by Mary Ellen Tredinnick and passed.
4. REPORTS: Financial report for June, 2013 given by Neal Blackburn. No Family Support purchases
were presented. Personnel report for June, 2013 given by Neal Blackburn. Chairman’s report: None.
Neal Blackburn presented the Director's report as follows:
1. Neal spoke with the Grant County Board of Supervisors yesterday about his meeting with WCA
and the talk of regionalization. Regionalization will probably take place within 3-4 years.
Counties will need to plan; the 52 building plans will be put on hold until we know what our needs
are going to be.
2. Grant County decided to give employees a $207 lift with .20/hour raise. Neal is concerned and
that our pay scale remains good enough to recruit and retain good employees.
3. Grant County Public Participation meeting will be tomorrow night at 7:00 p.m. at the ADRC board
room.
4. No meeting scheduled yet for Iowa County Public Participation.
5. Obamacare’s impact on revenue could mean higher taxes on employers and if there are not enough
enrolled in insurance, it might cause a bigger impact. Insurance could increase 12-20%.
6. Next month we will schedule a personnel committee meeting for August and a finance committee
meeting in September.
Mark Stead moved to accept reports and place on file. Motion seconded by Dave Bauer and
passed.
Mel Masters asked what could happen to a resident going to the emergency room for detox.
Hospitals cannot refuse you. If that person is talking suicide, they would take them to Tellurian to
detox and stabilize. Once sober, if the consumer is still a danger to self or others, we could ED
them to the State Institute.
5. INTRODUCTIONS: Claire Holland from Iowa County. Claire was a social worker and worked with
mentally ill and suicide prevention. She acknowledged the need for parents to have more education on
the signs of suicide. People must become aware of what resources are available in our counties.

passed.
