Alona Lane, Lancaster, Wisconsin MEMBERS PRESENT: Julee Albers, Dave Bauer, Judy Friar, Lester Jantzen, Dwight Nelson, Mark Stead, Charles Stenner (Chair), Mike Tiber, and Mary Ellen Tredinnick. MEMBERS EXCUSED: Mel Masters and Ryan Walmer. OTHERS PRESENT: Neal Blackburn, Kathy Rink, and Nancy Schmitz. 1. CALL TO ORDER/ROLL CALL: 7:01 p.m.; quorum present. 2. COMPLIANCE and MINUTES: Dwight Nelson moved to report meeting in compliance with open meetings law, approval of agenda and approval of the minutes of March 19, 2014 Board meeting. Motion seconded by Mary Ellen Tredinnick and passed. 3. BILLS: Mary Ellen Tredinnick moved approval for payment of the bills for March, 2014 as reviewed. Motion seconded by Mike Tiber and passed. 4. REPORTS: Financial reports for March, 2014 given by Kathy Rink. Personnel report for March, 2014 given by Neal Blackburn. Personnel Committee report given by Julee Albers: Committee met and appointed a new Medical Director and additional leave hours for Neal Blackburn. Chairman’s report: None. Neal Blackburn presented the Director's report as follows: 1. Personnel Committee appointed Dr. Lisa Hunter as replacement for Dr. Clem Schmidt as Medical Director. 2. AODA and Mental Health Departments will make presentations to the Board during May and June. If the Board has topics of interest that they would like more information on, please let Neal know and he can make the arrangements. 3. Governor Walker signed a Bill which changes the emergency detention triggering event for starting the 72-hour countdown, clock now starts at the moment law enforcement places the subject in custody. 4. We will have election of officers in May, after Iowa County makes appointments to our Board. 5. Met with landlord and have a verbal agreement on renegotiating lease rate. They will be going up somewhat. 6. DHS 34 subchapter 3, Emergency Services: Contracting mobile crisis workers will give ability to provide care in our large geographic area. Northwest Connections willing to provide services for $1,000 per month. Wisconsin has 60 of the 72 counties certified for Mobile Crisis units. If we get certification, crisis bed will be MA billable. Dave Bauer mentioned this might be his last night on the Board as Iowa County Board is appointing new committee members next month. Dave wanted to thank the board and stated that he has always enjoyed this Board and wished us well. Mark Stead moved to accept reports and place on file. Motion seconded by Dave Bauer and passed. 5. INTRODUCTIONS: Robert Keeney, new Grant County Board Chairperson. UNIFIED COMMUNITY SERVICES Wednesday, April 16, 2014 Page 2 6. CLOSED SESSION: Judy Friar moved to convene in closed session pursuant to Sec. 19.85 (1)(a)(c), Wisconsin Statutes, to consider financial, medical, social or personal histories of a specific persons or specific personnel matters and to confer with legal counsel for advice concerning strategy to be adopted by the body with respect to litigation in which it is or is likely to become involved. Motion seconded by Julee Albers. A roll call vote was taken with results as follows: Julee Albers: yes; Dave Bauer: yes; Judy Friar: yes; Lester Jantzen: yes; Dwight Nelson: yes; Mark Stead: yes; Charles Stenner: yes; Mike Tiber: yes; and Mary Ellen Tredinnick: yes. Motion passed. 7. CONVENE TO OPEN: Meeting reconvened in open session. 7:40 p.m. 8. STAFFING: Recommendations reviewed from Personnel Committee meeting. Mark Stead moved approval of hiring a limited term employee position for the Community Support Program for the duration of the CSP RN maternity leave. Motion seconded by Lester Jantzen. Motion passed. Mary Ellen Tredinnick moved approval of a pay increase to $35.00 per hour for Speech Therapist at the time the new Physical Ttherapist starts that position. Motion seconded by Judy Friar. Motion passed. 9. ADJOURNMENT: Mark Stead moved to adjourn at 7:45 p.m. Motion seconded by Dave Bauer and passed. Nancy Schmitz, Recorder Judy Friar, Secretary
