Alona Lane, Lancaster, Wisconsin MEMBERS PRESENT: Dave Bauer, Judy Friar, Nancy Howard, Lester Jantzen, Dwight Nelson, Charles Stenner (Chair), Mike Tiber, and Mary Ellen Tredinnick. MEMBERS EXCUSED: Julee Albers, Mark Stead and Judy Lindholm. OTHERS PRESENT: Neal Blackburn, Kathy Rink, Cheryl Knapp, Nancy Schmitz and Mike Fernette. 1. CALL TO ORDER/ROLL CALL: 7:00 p.m.; quorum present. 2. COMPLIANCE and MINUTES: Dave Bauer moved to report meeting in compliance with open meetings law, approval of agenda and approval of the minutes of April 16, 2014 Board meeting. Motion seconded by Mike Tiber and passed. 3. ELECTION OF OFFICERS: Charles Stenner called for nominations for Chairman. Mary Ellen Tredinnick nominated Mike Tiber. There were no further nominations. Dave Bauer moved to close nominations and cast a unanimous ballot for Mike Tiber as Chairman. Motion seconded by Judy Friar. Motion carried. Mike Tiber elected as Chairman. Mike Tiber called for nominations for Vice- Chairman. Dave Bauer nominated Mark Stead. There were no further nominations. Mary Ellen Tredinnick moved to close nominations and cast a unanimous ballot for Mark Stead as Vice- Chairman. Motion seconded by Judy Friar. Motion carried. Mike Tiber called for nominations for Secretary. Mary Ellen Tredinnick nominated Julee Albers. Dave Bauer moved to close nominations and cast a unanimous ballot for Julee Albers as Secretary. Motion seconded by Judy Friar. Motion carried. Mike Tiber announced that he would make committee recommendations at next meeting. 4. BILLS: Dave Bauer moved approval for payment of the bills for April, 2014 as reviewed. Motion seconded by Mary Ellen Tredinnick and passed. 5. REPORTS: Financial report for April, 2014 given by Kathy Rink. Personnel report for April, 2014 given by Cheryl Knapp. Substance Abuse Program Report on “Heroin” given by Mike Fernette, AODA Counselor. Chairman’s report: None. Neal Blackburn presented the Director's report as follows: 1. Article distributed, “Heroin claimed record 227 lives in 2013”. 2. Kathy Rink and Neal Blackburn attended annual WCHSA Spring Conference. 3. Individual at Mendota for several weeks and no medications started. 4. Winnebago has had an individual there for one month. 5. State surveyor will be here next month to certify programs. 6. We are holding a retirement luncheon for our Medical Director, Dr. Clem Schmidt on Tuesday and invite Board to attend. Charles Stenner moved to accept reports and place on file. CLOSED SESSION: Lester Jantzen moved to convene in closed session pursuant to Sec. 19.85 (1)(f) Wisconsin Statutes, to consider financial, medical, social or personal histories of a specific persons or specific personnel matters. Motion seconded by Dwight Nelson. A roll call vote was taken with results as follows: Dave Bauer: yes; Judy Friar: yes; Nancy Howard: yes; Lester Jantzen: yes; Dwight Nelson: yes; Charles Stenner: yes; Mike Tiber: yes; and Mary Ellen Tredinnick: yes. Motion passed. 8. CONVENE TO OPEN: Meeting reconvened in open session. 8:17 p.m. 9. ADJOURNMENT: Dwight Nelson moved to adjourn at 8:18 p.m. Motion seconded by Judy Friar and passed.
