MEMBERS PRESENT: Julee Albers, Judy Friar, Nancy Howard, Lester Jantzen, Judy Lindholm,
Dwight Nelson, Mark Stead (Vice Chair.), Charles Stenner, Kelby Thomas, and Mary Ellen Tredinnick.
MEMBERS EXCUSED: Mike Tiber.
OTHERS PRESENT: Kathy Rink, Zack Armstrong, Cheryl Knapp and Nancy Schmitz
1. CALL TO ORDER/ROLL CALL: 7:00 p.m.; quorum present.
2. OPEN MEETING LAW CERTIFICATION: A notice was published in the Herald Independent,
stating the date, time and place of the Unified Community Services Board meeting. Notice was
posted in two public locations and on the county website. Verified by Nancy Schmitz.
3. CONSENT CALENDAR: Consider approval of the agenda and the minutes of August 19, 2015.
Charles Stenner moved to approve the agenda and approve the minutes of August 19, 2015 Board
meeting. Motion seconded by Dwight Nelson and passed.
4. BILLS: Dwight Nelson moved approval for payment of the bills for August, 2015 as reviewed.
Motion seconded by Judy Friar and passed.
5. REPORTS: Financial report for August, 2015 given by Zack Armstrong. Personnel report for
August, 2015 given by Cheryl Knapp. Personnel Committee report given by Mark Stead. The
Personnel Committee recommended that the budget include a 1.5% salary increase for all employees.
Finance Committee report given by Mark Stead. Chairman’s report: None. Kathy Rink presented the
Director's report as follows:
1. A news article was circulated: “Tomah VA temporarily shuts psych unit”.
2. Wisconsin State Journal article - “Psychiatrist shortage worsens in US”. From 1995-2013, the
total number of physicians in the US increased by 45 percent while the number of adult and child
psychiatrists rose by only 12 percent. Fifty-nine percent of psychiatrists are 55 or older.
3. New Assessment Specialist position is being refined, with a goal to see new clients within a
week’s time.
4. Prevention activities were held at the High School and Middle School on the dangers and
warning signs of substance abuse. A music oriented prevention activity was held at the
Cobblestone Café. An Anxiety Group has started at the Lancaster office. AODA groups to start
in both offices during October.
5. A contract was signed with Charter Communications. New fiber optics line will connect our
Lancaster and Dodgeville offices, making telephone and computer operations faster and
interruption free.
Judy Lindholm moved to accept reports and place on file. Motion seconded by Julee Albers and
passed.

7. CLOSED SESSION: Charles Stenner moved to convene in closed session pursuant to Sec. 19.85
(1)(c) Wisconsin Statutes, to consider employment, promotion, compensation or performance
evaluation data of any public employee. Motion seconded by Dwight Nelson. A roll call vote was
taken with results as follows: Julee Albers: yes; Judy Friar: yes; Nancy Howard: yes; Lester Jantzen:
yes; Judy Lindholm: yes; Dwight Nelson: yes; Mark Stead: yes; Charles Stenner: yes; Kelby
Thomas: yes; and Mary Ellen Tredinnick: yes. Motion passed.
8. CONVENE TO OPEN: Meeting reconvened in open session. 7:33 p.m.
9. CAPTIAL ACQUISITION REQUEST: Judy Lindholm moved to approve an addition to the 2016
Budget in the amount of $10,800 to the electronic health records costs in order to get the Medicaid
HER incentive. Motion seconded by Mary Ellen Tredinnick and passed.
10. 2016 BUDGET: Zack reviewed budget changes from the Finance Committee meeting. Dwight
Nelson moved to approve budget as presented. Motion seconded by Lester Jantzen and passed.
11. ADJOURNMENT: Dwight Nelson moved to adjourn at 7:53 p.m. Motion seconded by Mary Ellen
Tredinnick and passed.
