MEMBERS PRESENT: Judy Friar, Nancy Howard, Lester Jantzen, Dwight Nelson, Mark Stead (Vice
Chair), Charles Stenner, Kelby Thomas, Mike Tiber (Chair) and Mary Ellen Tredinnick.
MEMBERS EXCUSED: Julee Albers.
MEMBERS ABSENT: Judy Lindholm.
OTHERS PRESENT: Kathy Rink, Zack Armstrong, Cheryl Knapp and Nancy Schmitz
1. CALL TO ORDER/ROLL CALL: 7:00 p.m.; quorum present.
2. OPEN MEETING LAW CERTIFICATION: A notice was published in the Herald Independent,
stating the date, time and place of the Unified Community Services Board meeting. Notice was also
posted in two public locations and on the county website. Verified by Kathy Rink and Nancy
Schmitz.
3. CONSENT CALENDAR: Mark Stead moved to approve the agenda and to approve the minutes of
the October 21, 2015 Board meeting. Motion seconded by Charles Stenner and passed unanimously.
4. BILLS: Mary Ellen Tredinnick moved approval for payment of the bills for October 2015 as
reviewed. Motion seconded by Judy Friar and passed unanimously.
5. REPORTS:
a) Financial report for October 2015 given by Zack Armstrong.
b) Personnel report for October 2015 given by Cheryl Knapp.
c) Chairman’s report: None
d) Kathy Rink presented the Director's report as follows:
i. Attended Electronic Health Records training with Netsmart. As training progresses, staff will
be more comfortable with the system.
ii. We have applied for a Crisis grant to establish stabilization facilities. We currently have two
centers in Madison that we can use. Looking for more consistent psychiatric services and
medication management.
iii. Personnel Committee meeting was scheduled for 6:45 p.m. on December 16, 2015 to
exchange proposals with Teamsters.
iv. Kathy reviewed how our 51.42 &.437 Board is organized. We serve two counties and our
Board membership is composed of 3 Grant County Board members and 2 Iowa County
board members and At-Large members appointed by the County Boards. The 51.42 Board
is a Department of Community Programs and the duties and responsibilities are addressed in
the Statutes. The benefit is that we can combine services in both counties in two offices
serving both counties. It is the less expensive option.
v. Handout distributed: The Burden of Suicide in Wisconsin, part of a 50- page report.
vi. Handout distributed on County Health Rankings and Roadmaps. The handout shows the
ratio of physicians and mental health providers in our county to the numbers they serve,
along with multiple other health indications.
The reports will be placed on file.

7. ADJOURNMENT: Mark Stead moved to adjourn at 7:26 p.m. Motion seconded by Dwight Nelson
and passed unanimously.
