MEMBERS PRESENT: Ron Coppernoll, Judy Friar, Amy Kite, Judy Lindholm, Gary Ranum, Mark
Stead (Chair), Charles Stenner, Kelby Thomas, Mike Tiber and Mary Ellen Tredinnick.
MEMBER EXCUSED: Nancy Howard.
OTHERS PRESENT: Kathy Rink, Cheryl Knapp, Zack Armstrong, Nancy Schmitz and Bob Keeney.
1. CALL TO ORDER/ROLL CALL: 7:00 p.m.; quorum present.
2. OPEN MEETINGS LAW CERTIFICATION: A notice was published in the Herald Independent,
stating the date, time and place of the Unified Community Services Board meeting. Notice was also
posted at the county courthouses and two other public locations and on the Grant and Iowa County
websites. Verified by Nancy Schmitz.
3. CONSENT CALENDAR: Gary Ranum moved to approve the amended agenda to exclude #8 –
Staffing. Motion seconded by Judy Friar. Judy Friar moved to approve the minutes of the November
16, 2016 Board meeting. Motion seconded by Mary Ellen Tredinnick and passed unanimously.
4. BILLS: Ron Coppernoll moved approval for payment of the bills for November, 2016 as reviewed.
Motion seconded by Mike Tiber passed unanimously.
5. REPORTS:
a) Financial report for November 2016 given by Zack Armstrong.
b) Children’s Community Options Program Purchase reviewed by Zack Armstrong.
c) Personnel report for November, 2016 given by Cheryl Knapp.
d) Personnel Committee Report given by Charles Stenner. The Committee appointed Dr. Robert
Vickrey as the new Medical Director to replace Dr. Jeffrey Knuppel whose last day is December
29. The Committee approved a change to the Sick Leave section of the Employee Handbook,
making annual payment of eligible sick leave mandatory. This change brings UCS policy in line
with the recent change to Grant County’s policy.
e) Chairman’s report – None.
f) Kathy Rink presented the Director's report as follows:
i. The Winnebago Mental Health Institute billings year-to-date through October are at
$611,000. Several long-term stays at Winnebago impacted this total. There have been
problems finding placements for those with a dementia diagnosis and for children with
complex mental health needs that need out-of-home placement.
ii. Emergency Services and Southwest Tech used State grant funds previously awarded to
Unified Community Services to conduct the first Crisis Intervention Team (CIT) training.
Twenty law enforcement officers attended the 40-hour training. The grant will also cover
a 16-hour training called Crisis Intervention Partners (CIP). The long-term goal is to
make CIT/CIP training self-supporting and increase the number of law enforcement
officers and citizens that are familiar with crisis intervention techniques for those
suffering from mental illness.
iii. Dr. Knuppel’s last day will be 12/29/16. Becky Manning has increased her hours to cover
medication-management needs until we can hire another prescriber. A process for

accepting children for medication management by the APNP has been developed.
iv. We have set up interviews for the vacant psychotherapist position.
v. We hired one AODA counselor with grant funds to enhance and expand treatment for the
Drug Treatment Courts. We will re-advertise to fill the second AODA Counselor
position for Iowa County.
vi. We have hired a case manager in the Long Term Support Department who will be starting
in January.
vii. The Birth-to-3 Program received a letter from the Department of Health Services
reflecting 100% compliance for required data measures.
viii. Unified received a $300 donation from ARC of Southwest Wisconsin. Two families with
developmentally disabled children will benefit from this donation.
ix. Judge VanDeHey will be joining the newly-formed Grant County LEAN project team that
will try to reduce the number of mentally ill individuals in the jail.
x. The Executive Committee will meet on January 18, 2017 at 6:15 p.m. to review 2016
policy, procedure and form changes.
Gary Ranum mentioned new Federal legislation that might provide funding for mental health and
substance abuse.
Mike Tiber moved to accept the reports and place them on file. Motion seconded by Judy
Lindholm and passed unanimously.
6. INTRODUCTIONS AND PUBLIC COMMENTS: Bob Keeney, Grant County Board Chairman was
present at the meeting.
7. CLOSED SESSION: Charles Stenner moved to convene in closed session pursuant to Sec. 19.85
(1)(c), Wisconsin Statutes, to consider employment, promotion, compensation or performance
evaluation data of any public employee. Motion seconded by Amy Kite. A roll call vote was taken
with results as follows: Ron Coppernoll: yes; Judy Friar: yes; Amy Kite: yes; Judy Lindholm: yes;
Gary Ranum: yes; Charles Stenner: yes; Mark Stead: yes; Kelby Thomas: yes; Mike Tiber: yes; and
Mary Ellen Tredinnick: yes. Motion passed unanimously.
8. Meeting ended at 8:20 p.m.
