Alona Lane, Lancaster, Wisconsin MEMBERS PRESENT: Ron Coppernoll, Judy Friar, Nancy Howard, Amy Kite, Judy Lindholm, Gary Ranum, Mark Stead (Chair), Charles Stenner, Kelby Thomas, Mike Tiber and Mary Ellen Tredinnick. OTHERS PRESENT: Jeff Lockhart, Zack Armstrong, Cheryl Knapp, Bob Keeney and Nancy Schmitz. 1. CALL TO ORDER/ROLL CALL: 7:00 p.m.; quorum present. 2. OPEN MEETINGS LAW CERTIFICATION: A notice was published in the Herald Independent, stating the date, time and place of the Unified Community Services Board meeting. Notice was also posted at the county courthouses, two other public locations, sent to radio station to be announced and posted on the Grant and Iowa County websites. Verified by Nancy Schmitz. 3. CONSENT CALENDAR: Mike Tiber moved to approve the agenda and the minutes of the March 16, 2017 Board meeting. Motion seconded by Mary Ellen Tredinnick and passed unanimously. 4. BILLS: Mary Ellen Tredinnick moved to approve payment of the bills for March/April, 2017 as reviewed. Motion seconded by Judy Friar and passed unanimously. 5. REPORTS: a) Financial reports for March, 2017 given by Zack Armstrong. b) Personnel report for March, 2017 given by Cheryl Knapp. c) Chairman’s report – None. d) Jeff Lockhart presented the Director's report as follows: i. Still recruiting for the Community Support Program staff vacancy. CSP is managing short of staff. Jeff is still carrying a small caseload. ii. We are looking at options for Emergency Services after hour calls. Possibly need a plan in case Northwest Connections discontinues services. iii. Working shorthanded in Substance Abuse Program as we have not hired for that vacancy yet. The two new staff are working well primarily with OWI and Drug Treatment court participants. Charles Stenner moved to accept the reports and place them on file. Motion seconded by Mike Tiber and passed unanimously. 6. INTRODUCTIONS AND PUBLIC COMMENTS: Bob Keeney, Board Chairman present. 7. WAGE COMPENSATION: Jeff Lockhart discussed that AODA Counselors who have a master’s degree and are dually licensed to provided AODA and mental health treatment are currently paid less than Psychotherapists with a master’s degree. In order to recruit and retain dually licensed master’s level AODA Counselors, Jeff proposed moving those AODA Counselors to the same pay grade as Psychotherapists. Ron Coppernoll moved to approve moving master’s level dually licensed AODA Counselors to the same pay grade as Psychotherapists effective immediately.
