Alona Lane, Lancaster, Wisconsin MEMBERS PRESENT: Ron Coppernoll, Judy Friar, Nancy Howard, Amy Kite, Judy Lindholm, Gary Ranum, Mark Stead (Chair.), Charles Stenner, Kelby Thomas, and Mary Ellen Tredinnick. MEMBERS EXCUSED: Mike Tiber. OTHERS PRESENT: Jeff Lockhart, Zack Armstrong, and Nancy Schmitz. 1. CALL TO ORDER/ROLL CALL: 7:00 p.m.; quorum present. 2. OPEN MEETINGS LAW CERTIFICATION: A notice was published in the Herald Independent, stating the date, time and place of the Unified Community Services Board meeting. Notice was also posted at the county courthouses, two other public locations, sent to radio station to be announced and posted on the Grant and Iowa County websites. Verified by Nancy Schmitz. 3. CONSENT CALENDAR: Charles Stenner moved to approve the agenda and the minutes of the April 19, 2017 and May 17, 2017 Board meetings. Motion seconded by Mary Ellen Tredinnick and passed unanimously. 4. BILLS: Mary Ellen Tredinnick moved to approve payment of the bills for April/May, 2017 and May/June, 2017 as reviewed. Motion seconded by Nancy Howard and passed unanimously. 5. REPORTS: a) Financial reports for April and May, 2017 given by Zack Armstrong. b) Personnel reports for April and May, 2017 given by Jeff Lockhart. c) Chairman’s report – The Grant County Board Administration Committee opened bids for the Jail Complex project on Thursday. d) Jeff Lockhart presented the Director's report as follows: i. Fair hearing request filed for the Children’s Waiver Program. Have contracted with a private attorney as the Corp. Counsel had a conflict of interest. ii. Unified Community Services unassigned fund balance is up to 21%, which is really good news. iii. Recertifications received for AODA, Mental Health and Emergency Service programs for two years with no citations. iv. The Teamster’s vote was 4/4 (or tied). Teamsters no longer have representation as it would take 51% to remain in the union. Effective 1/1/18. v. We have still not received any qualified Substance Abuse Counselor applications. vi. We have hired Shanna Anderson for the Community Support Program vacancy. She will be starting with Unified Community Services in July. vii. Emergency Services is closely monitoring hospitalizations to decrease long hospital stays when appropriate. viii. Rural areas have a lack of hospitals to deal with emergency detentions, dementia patients and children. Unified is contracting with Bayside in Madison who will provide needed hospitalization beds to decrease the transporting of clients to Winnebago Mental Health. Ron Coppernoll reported that the Early Release Program is requiring more Substance Abuse Counselors to run their program, could be cause for lack of available counselors in this area. UNIFIED COMMUNITY SERVICES Wednesday, June 21, 2017 Page 2 Judy Friar thanked Jeff for speaking with the Ethics Committee at Grant Regional Health Care. Gary Ranum presented information from the Lean meeting with Law Enforcement. There is a need to keep law enforcement engaged, involvement with mental health professionals, and working with HIPAA issues in a multi-disciplinary team. Ron Coppernoll moved to accept the reports and place them on file. Motion seconded by Judy Friar and passed unanimously. 6. INTRODUCTIONS AND PUBLIC COMMENTS: None. 7. ADJOURNMENT: Charles Stenner moved to adjourn at 7:33 p.m. Motion seconded by Mary Ellen Tredinnick and passed unanimously. Next meeting date is July 19, 2017.
