MEMBERS PRESENT: Carol Beals, Ron Coppernoll, Judy Friar, Nancy Howard, Chair., Amy Kite,
Mel Masters, Justin O’Brien, Gary Ranum, Charles Stenner, and Mary Ellen Tredinnick.
MEMBER EXCUSED: Mike Tiber
OTHERS PRESENT: Jeff Lockhart, Zack Armstrong, Cheryl Knapp, and Nancy Schmitz.
1. CALL TO ORDER/ROLL CALL: 7:00 p.m.; quorum present.
2. OPEN MEETINGS LAW CERTIFICATION: A notice was published in the Herald Independent,
stating the date, time and place of the Unified Community Services Board meeting. Notice was also
posted in four public locations and on Grant and Iowa Counties websites and sent to local radio
stations. Verified by Nancy Schmitz.
3. CONSENT CALENDAR: Charles Stenner moved to approve the agenda and to approve the
minutes of the June 20, 2018 Board meeting. Motion seconded by Mary Ellen Tredinnick and
passed unanimously.
4. BILLS: Mary Ellen Tredinnick moved approval for payment of the bills for June/July 2018 as
reviewed. Motion seconded by Judy Friar and passed unanimously.
5. REPORTS:
a) Financial report for June, 2018 given by Zack Armstrong.
b) Personnel report for June, 2018 given by Cheryl Knapp.
c) Chairman’s report – None.
d) Jeff Lockhart presented the Agency Director's report as follows:
i. Unassigned funds balance is at 22% reserve.
ii. Iowa County will hold a Drug Court graduation on 8/9/18 at the courthouse.
iii. DOJ held inspection at Iowa County Court. The team is working well together.
iv. At the next CJCC (Juvenile court) meeting they will motion to transition to a family
court. A Social Services’ social worker is a member of the team.
v. Aeron Adams, APNP, has agreed to work 1 day per month and act as backup.
vi. Unified is encouraging a public/private partnership to reach out to schools in need of
counseling. CESA and Oregon Mental Health are in discussions at this point.
vii. Unified is in the first stage in revamping performance evaluations, and wage
comparisons for the 2019 budget.
viii. Jeff has consulted with David Nelson with the Department of Treatment and Recovery
regarding the standards of confidentiality imposed by the Federal Statute CFR42 and the
impact on mental health and substance abuse programs.
Charles Stenner moved to accept the reports and place on file. Motion seconded by Justin
O’Brien and passed unanimously.
6. INTRODUCTIONS AND PUBLIC COMMENTS: None.

7. CLOSED SESSION: Mel Masters moved to convene in closed session pursuant to Sec. 19.85
(1)(c), Wisconsin Statutes, to consider matters related to employment, promotion, compensation or
performance evaluation data of any public employee over which the governmental body has
jurisdiction or exercises responsibility. Motion seconded by Judy Friar. A roll call vote was taken
with results as follows: Carol Beals: yes; Ron Coppernoll: yes; Judy Friar: yes; Nancy Howard:
yes; Amy Kite: yes; Mel Masters: yes; Justin O’Brien: yes; Gary Ranum: yes; Charles Stenner: yes;
and Mary Ellen Tredinnick: yes. Motion passed unanimously.
8. CONVENE TO OPEN: Meeting reconvened in open session at 7:40 p.m.
9. SALARY ADJUSTMENT: A salary increase was requested for the outpatient psychiatric APNP
position. Unified’s part-time APNP has agreed to work 1 day per month and also be the back-up for
our full-time prescriber. Mary Ellen Tredinnick moved to approve adjusting the salary for this
position to $79.00 per hour. Motion seconded by Amy Kite and passed unanimously.
10. ADJOURNMENT: Charles Stenner moved to adjourn at 7:56 p.m. Motion seconded by Mary
Ellen Tredinnick and passed unanimously. Next meeting date is August 15, 2018.
