MEMBERS PRESENT: Ron Coppernoll, Judy Friar, Nancy Howard, Amy Kite, Judy Lindholm, Gary
Ranum, Mark Stead (Chair), Charles Stenner, Kelby Thomas, Mike Tiber and Mary Ellen Tredinnick.
OTHERS PRESENT: Jeff Lockhart, Zack Armstrong, Cheryl Knapp, and Nancy Schmitz.
1. CALL TO ORDER/ROLL CALL: 7:00 p.m.; quorum present.
2. OPEN MEETINGS LAW CERTIFICATION: A notice was published in the Herald Independent,
stating the date, time and place of the Unified Community Services Board meeting. Notice was also
posted in four public locations, on Grant and Iowa Counties websites and sent to local radio stations.
Verified by Nancy Schmitz.
3. CONSENT CALENDAR: Gary Ranum moved to approve the agenda and to approve the minutes
of the February 21, 2018 Board meeting. Motion seconded by Ron Coppernoll and passed
unanimously.
4. BILLS: Mary Ellen Tredinnick moved approval for payment of the bills for February/March 2018
as reviewed. Motion seconded by Mike Tiber and passed unanimously.
5. REPORTS:
a) Financial report for Year-end 2017, January and February, 2018 and Community Options
Program high cost request – Zack Armstrong.
b) Personnel report for February, 2018 given by Cheryl Knapp.
c) Executive Committee report – Mark Stead.
d) Chairman’s report – None.
e) Jeff Lockhart presented the Agency Director's report as follows:
i. Unassigned funds balance is at 25%.
ii. Unified decided not to sign the 10 year lease for the Lancaster office building. We will
lease year to year.
iii. UCS now has a 2nd Intensive Outpatient Treatment Group going in Dodgeville.
Lancaster has one group in the daytime and Dodgeville has a group at night.
iv. Update that the State will not be reopening Mendota unit for emergency detentions.
v. The State is trying to cut down on short stays at Winnebago in favor of diversion.
vi. Received a letter from the Bureau of Children’s Long Term Support with no findings of
non-compliance for the Birth to 3 Program.
vii. Mental Health outpatient clinician is having health problems and we may need to
advertise for possible replacement.
viii. Wisconsin Public Television is filming a segment on how the University of Wisconsin
is meeting rural healthcare needs. They will interview Aeron Adams, DNP, who is a
recent graduate of UW-Madison and is employed at Unified Community Services. They
will also interview Jeff Lockhart.
Gary Ranum stated the CJCC Drug Court was having a graduation on 3/29/18.

Ron Coppernoll asked about the availability of AODA treatment in both offices. Due to the
large geographical area in our counties it might be closer to travel if we had reciprocity with
another county for our clients.
Charles Stenner moved to accept the reports and place them on file. Motion seconded by Amy
Kite and passed unanimously.
6. INTRODUCTIONS AND PUBLIC COMMENTS: None.
7. ADJOURNMENT: Charles Stenner moved to adjourn at 7:52 p.m. Motion seconded by Judy Friar
and passed unanimously. Next meeting date is April 18, 2018.
