MEMBERS PRESENT: Carol Beals, Judy Friar, Nancy Howard, Amy Kite, Mel Masters, Gary Ranum,
Patrick Schroeder, Charles Stenner, and Mike Tiber (Chair.)
MEMBERS EXCUSED: Justin O’Brien and Mary Ellen Tredinnick.
OTHERS PRESENT: Jeff Lockhart, Jan Sudmeier, Cheryl Knapp and Nancy Schmitz.
1. CALL TO ORDER/ROLL CALL: 7:00 p.m.; quorum present.
2. OPEN MEETINGS LAW CERTIFICATION: A notice was published in the Herald Independent,
stating the date, time and place of the Unified Community Services Board meeting. Notice was also
posted in four public locations, on Grant and Iowa Counties websites and sent to local radio stations.
Verified by Nancy Schmitz.
3. AGENDA: Gary Ranum moved to approve the agenda. Motion seconded by Patrick Schroeder and
passed unanimously.
4. MINUTES: Charles Stenner moved to approve the minutes of the January 15, 2020 meeting. Motion
seconded by Judy Friar and passed unanimously.
5. INTRODUCTIONS AND PUBLIC COMMENTS: None.
6. BILLS: Charles Stenner moved approval for payment of the bills for January/February, 2020 as
reviewed. Motion seconded by Mel Masters and passed unanimously.
7. REPORTS:
a) Personnel report for January, 2020 given by Cheryl Knapp.
b) Chairman’s report – none.
c) Jeff Lockhart presented the Agency Director's report as follows:
i. Unified’s unassigned fund balance is at 21%.
ii. We met with Shane Drinkwater, IT for Grant County about issues with our phone system.
He will try some short-term fixes with phone lines.
iii. Opioid Grant will be expanded in September to cover Meth also.
iv. We will be contacting other area counties in hopes of hiring a Prevention Specialist as part
of the Mental Health/AODA Block Grant. DHS has approved our using $20,000 towards
prevention.
v. We have reduced the ratio of AODA therapists per population from 1:18,724 to 1:9,362, via
new hiring, a volunteer and use of the UW on-line SAC training program.
vi. We received good applications for the CCS supervisor and case management positions.
vii. Distributed an article on “Life Expectancy Rose Slightly in 2018, as drug overdose deaths
fell”. The primary key will be addressing despair, to prevent people from self-medicating
with drugs and alcohol.
viii. Diagram presented showing an increase in children placed out of the home due to 75% of
parents are using meth. Possible causes are poverty and social isolation.

Gary Ranum announced that Jeff Lockhart is the new vice-chair of the Criminal Justice
Coordinating Committee. Priorities of the committee will be focusing on dealing with the causes of
crimes.
Nancy Howard attended the Iowa County Drug Court graduation. She was impressed with the
program from beginning to end.
Nancy Howard moved to accept the reports and place them on file. Motion seconded by Patrick
Schroeder and passed unanimously.
8. IT Position: Jan Sudmeier reviewed budget and position vacancies to fund a full-time IT position. The
current electronic records program needs a person to maximize its efficiency. Salary would be based on
comparable with the county. Patrick Schroeder moved to approve the IT position to full-time. Motion
seconded by Carol Beals and passed unanimously.
9 NEXT MEETING: March 18, 2020 at 7:00 p.m.
10. ADJOURNMENT: Charles Stenner moved to adjourn at 7:35 p.m. Motion seconded by Mel Masters
and passed unanimously.
