Alona Lane, Lancaster, Wisconsin MEMBERS PRESENT VIA Zoom: Joan Davis, Judy Friar, Nancy Howard, Amy Kite, Gary Ranum (Chair.), and Patrick Schroeder. MEMBERS PRESENT VIA Zoom in office: Charles Stenner and Mary Ellen Tredinnick. MEMBERS EXCUSED: Carol Beals, Alex Ray and Mike Tiber. OTHERS PRESENT VIA Zoom: Jeff Lockhart, Jan Sudmeier, Cheryl Knapp and Nancy Schmitz. 1. CALL TO ORDER/ROLL CALL: 7:01 p.m. (Delay due to technical difficulties); quorum present. 2. OPEN MEETINGS LAW CERTIFICATION: A notice was published in the Herald Independent, stating the date, time and place of the Unified Community Services Board meeting. Notice was also posted in four public locations, on Grant and Iowa Counties websites and sent to local radio stations. Notice given that meeting will be conducted via electronic videoconferencing. Verified by Nancy Schmitz. 3. AGENDA: Joan Davis moved to approve the agenda. Motion seconded by Judy Friar and passed unanimously. 4. MINUTES: Patrick Schroeder moved to approve the minutes of the May 20, 2020 meeting. Motion seconded by Charles Stenner and passed unanimously. 5. COMMITTEE MEMBER ASSIGNMENTS: Committee lists were distributed to members. Gary Ranum asked if everyone agreed with assignments. Mary Ellen Tredinnick moved to approve assignments. Motion seconded by Joan Davis and passed unanimously. 6. INTRODUCTIONS AND PUBLIC COMMENTS: None. 7. BILLS: Charles Stenner moved approval for payment of the bills May/June 2020 as reviewed. Motion seconded by Joan Davis and passed unanimously. 8. REPORTS: a) Financial report for May, 2020 given by Jan Sudmeier. b) Personnel report for May, 2020 given by Cheryl Knapp. c) Chairman’s report – none. d) Jeff Lockhart presented the Agency Director's report as follows: i. Unified has an unassigned fund balance of 17%. ii. A Medscape article stated that 90% of mental health clinics have had to reduce services due to COVID (e.g. lost income). iii. Unified is in Phase I of our reopening plan due to COVID-19. Grant County Health Department advised 2-4 weeks of stable COVID-19 levels before relaxing restrictions. We continue to provide full services via telehealth. iv. Received the Behavioral Health Women’s Substance Use Grant. We have made our first hire for this grant (Nurse/case manager). v. We will expand telehealth services to the Platteville Neighborhood Health Partners clinic UNIFIED COMMUNITY SERVICES Wednesday, May 20, 2020 Page 2 during the next SOR (Opioid) funding cycle. vi. Our Medication Assisted Treatment Grant has been renewed. Once out of jail UCS staff typically will follow the individual with services provided by the Opioid Grant. vii. Unified’s Comprehensive Community Services program has launched as of June 1st. viii. There are predicted to be an estimated 77,000 suicides due to COVID-19, due to factors including social isolation and economic downturn. ix. Unified has launched a Facebook page, and is using it for messaging related to mental health issues, with an emphasis on resiliency. Nancy Howard moved to accept the reports and place them on file. Motion seconded by Joan Davis and passed unanimously. 9 NEXT MEETING: July 15, 2020 at 7:00 p.m. Looking into Zoom meetings for upcoming meetings. 10. ADJOURNMENT: Charles Stenner moved to adjourn at 7:32 p.m. Motion seconded by Patrick Schroeder and passed unanimously. Nancy Schmitz, Recorder
