Alona Lane, Lancaster, Wisconsin MEMBERS PRESENT VIA Zoom: Carol Beals, Joan Davis, Judy Friar, Nancy Howard, Justin O’Brien, Gary Ranum (Chair.), Patrick Schroeder, and Mike Tiber. MEMBERS PRESENT VIA Zoom in office: Charles Stenner and Mary Ellen Tredinnick. MEMBERS ABSENT: Amy Kite. OTHERS PRESENT VIA Zoom: Jeff Lockhart, Jan Sudmeier, Cheryl Knapp and Nancy Schmitz. 1. CALL TO ORDER/ROLL CALL: 5:00 p.m.; quorum present. 2. OPEN MEETINGS LAW CERTIFICATION: A notice was published in the Herald Independent, stating the date, time and place of the Unified Community Services Board meeting. Notice was also posted in four public locations, on Grant and Iowa Counties websites and sent to local radio stations. Notice given that meeting will be conducted via electronic videoconferencing. Verified by Nancy Schmitz. 3. AGENDA: Mike Tiber moved to approve the agenda. Motion seconded by Patrick Schroeder and passed unanimously. 4. MINUTES: Joan Davis moved to approve the minutes of the July 15, 2020 meeting. Motion seconded by Judy Friar and passed unanimously. 5. INTRODUCTIONS AND PUBLIC COMMENTS: None. 6. BILLS: Patrick Schroeder moved approval for payment of the bills July/August, 2020 as reviewed. Motion seconded by Mary Ellen Tredinnick and passed unanimously. 7. REPORTS: a) Financial report for July, 2020 given by Jan Sudmeier. b) 2019 Audit report given by Jan Sudmeier. c) Personnel report for July, 2020 given by Cheryl Knapp. d) Chairman’s report – None. e) Jeff Lockhart presented the Agency Director's report as follows: i. Unified has an unassigned fund balance of 20%. ii. We have two referrals for the Behavioral Health Women’s Substance Use Program. iii. Public Hearing in Iowa County scheduled for 8/24/20 via zoom iv. Scheduled Personnel Committee meeting for September 1st at 6:00 p.m. and the Finance Committee Meeting for September 9th at 5:00. v. Emergency Services call volumes have increased. vi. Prevention Specialist activities include working with 3 counties. Looking to develop an Alliance for Youth Chapter in Grant, Iowa and Lafayette counties, with representation of 12 persons from various sources, then to apply for a Drug Free Community Grant (except in Grant, which received this one-time grant in the past). vii. Distributed an article with a statement from SAMSHA in regards to the CDC and the increase in mental health symptoms during COVID-19. There are serious mental health issues from COVID-19, the economic effects and financial situation for businesses, isolation, bankruptcy. Communities need to address how to support physical safety, safety at work, and safe socialization. ix. Agency website available and on Facebook. Nancy Howard moved to accept the reports and place them on file. Motion seconded by Judy Friar passed unanimously. 8. NEXT MEETING: September 16, 2020 at 6:00 p.m. Consensus of group to change time of the next meeting to 6:00 instead of 7:00 p.m. We will continue to meet via zoom. 9.
