1. CALL TO ORDER/ROLL CALL: 6:00 p.m.; quorum present.
2. OPEN MEETINGS LAW CERTIFICATION: A notice was published in the Herald Independent,
stating the date, time and place of the Unified Community Services Board meeting. Notice was also
posted in four public locations, on Grant and Iowa Counties websites and sent to local radio stations.
Notice given that meeting will be conducted via electronic videoconferencing. Verified by Nancy
Schmitz.
3. AGENDA: Justin O’Brien moved to approve the agenda. Motion seconded by Patrick Schroeder and
passed unanimously.
4. MINUTES: Mary Ellen Tredinnick moved to approve the minutes of the January 20, 2021 meeting.
Motion seconded by Judy Friar and passed unanimously.
5. INTRODUCTIONS AND PUBLIC COMMENTS: None.
6. BILLS: Mary Ellen Tredinnick moved approval for payment of the bills for January/February, 2021 as
reviewed. Motion seconded by Charles Stenner and passed unanimously.
7. REPORTS:
a) Financial report - None
b) Personnel report for January, 2021 given by Cheryl Knapp.
c) Chairman’s report – None.
d) Team Leader report given by Patti Heer for the Long-Term Support Programs: Birth to 3, Children’s
Waiver, Children’s Community Options, Protective Placements, and Adult Protective Services. The
State has pushed the counties to decrease the waitlists. We are constantly enrolling individuals into
Birth to Three and Children’s Waivers. We have three service coordinators who work in all the
programs. One of the most requested services for Children is respite for the families and it is
difficult to find providers for this.
e) Jeff Lockhart presented the Agency Director's report as follows:
i. UCS is planning staff returning to the office on March 15, 2021.
ii. Distributed article on the Governor’s Budget Proposal. Budget includes $150 million
investment in Critical Mental Health Services for Wisconsinites.
iii. A statewide, broad-based coalition was put together to work on the crisis system. This
includes an emphasis on regional crisis centers, and alternatives to Emergency Detentions.
iv. All law enforcement agencies have been contacted to offer Narcan. Nine offices have
standing order in Grant County and 5 in Iowa County.

Members will discuss and review with County Boards the current rules for quorums. Face to face
and via zoom.
Carol Beals moved to accept the reports and place them on file. Motion seconded by Justin O’Brien
and passed unanimously.
8. NEXT MEETING: March 17, 2021 at 6:00 p.m. via zoom.
9. ADJOURNMENT: Mike Tiber moved to adjourn at 6:40 p.m. Motion seconded by Carol Beals and
passed unanimously.
