BOARD MINUTES
UNIFIED COMMUNITY SERVICES (UCS)
Wednesday, July 21, 2021

MEMBERS PRESENT via Zoom: Joan Davis, Nancy Howard, Amy Kite, Justin O’Brien, and Mike Tiber.
MEMBERS PRESENT: Carol Beals, Judy Friar, Gary Ranum (Chair), Patrick Schroeder, Charles Stenner
and Mary Ellen Tredinnick.
OTHERS PRESENT: Jeff Lockhart, Robert Keeney, Taryn Pratt and Cheryl Knapp.
1. CALL TO ORDER/ROLL CALL: 6:00 p.m.; quorum present.
2. OPEN MEETINGS LAW CERTIFICATION: A notice was published in the Herald Independent,
stating the date, time and place of the Unified Community Services Board meeting. Notice was also
posted in four public locations, on Grant and Iowa Counties websites and sent to local radio stations.
Notice given that meeting will be conducted via electronic videoconferencing. Verified by Cheryl
Knapp.
3. AGENDA: Patrick Schroeder moved to approve the agenda. Motion seconded by Mary Ellen
Tredinnick and passed unanimously.
4. MINUTES: Charles Stenner moved to approve the minutes of the June 16, 2021 meeting with a
misspelling correction. Motion seconded by Judy Friar and passed, with Joan Davis abstaining.
5. INTRODUCTIONS AND PUBLIC COMMENTS: Robert Keeney present.
6. BILLS: Justin O’Brien moved approval for payment of the bills for June/July, 2021 as reviewed.
Motion seconded by Joan Davis and passed unanimously.
7. REPORTS:
a) Financial reports for June, 2021 given by Jeff Lockhart.
b) Personnel report for June, 2021 given by Cheryl Knapp. Vacant positions discussed, along with the
ongoing shortage of clinicians.
c) Chairman’s report – A proposed change in the UCS Bylaws to be presented at the August board
meeting whereby the Chairperson and Vice-Chairperson shall represent different counties.
d) Jeff Lockhart presented the Agency Director's report as follows:
i. Department of Health Services has temporarily paused Birth to 3 file reviews while revising
the reporting format sent to Birth to 3 Programs.
ii. Completing application to continue State Opioid Response (SOR) grant for the treatment of
opioid and stimulant addiction.
iii. Comprehensive Community Services (CCS) program continues to increase enrollment
numbers. Acuity is higher than anticipated.
iv. Following an extensive evaluation of Electronic Health Records (EHRs), nearly ready to
sign a contract for EchoVantage. References from current users are favorable, and annual
fees are among the lowest of EHRs evaluated. Grant County Department of Social Services
interested in using this same EHR. Checking into the possibility of using American Rescue
Plan Act of 2021 (ARPA) funds for this purchase.

v. Jeff Lockhart is hosting a well-being boot camp starting on July 28, 2021. He will present
six sessions from 6:30 to 7:30 at Schreiner Memorial Library in Lancaster.
vi. Larry Bierke, Iowa County Administrator, offered the use of the Iowa County Board Room
for UCS Board meetings.
Patrick Schroeder moved to accept the reports and place them on file. Motion seconded by Justin
O’Brien and passed unanimously.
8. ELECTRONIC HEALTH RECORD: Due to previous Board approval to use unassigned reserve funds,
no action needed to sign contract for EHR.
9. NEXT MEETING: August 18, 2021 at 6:00 p.m. in Board Room 264 at Grant County Administration
Building.
10. ADJOURNMENT: Charles Stenner moved to adjourn at 7:15 p.m. Motion seconded by Mike Tiber
and passed unanimously.
