Alona Lane, Lancaster, Wisconsin MEMBERS PRESENT VIA Zoom: Carol Beals (6:15), Joan Davis, Justin O’Brien, Gary Ranum (Chair.), Patrick Schroeder (6:32) , and Mike Tiber. MEMBERS PRESENT VIA Zoom in office: Charles Stenner and Mary Ellen Tredinnick. MEMBER EXCUSED: Nancy Howard. MEMBERS ABSENT: Judy Friar and Amy Kite. OTHERS PRESENT VIA Zoom: Jeff Lockhart, Jan Sudmeier, Cheryl Knapp and Robert Keeney. 1. CALL TO ORDER/ROLL CALL: 6:06 p.m.; quorum present. 2. OPEN MEETINGS LAW CERTIFICATION: A notice was published in the Herald Independent, stating the date, time and place of the Unified Community Services Board meeting. Notice was also posted in four public locations, on Grant and Iowa Counties websites and sent to local radio stations. Notice given that meeting will be conducted via electronic videoconferencing. Verified by Cheryl Knapp. 3. AGENDA: Charles Stenner moved to approve the agenda. Motion seconded by Mike Tiber and passed unanimously. 4. MINUTES: Mary Ellen Tredinnick moved to approve the minutes of the October 21, 2020 meeting. Motion seconded by Justin O’Brien and passed, with Joan Davis abstaining. 5. INTRODUCTIONS AND PUBLIC COMMENTS: None. 6. BILLS: Charles Stenner moved approval for payment of the bills for October/November, 2020 as reviewed. Motion seconded by Joan Davis and passed unanimously. 7. REPORTS: a) Financial report for October, 2020 given by Jan Sudmeier. b) Personnel report for October, 2020 given by Cheryl Knapp. c) Chairman’s report – Gary Ranum requested that an operational report be included as an agenda item for future meetings. Discussed the negative impact COVID 19 is having on the population’s mental health. d) Jeff Lockhart presented the Agency Director's report as follows: i. Unified has an unassigned fund balance of 21%. ii. Unified has had seven staff members quarantined due to COVID. Increasing protective measures are being implemented in UCS offices. iii. A second CCS Service Facilitator has been hired, with a third hire planned for January 2021. iv. Unified was awarded a year-long continuation of the State Opioid Response Grant in an amount of $719,000. The grant has been expanded to include both opioids and stimulants. Carol Beals asked Jeff Lockhart to express the Board’s appreciation to UCS staff for the work they are doing in the midst of a pandemic.
