MEMBERS PRESENT VIA Zoom: Amy Kite.
MEMBERS PRESENT: Carol Beals, Joan Davis (Chair), Judy Friar, Nancy Howard, Justin O’Brien, Gary
Ranum, Charles Stenner and Mike Tiber.
MEMBER UNEXCUSED: Brandon Snyder.
OTHERS PRESENT: Jeff Lockhart, Cheryl Knapp, Nancy Schmitz, Robert Keeney and Paul Berkesch.
OTHERS PRESENT VIA Zoom: Larry Bierke, Kayzia Teal and April Nicholas.
1. CALL TO ORDER/ROLL CALL: 6:00 p.m.; quorum present.
2. OPEN MEETINGS LAW CERTIFICATION: Meeting Notice was published in Grant County Herald
Independent and posted in four public locations (two offices of Unified Community Services and both
County buildings), and on Grant and Iowa Counties websites and sent to local radio stations. Notice
given that meeting will be conducted in person and via electronic videoconferencing. Verified by Nancy
Schmitz.
3. AGENDA: Charles Stenner moved to approve the agenda. Motion seconded by Justin O’Brien and
passed unanimously.
4. MINUTES: Gary Ranum moved to approve the minutes of the September 21, 2022 meeting. Motion
seconded by Mike Tiber and passed unanimously.
5. INTRODUCTIONS AND PUBLIC COMMENTS: Paul Berkesch and Larry Bierke, Iowa County
Administrator.
6. BILLS: Justin O’Brien moved approval for payment of the bills for September/October, 2022 as
reviewed. Motion seconded by Judy Friar and passed unanimously.
7. REPORTS:
a) CSP & Outpatient Prescriber Presentation given by Becky Manning.
b) Financial report for September, 2022 given by Jeff Lockhart.
c) Personnel report for September, 2022 given by Cheryl Knapp.
d) Chairman’s report – None.
e) Jeff Lockhart presented the Agency Director's report as follows:
i. Unified has an unassigned fund balance of 27%.
ii. This year is the 50th anniversary of Assertive Community Treatment, which the CSP
program is modelled on.
iii. The Opioid Settlement Committee met and began interviewing in the 5 counties.
iv. Mental Health America article based on the 2020 Data. Wisconsin ranked #1 in meeting
consumer behavior health needs.
v. Grant County IT began installing Mitel phones. There were upfront costs to UCS. Most
calls will now be going through the internet, and will result in significant annual cost
savings.

vi. The Information Specialist position, Miranda Updike will start on Monday.
vii. Discussion about buying a company vehicle. Jeff Lockhart discussed with Fred Naatz at
Grant County DSS. Decision was made not to pursue this option when Grant County looked
at it several years ago.
viii. Human Services topic of discussion. This topic was discussed at some length 10 years ago.
when the county made the decision not to convert to Human Services. A formal study is
required by statute, and the county expects that it will take about 6 to 12 months to reach a
decision. Unified will post an Interim Director position due to Jeff Lockhart’s retirement,
since this position may not be a permanent one. Wisconsin Statute Chapter 46 provides for
employee protections.
f) Reports from other Board members – None.
Gary Ranum moved to accept the reports and place them on file. Motion seconded by Mike Tiber
and passed unanimously.
8. DIRECTOR RETIREMENT: Jeff Lockhart has announced he will be retiring. Larry Bierke and Robert
Keeney expressed their appreciation for his years of service to the agency. The earliest retirement date
will be December 30th. A sample advertisement was drafted for the Board’s review to be posted
tomorrow. A committee was accepted to review applicants. Committee members include: Charles
Stenner, Amy Kite, Judy Friar, Joan Davis and Gary Ranum.
9. NEXT MEETING: November 16, 2022 meeting will be at the Iowa County Law Enforcement Center.
10. ADJOURNMENT: Charles Stenner moved to adjourn at 7:33 p.m. Motion seconded by Mike Tiber
and passed unanimously.
