Leffler St., Dodgeville WI 53533 MEMBERS PRESENT VIA Zoom: Carol Beals, Amy Kite, Justin O’Brien, and Gary Ranum. MEMBERS PRESENT: Joan Davis (Chair), Judy Friar, Nancy Howard, Charles Stenner and Mike Tiber. MEMBER UNEXCUSED: Brandon Snyder. OTHERS PRESENT: Jeff Lockhart, Cheryl Knapp, Jessica Munson, Abbi Trainor, Kayzia Teal, Katie Glanville and Kaitlyn Winkers. OTHERS PRESENT VIA Zoom: Nancy Schmitz, Robert Keeney, Ashley Hampton. 1. CALL TO ORDER/ROLL CALL: 6:00 p.m.; quorum present. 2. OPEN MEETINGS LAW CERTIFICATION: Meeting Notice was published in Grant County Herald Independent and posted in four public locations (two offices of Unified Community Services and both County buildings), and on Grant and Iowa Counties websites and sent to local radio stations. Notice given that meeting will be conducted in person and via electronic videoconferencing. Verified by Nancy Schmitz. 3. AGENDA: Mike Tiber moved to approve the agenda. Motion seconded by Judy Friar and passed unanimously. 4. MINUTES: Justin O’Brien moved to approve the minutes of the October 19, 2022 meeting. Motion seconded by Nancy Howard as amended #8 with Justin O’Brien as a member of special committee and passed unanimously. 5. INTRODUCTIONS AND PUBLIC COMMENTS: None. 6. BILLS: Charles Stenner moved approval for payment of the bills for October/ November, 2022 as reviewed. Motion seconded by Amy Kite and passed unanimously. 7. REPORTS: a) Outpatient Program Update – Abbi Trainor. b) Financial report for October, 2022 given by Jessica Munson. c) Audit report for 2021, Johnson and Block given by Jessica Munson. d) Personnel report for October, 2022 given by Cheryl Knapp. e) Chairman’s report – Interviews for interim director are scheduled. f) Jeff Lockhart presented the Agency Director's report as follows: i. Unified has an unassigned fund balance of 28%. ii. The Birth to 3 and Children’s Waiver program referrals have surpassed what they were at this time last year. iii. Article on the drunkest counties in the US for binge drinking. Top 11 counties are in Wisconsin, and include Grant and Iowa Counties. iv. 3 Narcan saves in Grant County in October. v. Trying a new software system (Dashboard) in our Echo Vantage. vii. There are very few clinics nationwide that operate fully Integrated treatment behavioral health treatment such as UCS. f) Reports from other Board members – None. Mike Tiber moved to accept the reports and place them on file. Motion seconded by Justin O’Brien and passed unanimously. 8. BUDGET UPDATE: no change. 9. BUILDING LEASE: Jeff Lockhart and Jessica Munson met with Ashley Hampton regarding a two-year lease. Proposed $20/square feet for next year. Terms of lease would remain the same. 10. GRANT COUNTY SOBER HOUSING: Katie Glanville presented a power point “The Why”: Shortage of sober living option in our area. Great location to walk to jobs, stores, less neighbor conflicts. Looking at proposal to develop. Tellurian would purchase the building. Unified would assist with renovation. Looking for funding to pay for costs, manage duplex, operate 24/7. Looking for ideas such as grants, awards from communities, donations, etc. 11. DIRECTOR RETIREMENT: Jeff Lockhart is retiring. Vacancy posted for an interim director for 6-12 months. Brief interviews set for Friday with full interviews to follow. 12. NEXT MEETING: December 21, 2022. Grant County Administration Building 13.
