BOARD MEETING MINUTES
Wednesday, December 18th, 2024 6:00 PM
Grant County Administration Building, County Board Room
111 S Jefferson Street, Lancaster, Wisconsin 53813
1. CALL TO ORDER: Unified Community Services Board Chair Carol Beals excused and requested
someone be appointed to chair the meeting. Vice-chair Davis was on Zoom and requested Secretary
Gary Ranum Chair the meeting- he agreed. Gary Ranum called the meeting to order at 6:03 PM.
2. OPEN MEETINGS LAW CERTIFICATION: Meeting Notice was sent to six newspapers, including
Grant County Herald Independent, and two radio stations in Grant and Iowa Counties; posted in four
public locations (two offices of Unified Community Services and both County buildings), and on Grant
and Iowa Counties, and Unified Community Services’ websites. Notice given that meeting will be
conducted in person and via electronic videoconferencing. Verified by Ben Biddick.
3. ROLL CALL:
MEMBERS PRESENT: Joan Davis (Zoom), Nancy Howard, Justin O’Brien (Zoom), Gary Ranum,
Mike Tiber, Janelle Carroll, Steve Obershaw, Dawn Kendrick, John Beinborn, Amy Kite (Zoom).
Quorum present.
MEMBER ABSENT: Carol Beals (Excused).
OTHERS PRESENT: Holly Knapp, Ben Biddick, Jessica Munson, Nate Dreckman, Larry Bierke,
Bruce Paull (Zoom), Andrea Larson (Zoom), Robert Keeney (Zoom).
4. AGENDA: John Beinborn moved to approve the agenda for today’s meeting as printed. Motion
seconded by Steve Obershaw and passed unanimously.
5. MINUTES:
Personnel Committee - August 21st 2024
John Beinborn moved to approve the minutes as published. Motion seconded by
Nancy Howard and passed unanimously.
Personnel Committee - October 14th 2024
Steve Obershaw moved to approve the minutes as published. Motion seconded by
Janelle Carroll and passed unanimously.
Finance Committee - October 14th 2024
Mike Tiber moved to approve the minutes as published. Motion seconded by Dawn
Kendrick and passed unanimously.
UCS Board Meeting - October 16th 2024
John Beinborn moved to approve the minutes as published. Motion seconded by
Steve Obershaw and passed unanimously.
6. INTRODUCTIONS AND PUBLIC COMMENTS: None.
7. PAYMENT OF THE BILLS: Jessica Munson reviewed bills for October and November 2024. Dawn
Kendrick moved to approve payment of the bills as presented. Motion seconded by Steve Obershaw and
passed unanimously.
8. REPORTS:
DIRECTORS REPORT: Holly Knapp provided review of director’s report hand out provided to
board members highlighting work on the 2025 budget for Unified Community Services,
Indirect Cost allocation, State Opioid Response Grant, WIMCR, 2023 Audit, ECHO
(Electronic Health Record), DHS Audit, Carlson Dettmann project, Office space updates.
PERSONNEL REPORT: Ben Biddick provided review of personnel report 10.17.2024 through
12.18.2024.
FINANCIAL REPORT: Jessica Munson provided detailed review of October and November
financial reports. Unified Community Services finance team continues to work to finalize
year end balances.
CHAIRMANS REPORT: None.
REPORTS FROM OTHER BOARD MEMBERS: None.
Motion to accept the reports and place them on file by Mike Tiber. Motion seconded by Amy Kite and
passed unanimously.
9. Updates, discussion and possible action surrounding Unified Community Services 2025 Budget and
indirect cost allocations.
Discussion about indirect cost allocations and Unified Community Services 2025 budget. Grant
County Administrator Nate Dreckman and Iowa County Administrator Larry Bierke working
collaboratively regarding indirect cost allocation plan and are requesting to present to the Unified
Community Services board on the topic in January 2025. Future decisions or adjustments related to
Unified Community Services 2025 Budget will be made as needed. Iowa County Administrator
Bierke advises that Iowa County remains committed to supporting the cost ratios established
collaboratively by the counties and Iowa County is in support of Unified Community Services now
and into the future. No action taken.
10. Updates, discussion and possible action surrounding long term space needs for Unified Community
Services.
Updates and discussion about future space plans for Unified Community Services. Grant County
Board of Supervisors has allocated $1.2-$1.3 million in remaining ARPA funding to support space
needs of Unified Community Services at the BMO site. A team of Unified Community Service staff
and Grant County staff are working on the project. Grant County Administrator Dreckman advises
that a lot of conversation is happening as a result, we will be looking at a variety of options and
keeping in communication as the project develops. No action taken. Updates will be provided to
UCS Board at next UCS Board Meeting.
11. ADJOURNMENT and NEXT MEETING: Adjournment pursuant to the next Unified Community
Services Board meeting- January 15th, 2025 at 6:00 PM- Grant County Administration Building,
County Board Room.
