GRANT COUNTY LAW ENFORCEMENT/EMERGENCY MANAGEMENT
DISASTER SERVICES COMMITTEE MEETING
GRANT COUNTY LAW ENFORCEMENT CENTER
Lancaster, WI 53813
July 11, 2016
The Grant County Law Enforcement/Emergency Management Disaster Services Committee was called to order
at 10:00 a.m. by Chairman Gary Ranum. The following members and personnel were present:
LAW ENFORCEMENT/EMERGENCY MANAGEMENT DISASTER SERVICES COMMITTEE: Robert Keeney, Lester
Jantzen, Donald Splinter, John Beinborn and Michael Lieurance. Ronald Coppernoll asked to be excused.
GUESTS: Sheriff Nate Dreckman, Chief Deputy Jack Johnson, Coroner Ron Sturmer, Steve Braun, Tonya White
and Kelly Bird, Recording Secretary.
Kelly Bird verified the agenda had been posted at the County Clerk’s office and Courthouse. Kelly posted the
agenda in the Sheriff’s Office lobby. Lester second by Donald approved the agenda with the Sheriff’s Office
monthly bills moved up in the agenda to be discussed after Ol d Business. John second by Bob approved the
May 9 minutes from the Law Enforcement Committee and Emergency Management Disaster Services
Committee with one spelling correction. The bills for the Sheriff’s Office were approved in motions by Mike
and seconded by Bob. The bills for the Coroner were approved in motions by Bob and seconded by Lester.
The bills for Emergency Government were approved in motions by Donald and seconded by Mike. All above
motions carried.
There is no Public Forum to discuss at t his time.
There is no Coroner’s Report this month.
Under Sheriff’s Briefing, Sheriff Dreckman passed out the activity report for the last three months. The jail
population has increased some. There was a fatal accident on July 2. There was a homicide in Boscobel over
the weekend with the victim being an infant. Sheriff Dreckman will be providing an event were Law
Enforcement will have an opportunity to come and talk about the tragic events that have been happening in
Dallas and previously. The Back to School Shop with a Cop and Dunkin Donuts Special Olympics events will
take place soon. It was motioned by John and seconded by Lester to approve the Sheriffs’ Briefing. Motion
carried.
Several Grant County Employees will be attending the Zeurcher Annual Conference in September. Zuercher is
the company that will be providing the new records management software for the Sheriff’s Office.
There are no Grants to discuss at this time.
Under Maintenance, the air conditioner has been causing some problems in the jail. There has also been a lot
of moisture on the pipes causing some leaking. This is due to inmates leaving water run constantly.
There is no New Business to discuss at this time.
Under Old Business, Chief Deputy Johnson contacted Dubuque Humane Society and BARK out of Boscobel to
discuss their process on taking in stray dogs. Dubuque Humane Society sent a copy of their contract and it
was reviewed by Corporation Counsel. It was motioned by Donald and seconded by Lester to recommend the
Dubuque Humane Society contract and send it to the full county board. Motion carried. This would be an
option if there are no kennels available in Grant County.
BARK does not require a contract and there is no fee for housing the dogs. There are only 5 kennels available.
Chief Deputy Johnson will speak with Chief Stenner about getting something in writing from BARK.
Stray dogs will be taken to Lancaster Humane Society for as long as they will continue to take them. Chief
Deputy Johnson will take the contract he drafted using the Dubuque Human Society contract as an example to
Corporation Counsel for review.
The Job Service Building was tested for asb estos and the results came back with no asbestos being detected.
It was motioned by Donald and seconded by John to get bids on the removal of the building and all of its
components. Motion carried
Under Director’s Report, Steve Braun passed out photos from a state exercise he attended that involved a
tornado scenario. Fifteen individuals from our region attended this event.
Steve discussed FirstNet which is an LTE Data System that is Nationwide for Public Service Agencies. The
timeline for FirstNet is for 2020 or 2021 and the cost is unknown. This data system will provide agencies with
more security and more capabilities for receiving information. It was motioned by John and seconded by
Lester to approve the Director’s Report. Motion carried.
Steve provided the committee with information about Individual assistance and disaster case management.
The person filling this position will provide people with resources and a recovery plan beyond the first three
months after the event. This person will help individuals having long term health needs and property issues.
It was motioned by John and seconded by Lester to adjourn to August 8, 2016 at 10:00 a.m. Motion carried.
