GRANT COUNTY LAW ENFORCEMENT/EMERGENCY MANAGEMENT
DISASTER SERVICES COMMITTEE MEETING
GRANT COUNTY LAW ENFORCEMENT CENTER
Lancaster, WI 53813
September 12, 2016
The Grant County Law Enforcement/Emergency Management Disaster Services Committee was called to order
at 10:00 a.m. by Chairman Gary Ranum. The following members and personnel were present:
LAW ENFORCEMENT/EMERGENCY MANAGEMENT DISASTER SERVICES COMMITTEE: Robert Keeney, Lester
Jantzen, Mike Lieurance, and Ronald Coppernoll. Donald Splinter and John Beinborn asked to be excused.
GUESTS: Sheriff Nate Dreckman, Chief Deputy Jack Johnson, Coroner Ron Sturmer, Steve Braun, Tonya White
and Kelly Bird, Recording Secretary.
Kelly Bird verified the agenda had been posted at the County Clerk’s office, Courthouse, Sheriff’s Office and on
the county website. Mike second by Ron approved the agenda as mailed. Ron second by Lester approved the
minutes from the July 11 meeting. The bills for the Sheriff’s Office were approved in motions by Lester and
seconded by Ron. The bills for the Coroner were approved in motions by Ron and seconded by Lester. The
bills for Emergency Government were approved in motions by Bob and seconded by Ron. All above motions
carried.
There is no Public Forum to discuss at this time.
Under Coroner’s Report, Ron Sturmer presented the 2017 budget. The budget has an increase of 11% due to
insurance and autopsy increases. It was motioned by Ron and seconded by Mike to approve the budget and
send it the Executive Committee. Motion carried.
Under Sheriff’s Briefing, Sheriff Dreckman discussed the activity report. The current jail population is 57 which
has increased some since last month. There was a drowning in Woodman with the victim being from India
and living in Michigan here on a kayaking trip. The Wyalusing drowning victim was found. The Shop With A
Cop back to school event was a success with 35 kids being helped. The Holiday Auction held by WGLR helps
fund these events. The new Zuercher Software training is ahead of schedule and going well.
Under Grants, there is a grant that has been requested in the amount of $38,850.00 through Mound City Bank
that would be used to purchase AED’s for all squad cars that do not currently have one. There is no match
required for this grant. It was motioned by Lester and seconded by Bob to send this to the Full County Board.
Motion carried.
Under Maintenance, the urinal in the men’s bathroom that is located in the lobby is still out of order.
Under New Business, Chief Deputy Johnson requested that a motor for the Rescue Boat in the amount of
$16,000.00 be purchased from the General Fund. While searching for the Wyalusing drowning victim the
motor overheated and the boat could not be used. It was motioned by Mike and seconded by Lester to
approve this purchase from the General Fund and forward the request to the Executive Committee. Motion
carried.
A vehicle purchase was made to replace Chief Deputy Jack Johnson’s 2007 Chevy truck. The truck has
$170,000 miles on it and is in need of repairs that are estimated to cost between $3,000.00 and $5,000.00. A
2015 Chevy Truck with 9,000 miles for $29,000.00 was purchased from Les Mack. There will be $19,000.00
used from the Capital Outlay-Vehicle Expense Account and $10,000.00 from the Drug Investigation Expense
Account.
Sheriff Dreckman presented the 2017 Budget for the Sheriff’s Office. The budget has a 2.3% increase from last
year due to insurance and salary increases. It was motioned by Ron and seconded by Lester to approve the
budget and send it on to the Executive Committee. Motion carried.
Under Old Business, Chief Deputy Johnson gave an update on the Humane Society contract . There was a
contract sent to the Human Society and they sent a contract back. Corporation Counsel reviewed the contract
that was sent back and did not see any issues. It was decided to put this on the Ag and Extension Committee
agenda next month.
It was motioned by Bob and seconded by Lester to go into Closed Session per state statute 19.85 (1) (c)
considering employment, promotion, compensation or performance evaluation data of any public employee
over which the governmental body has jurisdiction or exercises responsibility. Motion carried. All committee
members attending this meeting were present to go into closed session.
It was motioned by Lester and seconded by Mike to come back to Open Session. Motion carried
Under Director’s Report, Steve Braun updated the committee on the FEMA Assistance Grant. Wisconsin did
not do as well as expected on receiving money from this grant. There will be a two day training in Platteville
next week for their city and staff. A Flammable Liquids Training that is grant funded will be held in Cassville on
October 1. The Wisconsin Disaster Fund Claims for the July flooding are still being worked on.
Steve presented the 2017 Budget for Emergency Management Disaster Services. There was an increase of
$5,1095.00 due to salary and insurance increases. It was motioned by Ron and seconded by Lester to approve
this and send it to the Executive Committee. Motion carried.
It was motioned by Bob and seconded by Mike to adjourn to October 10, 2016 at 10:00 a.m. Motion carried.
